The presentation discusses the following: 1. Philippine Electoral Process 2. Shifting from Manual Election to Automated Election 3. Attitude of Selected Registered Voters in Northern Mindanao 4. The Positive and Negative Manifestation of the Respondents towards the issue The research was conducted last April - June of 2010 in which there was a shift of electoral process in the Philippines.

1. Philippine Electoral Modernization:
Pre and Post Attitudes of Registered
Voters of Tibanga and Del Carmen,
Iligan City, Northern Mindanao
Toward the Automated Election System

2. This study focuses on the attitude of the
registered voters in Tibanga and Del Carmen toward the
Automated Election System which had its first run during
the 2010 Philippine National Elections from the long
history of manual election process in the country.

3. This study is aimed at answering the following questions:
The SEC of the respondents in Del Carmen and Tibanga
The LEVEL OF AWARENESS of the respondents, sources and sufficiency of
information (Cognitive Aspect)
The PREDISPOSITION of the voters towards AES (Affective Aspect)
The OUTWARD BEHAVIORAL MANIFESTATION of the voters (Conative Aspect)
The NEGATIVE & POSITIVE EXPERIENCES encountered by the respondents
The SIGNIFICANT RELATIONSHIP in the attitude of respondents during the pre-election
with regards to their SEC, such as age, gender, educational attainment, and religion.

4. The research is a Qualitative and Quantitative study.

6. 1.) Socio–Economic Characterics of the
Respondents
Most numbers of the voters in Del Carmen
were female, College level, Roman Catholics and
within the age of eighteen to twenty-five (18-25)
years old while most of the voters in Tibanga were
female, High school graduate, Roman
Catholics and within the age of eighteen-
twenty-four (18-24) years old.

7. 2.) The Cognitive Level of the Respondents
Based on the
result, during the
pre-election the
level of awareness
in Del Carmen is
“high” and
television was the most common source of
information and regarding the sufficiency
of information, it was very sufficient.

8. As for Tibanga, their
level of awareness
was “average”;
Television also was
the most common
source of information
and majority of the
respondents believed that the sufficiency of
information was moderate.
During the post-election, both barangay’s
level of awareness become “high”.

The pre-election’s predisposition of Del Carmen and Tibanga’s
respondents were “excited”. However, after the election took place,
the predisposition of both barangays show a negative finding wherein
they “no longer like” the AES

10. When asked whether they trust the PCOS
machine, the result shows:
Majority of the respondents in Del
Carmen and Tibanga, before the
election, trust the PCOS machine.
On one hand, respondents in Del
Carmen after the election no longer trust the
PCOS machine because it was prone to
machine malfunction.
On the other hand respondents in
Tibanga still trusted the PCOS machine
because they believed that no one can
manipulate the result.

As for the outward manifestation of the respondents, majority of the
respondents in Del Carmen and Tibanga answered that they “watched
how their votes were counted”.

12. When asked whether they will suggest or
recommend the use of AES on the next election, the
result shows:
Most of the respondents of Del Carmen and
Tibanga, before the election, suggests the use of AES
on the next election.
But during the post election respondents from Del
Carmen no longer suggest the use of AES because
they were not given a priority number to vote during the
election day.
Meanwhile, majority of the respondents from Tibanga
firmly suggest the use of AES because they believe that
with AES winners were announced early.

13. 5.) The Negative & Positive Experiences Encountered by the
Respondents
The most negative experience the
respondents have encountered during
the election was “machine
malfunction”.
The most positive experience the
respondents have encountered was
“winners were announced early”.

14. 6.) The Significant Relationship in the Attitude of
their SEC, such as Age, Gender,
Educational Attainment and Religion
The voters attitude towards Automated Election
System in the 2010 election there is no
significant relationship in terms of
age, gender, educational attainment and
religion.
Only the difference in barangay has a
significant result during the pre-election.
