The overall outcome from the contribution of every partner should be able to restore and promote the physical, emotional, spiritual, psychological, and social wellness of the community in relation to the health issue being suffered (Minelli, & Breckon, 2009). Chronic diseases are currently the leading causes of death in the community due to their complexity and the severe effects on human health. The community health promotion and education program will be provided by the ‘Health Concerns Coalition’ which will be made up of the following partners; community religious groups, Cancer Supportive Care Foundation, an association of cancer-survivor patients, nutritional organizations, and the local authority.

Context
Community/public health nursing is nursing care that is population-focused and occurs in non-hospital settings. Numerous nursing theories can provide the structure for community/public health nursing; however, nursing theories that incorporate components of the general systems theory frequently provide the framework for the practice of community/public health nursing.
Historically, nurses have made significant contributions to the field of public health. From providing maternal-child care to poor women in the late 1800s, to promoting hygiene among school aged children in the early 1900s, to providing environmental and safety care to industrial workers during World War I, nurses have been instrumental in shaping health policies (Maurer & Smith, 2013). Today, community/public health nurses have a key role in identifying and developing plans of care to address local, national, and international health issues.
Many factors influence the health of communities and populations, including national policies that focus on health promotion. Healthy People, a major national health promotion program issued by the U.S. Surgeon General, identifies major health problems of the nation and sets national goals and objectives targeting health promotion (Maurer & Smith, 2013). If adopted, activities that target health promotion can result in disease prevention.

Purpose: To identify appropriate adolescent substance abuse prevention programming for rural
populations through the application of three concepts: effectiveness (best clinical evidence),
efficiency (benefit to rural populations), and equality (access).
Methods: A review of the literature guided by these concepts was conducted to identify criteria
essential to the tailored development of rural adolescent substance abuse prevention
programming. An advanced search of the Substance Abuse and Mental Health Services
Administration’s (SAMHSA) National Registry of Evidence-based Programs and Practices
(NREPP) was then conducted using criteria tailored to rural populations.
Findings: Results from the literature search support the inclusion of two components directed at
improving quality of outcomes through a customized approach to rural adolescent substance
abuse prevention programming: inclusion of paren.

Purpose: To identify appropriate adolescent substance abuse prevention programming for rural
populations through the application of three concepts: effectiveness (best clinical evidence),
efficiency (benefit to rural populations), and equality (access).
Methods: A review of the literature guided by these concepts was conducted to identify criteria
essential to the tailored development of rural adolescent substance abuse prevention
programming. An advanced search of the Substance Abuse and Mental Health Services
Administration’s (SAMHSA) National Registry of Evidence-based Programs and Practices
(NREPP) was then conducted using criteria tailored to rural populations.
Findings: Results from the literature search support the inclusion of two components directed at
improving quality of outcomes through a customized approach to rural adolescent substance
abuse prevention programming: inclusion of paren.

Genetically modified organisms are substances whose genes get altered through genetic engineering. The process gets done with the aid of adding proteins and chemicals into the genes of the organism. Genetic engineering has been applied in both crop production and animal rearing and led to several impacts both good and bad. Different people have divergent views concerning these GMOs.
There are several advantages associated with GMOs in agriculture. First and foremost is that the crops grown are modified in such a way that they can easily resist pests meaning that the output will not be affected, and also the cost of purchasing pesticides will be foregone. Additionally, genetically modified agricultural products are adamant towards the harsh climatic conditions. In the event of lack of rain or severe rain, these crops can give a right out- put.

GMO crops and animals are also well known for requiring fewer farm implements such as chemicals and time this reduces their cost of production to the farmers. Farmer’s income is thus improved day by day and also the country’s per capita income too. World's population grows at an alarming rate. Ensuring sufficient food supply to this growing population will mean constant deforestation to create more land space for farming. However, with genetically modified engineering crops and animals at hand, we are assured of more food production with less deforestation (

Moonlighting Police Officers
Moonlighting of police officers is controversial with departments across the nation. In this week’s resource folder there are several news articles from various metropolitan areas that voice concern over the implementation and regulation of moonlighting. Of concern are the obvious factors of conflict of interest and safety.
Conflict of interest is a natural concern among police departments due to the influence and consideration private employers are given by hired public officials. In order to combat common areas which may receive extra consideration are establishments associated with after-hours entertainment and/or drinking establishments. As can be seen in the local news articles some police departments ban their officers from working for these types of businesses. In the resource folder is also the departmental regulation for Arlington, Virginia police officers desiring outside employment. Arlington prohibits police officers from working for a private security firm. However, this does not preclude the officer from working directly for a small business. Other restrictions that Arlington places on their officers includes outside work as taxi cab drivers, bar security and as debt collectors, for obvious reasons. A wound is a break in the integrity of the skin or tissues, which may be associated with disruption of the structure and function.
Healing is the body’s response to injury in an attempt to restore normal structure and functions.
Healing can occur in two ways: Regeneration and Repair
There are 4 phases of wound healing: hemostasis, inflammation, proliferation, and remodeling. This document also describes the mechanism of wound healing. Factors that affect healing include infection, uncontrolled diabetes, poor nutrition, age, anemia, the presence of foreign bodies, etc.

Addressing Behavioral Risk Factors “It is unreasonable to expect that people will change their behavior easily when so many forces in the social, cultural, and physical environment conspire against such change” (Kovner and Knickman, p. 139). When seeking to lessen behavioral risk factors in different populations, one of the greatest challenges is addressing the systemic issues within the population that enable the risky behavior to occur in the first place. Consider the health risks of school-age children not being immunized or drug users sharing needles. These risky behaviours led to increases in individual and population health problems. Thus, when planning health prevention programs, it is important to consider how to effectively address risky behaviors at both the individual and the population level. The Discussion focuses on the use of the Population-Based Intervention Model outlined in the course text Health Care Delivery in the United States , as well as how this model can be applied to strengthen advocacy programs. To prepare: Selected Behavioural risk factor :
- 2. Alcohol Misuse/Risky Drinking: Binge Drinking Proportions of adults who exceed guidelines for low risk drinking baseline 72% women, 74% men, 2020 goals 50%. Adults 18 years and older baseline 16.6%, 2020 Goals 6%. Adolescents (12 to 17 years) baseline 7.7%, 2020 Goals 2%. Deaths from Alcohol-Related Auto Crashes baseline 5.9%, 2020 Goals 4%. Assignment: Research how this risk factor is affecting your community or state (Texas). The Discussion focuses on the use of the Population-Based Intervention Model outlined, as well as how this model can be applied to strengthen advocacy programs. With your selected risk factor in mind, review the information on the Population-Based Intervention Mode. In particular, focus on the concept of downstream , midstream , and upstream interventions . Consider at least one intervention that could be put into place at each stage.
- 3. Comprehensive Approach to changing provider Practice. Paradigm for Changing Provider Practice. Upstream : National/State/Local performance mandates, reimbursement and pay for performance policies. Midstream : Health plan level; organizational mandates/incentives, clinical information systems, technical assistance, CQI. DownStream: Individual provider level: CME strategies Between Upstream and Midstream : Managed care regulatory standards, performance measurement/accreditation (e.g., NCQA/HEDIS) Between Midstream and Down Stream : Office-Level reminder systems, detailing local opinion leaders.
- 4. Post a description of the behavioral risk factor you selected and how this factor is impacting your community or state. Using the Population-Based Intervention Model, suggest at least one intervention that could be put into place at each stage (downstream, midstream, and upstream) to ensure that a health prevention program addressing the behavioral risk factor would have a greater chance at succeeding. Justify why each intervention you identified would be effective.
