Ms. Amudha discovered data from a census showing that the Indian state of Bihar, often considered the worst-performing state, had higher sanitation coverage (17%) than the more developed state of Tamil Nadu (15%). She created a presentation highlighting this surprising finding to send to Tamil Nadu's chief minister. The chief minister was shocked by the news that Tamil Nadu performed worse than Bihar in sanitation and decided to launch a new state program incentivizing sanitation in response. By using statistics to challenge perceptions and shame leaders, Ms. Amudha was able to spur them into taking action on the neglected issue of sanitation.
