Call center has potentials to increase utilization of health facility services and thereby improve maternal
health outcomes.According to Nigeria Demographic and Health Survey 2013 puts the proportion of women
with antenatal care from a skilled provider at 58.2 percent and facility delivery at 27.6 percent. Society for
Family Health in an effort to improve utilization of facility services established call center to enhance the
uptake of facility services in Gombe State. However,little is known about impact of the call center on
utilization of facility services. A continuous population household-based multi-stage cluster survey was
instituted in Gombe State from January 2013 –December 2014. The survey was designed to estimate
coverage of contacts between residents of sampled households and the different innovations being
implemented in maternal life saving interventions.The sample size drawn with replacement per quarter was
sufficient to determine the indicators’ performance with high precision. The data were disaggregated by
place of residence among women who had a live birth in the 12 months prior survey.In rural areas,
proportion of women who had heard about the call center increased from 12%(95% CI, 9-17) in Q1
(January-March 2013) to 26% (95%CI, 19-35) in Q7 (July-September 2014); and delivered at facilities
increased from 15% in Q1to 33% in Q7. In urban areas, women who had heard about call center increased
from 15% (95% CI, 11-20) in Q1, 2013 to 41% (95% CI, 31-47) in Q7, 2014; and proportion of women that
delivered in facilities increased from 19% in Q1 to 45% in Q7. This performance was substantiated by the
qualitative study findings, which claimed virtually all mothers that had contacts with call center utilized
facility services. However, concept of “stranger”, poor connectivity, delayed picking, attitude, and
confidentiality were challenges negatively impacted uptake of call center.

discussions and in-depth interviews were explored to elicit information from 270 recipients of call center,
stakeholders and call center agents in six local government areas in the state.Moderators and note-takers
were trained on the art of moderating focus group discussion to elicit information from the participants and
the discussions were tape-recorded. Manual content analysis was conducted using tape-recorded transcripts,
moderators’ keynotes and notes taken during the FGDs and in-depth interviews. Majority of the participants
reported of having heard about the call center and knowledge levels were similar in both urban and rural
areas. A slightly below average of the participants claimed to have had contacts with call center to obtain
health information on management of pregnancy-related complications.And virtually all mothers that had
used call center reported of having had antenatal care visits;facility delivery and postnatal check-up and this
has led to reduction in morbidity and maternal mortality.Notwithstanding, the study revealed some
challenges that negatively impacted the low utilization of call center services. One major challenge
noted was the concept of “stranger” tagged on call center agents, and women refused to talk to the agents.
Lack of ownership of phone, poor connectivity, delayed in picking calls, attitude,and confidentiality issues
were other challenges mentioned. Awareness creation, face-to-face interaction, radio jingles and advocacy to
community traditional/religious leaders can address issue of “stranger”;re-training and motivation of call
center agents will address attitudes,client-agents relations and delay in picking calls; thereby increase center
utilization.

Family Health in an effort to improve utilization of facility services established call center to enhance the
uptake of facility services in Gombe State. However,little is known about impact of the call center on
utilization of facility services. A continuous population household-based multi-stage cluster survey was
instituted in Gombe State from January 2013 –December 2014. The survey was designed to estimate
coverage of contacts between residents of sampled households and the different innovations being
implemented in maternal life saving interventions.The sample size drawn with replacement per quarter was
sufficient to determine the indicators’ performance with high precision. The data were disaggregated by
place of residence among women who had a live birth in the 12 months prior survey.In rural areas,
proportion of women who had heard about the call center increased from 12%(95% CI, 9-17) in Q1
(January-March 2013) to 26% (95%CI, 19-35) in Q7 (July-September 2014); and delivered at facilities
increased from 15% in Q1to 33% in Q7. In urban areas, women who had heard about call center increased
from 15% (95% CI, 11-20) in Q1, 2013 to 41% (95% CI, 31-47) in Q7, 2014; and proportion of women that
delivered in facilities increased from 19% in Q1 to 45% in Q7. This performance was substantiated by the
qualitative study findings, which claimed virtually all mothers that had contacts with call center utilized
facility services. However, concept of “stranger”, poor connectivity, delayed picking, attitude, and
confidentiality were challenges negatively impacted uptake of call center.

The innovative strategy of call center technology and provision of mobile phone to frontline
workers were part of strategies introduced by Society for Family Health to provide health information,educate
and referrals,to improve uptake of maternal health services in Gombe state, Nigeria. According to Nigeria
Demographic and Health Survey 2013 put the proportion of women with antenatal care from a skilled
provider at 58.2 percent and health facility delivery at 27.6 percent. This paper presents assessment of the
impact of using call center technology to increase uptake of maternal health services. Focus group
discussions and in-depth interviews were explored to elicit information from 270 recipients of call center,
stakeholders and call center agents in six local government areas in the state.Moderators and note-takers
were trained on the art of moderating focus group discussion to elicit information from the participants and
the discussions were tape-recorded. Manual content analysis was conducted using tape-recorded transcripts,
moderators’ keynotes and notes taken during the FGDs and in-depth interviews. Majority of the participants
reported of having heard about the call center and knowledge levels were similar in both urban and rural
areas. A slightly below average of the participants claimed to have had contacts with call center to obtain
health information on management of pregnancy-related complications.And virtually all mothers that had
used call center reported of having had antenatal care visits;facility delivery and postnatal check-up and this
has led to reduction in morbidity and maternal mortality.Notwithstanding, the study revealed some
challenges that negatively impacted the low utilization of call center services. One major challenge
noted was the concept of “stranger” tagged on call center agents, and women refused to talk to the agents.
Lack of ownership of phone, poor connectivity, delayed in picking calls, attitude,and confidentiality issues
were other challenges mentioned. Awareness creation, face-to-face interaction, radio jingles and advocacy to
community traditional/religious leaders can address issue of “stranger”;re-training and motivation of call
center agents will address attitudes,client-agents relations and delay in picking calls; thereby increase center
utilization.
