This document discusses recommendations for empowering women and supporting landless laborers through the SEMIL-SRI-LMB project in Cambodia and Laos. It notes that women and landless laborers are among the most marginalized groups, with women comprising nearly half the agricultural workforce but facing higher illiteracy and less recognition for their farming roles. The document recommends establishing participatory gender action plans, ensuring women's inclusion in all project stages, and mainstreaming gender sensitivity. It also suggests identifying the specific needs of landless laborers and anticipating the impacts of introducing SRI on rice labor markets. At the policy level, it recommends emphasizing gender issues, identifying gender gaps in land access policies, and strengthening relationships with government gender structures.
