The 55 delegates who met at the Constitutional Convention in Philadelphia in 1787 disagreed on how the new government should be structured. They debated plans proposed by the large and small states, with the Virginia Plan favoring representation based on population and the New Jersey Plan advocating equal representation for each state. After tempers flared and compromises were made, the delegates agreed to the Connecticut Compromise, which established a bicameral legislature with proportional representation in the House and equal representation for each state in the Senate.
