The rule of law in islamic thought and practice
The rule of law entails government accountability, equal access to justice and the political
process, efficient judicial and political systems, clear laws, generally stable laws, and the
protection of fundamental human rights. This paper explores whether Islamic law
conforms to these principles in theory and in practice. Three conclusions are reached.
First, various early Islamic institutions were meant, in some respect, to serve one or more
of these principles. Second, the institutions in question lost effectiveness over time.
Finally, the relevant Islamic institutions are now generally out of date.

Islamic Economic System
Islam is a complete code of life. It is not only concerned with the spiritual upliftment of human beings, it is equally concerned about their material and physical well-being. Islam guides its followers in financial and economic matters, in social and political affairs, and also in moral and personal spheres of human life.
"Whatever is in the heavens and the earth belongs to Allah." (2:284)
Allah is the owner of the whole universe. It is in this capacity that He has allowed us to own the blessings of this world by saying,
"He has created for you whatever that is in the earth."(2:29)
However, Islam also wants to prevent the excessive accumulation of wealth in the hands of a few people so the society may not fall into two classes: one is overstuffing, while the other is starving.
The Qur'an justifies the concept of tax by saying:
"...so that (the wealth) may not become a monopoly of the rich among you." (59:7)

In our modern Western society, state-organised legal systems
normally draw a distinctive line that separates religion
and the law. Conversely, there are a number of Islamic regional
societies where religion and the laws are as closely
interlinked and intertwined today as they were before the
onset of the modern age. At the same time, the proportion
in which religious law (shariah in Arabic) and public law
(qanun) are blended varies from one country to the next.
What is more, the status of Islam and consequently that of
Islamic law differs as well. According to information provided
by the Organisation of the Islamic Conference (OIC), there
are currently 57 Islamic states worldwide, defined as countries
in which Islam is the religion of (1) the state, (2) the
majority of the population, or (3) a large minority. All this
affects the development and the form of Islamic law.

The rule of law in islamic thought and practice
The rule of law entails government accountability, equal access to justice and the political
process, efficient judicial and political systems, clear laws, generally stable laws, and the
protection of fundamental human rights. This paper explores whether Islamic law
conforms to these principles in theory and in practice. Three conclusions are reached.
First, various early Islamic institutions were meant, in some respect, to serve one or more
of these principles. Second, the institutions in question lost effectiveness over time.
Finally, the relevant Islamic institutions are now generally out of date.

Islamic Economic System
Islam is a complete code of life. It is not only concerned with the spiritual upliftment of human beings, it is equally concerned about their material and physical well-being. Islam guides its followers in financial and economic matters, in social and political affairs, and also in moral and personal spheres of human life.
"Whatever is in the heavens and the earth belongs to Allah." (2:284)
Allah is the owner of the whole universe. It is in this capacity that He has allowed us to own the blessings of this world by saying,
"He has created for you whatever that is in the earth."(2:29)
However, Islam also wants to prevent the excessive accumulation of wealth in the hands of a few people so the society may not fall into two classes: one is overstuffing, while the other is starving.
The Qur'an justifies the concept of tax by saying:
"...so that (the wealth) may not become a monopoly of the rich among you." (59:7)

In our modern Western society, state-organised legal systems
normally draw a distinctive line that separates religion
and the law. Conversely, there are a number of Islamic regional
societies where religion and the laws are as closely
interlinked and intertwined today as they were before the
onset of the modern age. At the same time, the proportion
in which religious law (shariah in Arabic) and public law
(qanun) are blended varies from one country to the next.
What is more, the status of Islam and consequently that of
Islamic law differs as well. According to information provided
by the Organisation of the Islamic Conference (OIC), there
are currently 57 Islamic states worldwide, defined as countries
in which Islam is the religion of (1) the state, (2) the
majority of the population, or (3) a large minority. All this
affects the development and the form of Islamic law.

Democratic systems are characterized by governments elected by the people (requiring meaningful choices) and designed to serve the public good. In a democracy, citizens exercise power through voting and other political participation. One of the core values underlying democracy is the promotion and maintenance of fundamental human rights. It is helpful to distinguish between the democratic ideal and how democratic government works. Not all democratic nations are equally effective in protecting and promoting democratic ideals.
Although this is not the focus of this module, students must approach the concepts in this module critically. This is the assumption that all democracies conform to the principles of "democracy," that democratic institutions necessarily promote the public good, that all democratic governments are created equal, etc. means to avoid. In contrast, in an authoritarian system,
Power is in the hands of a few rulers (a dictatorship is an example of a rigid system with control in the hands of one person). The values on which they are based are confined to the shared values of the powerful minority, which may conflict with the general interests of the masses. There are various types of authoritarian systems, some of which are described later in this module.
As the name suggests, a hybrid system involves a combination of democracy (e.g., regular elections) and authoritarianism (e.g., political repression). Wajid khan explains this To varying degrees. Hybrid political systems share features with democracy or dictatorship. It is important to note that corruption affects all kinds of political institutions.
It occurs in young and established democracies, mixed governments, and autocratic systems. Corruption is thus an example, perhaps even a symptom of the erosion of public integrity and ethics and the loss of public trust in government systems.
