Among the challenges that need to be addressed if the benefits of the Internet are to be universally available, are digital divides between developed, developing and least developed countries, between urban and rural areas within countries, between people with higher and lower incomes and higher and lower levels of educational experience and attainment, and between women and men. Opportunities and risks will continue to become more complex, more powerful and more influential on the future as a result of the Internet’s technology, services and markets are in constant change.
Understanding and assessing the complexity of the Internet’s development, and its impact is crucial if we are to effectively address the Internet for optimum contribution to the Sustainable Development Goals (SDGs). UNESCO has long engaged with this agenda, emphasising the Internet’s potential for developing Knowledge Societies, based on freedom of expression, universal access to information and knowledge, respect for cultural and linguistic diversity, and quality education for all. A companion to the 2023 GEM Report, A tool on whose terms?, this gender edition asks in what circumstances technology is helping with gender equality in education. While in some instances technology can provide a lifeline for girls otherwise altogether excluded from education, there remain gender divides in access to technology and acquisition of digital skills.

• The CAF-UNESCO Regional Council for Latin America and the Caribbean for the
implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence will
be launched in Chile, March 2023.
• Brazil, Colombia, Ecuador, El Salvador and Mexico are the pioneer implementers of the
UNESCO Recommendation on the Ethics of Artificial Intelligence. UNESCO will provide
technical assistance to align their AI Strategies to the recommendation (e.g. Colombia)
• On going pilot work with companies from technology, telecommunications (Telefonica),
banking, insurance, labor market intermediation and e-commerce
• Research papers focusing on AI and gender, people with disabilities and indigenous people
• MOOC IA so that no one is left behind, starting October 2022
13. • The global economy is facing new economic and social shocks, just emerging from the
impact of the pandemic
• This should not blur the commitment to a digital transformation...
• … but the digital transformation must be sustainable in its political, social and
environmental dimensions
• UNESCO is collaborating with the digital ecosystem – national and local governments
and companies, advised by academia and civil society - to implement the
recommendation towards an ethical AI
