This foreword discusses pursuing justice and accountability for human rights abuses. While progress has been made in holding perpetrators accountable over the past two decades, full justice is still not achieved in many cases. The establishment of the International Criminal Court in 1998 was a milestone, but accountability mechanisms still have a long way to go, as seen by the failure to bring anyone to justice for abuses committed during the Sri Lankan civil war in 2009. Pursuing accountability for all human rights violations remains an important goal.
