4.  The agricultural sector has been in a slow down for a past couple of years now. To overcome
this, Finance Minister N. Sitharaman through this budget tried to change this
situation. The finance minister proposed a 16 point action plan in her speech while
presenting the budget so as to improve the condition of the agricultural sector and to
double the income of the farmers in the next two years.
 This year’s union budget is woven around three prominent things.
 i) Aspirational India
 ii) Economic development for all
 iii) Creation of a caring society
 The Budget included the following points
 Rs 2.83 lakh crore will be allotted to the agriculture sector and irrigation for FY21.
 To resolve the issue of transportation from the farms to the market and to control the prices of
products the government plans on setting up a ‘Kisan Rail’ so that quick transportation can be
made and it will be set up through public-private partnership.
 The government through this budget plans on helping around 20 lakh farmers by setting
up solar pumps and also set up solar irrigation facilities.
 The government also plans on increasing fish production by up to 200 lakh tonnes by 2022-
23 and helping the fishermen.

 (1) The government proposes plans to help farmers use proper manure and little water, encourage
balanced use of fertilizers.
 सरकार ककसानों को उचित खाद और थोडा पानी का उपयोग करने में मदद करने के लिए योजनाओं का
प्रस्ताव करती है

6.  (2)-Comprehensive measures for 100 water-stressed districts
 उववरकों के संतुलित उपयोग को प्रोत्साहहत करती है 100 पानी
वािे जजिों के लिए व्यापक उपाय.

7.  (3)-Annadata scheme to be expanded to include “Oorjadata” to help
farmers link pumps to solar grid. Farmers having fallow and barren lands
can set up solar power generation units and they can sell it to grids to
make a living.
 ककसानों को सोिर चिड से जोडने के लिए “ओराजदता” को शालमि करने के
लिए अन्नदाता योजना का ववस्तार ककया जाए परती और बंजर भूलम वािे
ककसान सौर ऊजाव उत्पादन इकाइयााँ स्थावपत कर सकते हैं और वे इसे
जीववत बनाने के लिए चिड को बेि सकते हैं

8.  (4) -The government plans to expand PM Kusum solar pump
scheme to assist 20 lakh farmers.
 सरकार ने 20 िाख ककसानों की सहायता के लिए पीएम कु सुम
सौर पंप योजना का ववस्तार करने की योजना बनाई है

9.  (5) - National Bank for Agriculture and Rural Development (NABARD)
to undertake an exercise to map and geotag warehouses across the
country, and provide viability funding to set up new ones. Food
Corporation can undertake such projects in its land too.
 नेशनि बैंक फॉर एिीकल्िर एंड रूरि डेविपमेंट (NABARD) ने देश भर
के मानचित्र और जजयोटैग गोदामों के लिए एक अभ्यास शुरू करने और नए
िोगों को स्थावपत करने के लिए व्यवहायवता ववत्त पोषण प्रदान ककया

10.  (6) -In order to empower women in rural areas, village storage schemes
run by SHGs have been proposed. Women SHGs can avail of Mudra or
NABARD assistance under Dhaanyalakshmi scheme
 खाद्य ननगम अपनी भूलम में भी इस तरह की पररयोजनाएं शुरू कर सकता
है िामीण क्षेत्रों में महहिाओं को सशक्त बनाने के लिए, SHG द्वारा ििाई
जाने वािी िाम भंडारण योजनाएाँ प्रस्ताववत की गई हैं महहिा एसएिजी
धानिक्ष्मी योजना के तहत मुद्रा या नाबाडव सहायता का िाभ उाा सकती हैं

11.  (7) - Seamless national cold supply scheme: Indian Railways to set up Kisaan rail, with
refrigerated coaches in trains for milk and other perishable produce. Krishi Udan will be
launched by the Civil Aviation Ministry on national and international routes, with an
eye on increasing connectivity in northeast and tribal districts.
 ननबावध राष्ट्रीय शीत आपूनतव योजना: ककशन रेि की स्थापना करने के लिए भारतीय रेि, दूध
और अन्य खराब उत्पादन के लिए रेनों में प्रशीनतत डडब्बों के साथ नागररक उड्डयन
मंत्रािय द्वारा राष्ट्रीय और अंतरावष्ट्रीय मागों पर कृ वष उदयन का शुभारंभ ककया जाएगा,
जजसमें पूवोत्तर और जनजातीय जजिों में बढ़ती कनेजक्टववटी पर नजर होगी

12.  (8)-Horticulture sector exceeds the production of food grains
at 311 mn metric tonnes. In each district, one product to be
encouraged with the help of State government.
 बागवानी क्षेत्र में खाद्यान्न का उत्पादन 311 लमलियन मीहरक
टन से अचधक है प्रत्येक जजिे में, एक उत्पाद को राज्य सरकार
की सहायता से प्रोत्साहहत ककया जाना है

13.  (9) -Integrated farming systems in rain-fed areas to be
expanded to encourage solar energy, bee-keeping, etc. in
non-farming seasons.
 गैर-कृ वष मौसमों में सौर ऊजाव, मधुमक्खी पािन इत्याहद को
प्रोत्साहहत करने के लिए वषाव आधाररत क्षेत्रों में एकीकृ त कृ वष
प्रणािी का ववस्तार ककया जाना है

14.  (10)-Online organic market to be strengthened.
 ऑनिाइन जैववक बाजार को मजबूत ककया जाना है.

15.  (11) -The government proposes doubling of milk processing
capacity to 108 million metric tonnes by 2025.
 सरकार 2025 तक दुग्ध प्रसंस्करण क्षमता को दोगुना कर 108
लमलियन मीहरक टन करने का प्रस्ताव करती है.

16.  (12) -Fish production to go up to 200 lakh tonnes by 2021-22.
 2021-22 तक मछिी उत्पादन 200 िाख टन तक जा सकता
है

17.  (13- )₹15 lakh crore agricultural credit to be made
available by 2021.
 १५ िाख करोड का कृ वष ऋण २०२१ तक उपिब्ध कराया
जाएगा

18.  (14)-Proposal to eliminate foot and mouth disease,
brucellosis in cattle, PPR in sheep by 2025.
 पैर और मुंह की बीमारी को खत्म करने के लिए -रोप,
मवेलशयों में ब्रुसेिोलसस, २०२५ तक भेड में पीपीआर

19.  (15)-Growing of algae and seaweed to be encouraged as
part of marine development.
 समुद्र के ववकास के हहस्से के रूप में शैवाि और समुद्री
शैवाि को प्रोत्साहहत ककया जाना

20.  (16)-Youth to be involved in fisheries sector as “Saagar mitras” and form 500 fish
farmer producer organisations.
 सागर क्षेत्र में “सागर लमत्र” के रूप में शालमि होना और 500 मछिी उत्पादक
उत्पादक संगान बनाना
