CAPACITY BUILDING
With the public sector being expected to shoulder the bulk of infrastructure financing, the
private sector needs to fill the gaps that cannot be met by the public sector. The private
sector has come to recognise the shared costs and benefits of
infrastructure development, a variety of constraints such as lack of commercial appeal in
terms of an attractive ROI, uncertainties in legal and regulatory environments for private
investors to commit significant amounts of capital over the long life cycle of the project
continue to hinder their full participation.
This workshop aims to augment the public and private sectors’ capabilities to address
these constraints and to help unlock the next frontier of private capital support for
housing development. This workshop will focus on the commercial viability dimension of
infrastructure project development design and proposal. In particular, the workshop will
examine the process of attracting private funds by developing bankable project proposals,
and ensuring appropriate policies, laws, regulations, and institutions, including risk transfer
and / or guarantee instruments are in place to support such investments.

ABOUT THE WORKSHOP FACILITATOR
Uven Bunsee, PPP Specialist, South Africa, Former Head of PPP Unit, National Treasury,
South Africa, Former Director, Corporate Finance (PPP), KPMG, South Africa Uven
has been involved in PPPs and various concession structures eg DBFO,BOOT BOT,
Management Contracts and Service Contracts etc since August 2001 with the inception
of the PPP Unit at National Treasury and was deeply involved in its growth. He was Head
of the legal desk at the National Treasury PPP Unit and then Head of the PPP Unit January
2004 until May 2005. He led and was heavily involved in the drafting of the Standardised
of PPP provisions and Regulation 16 of the PFMA and Regulation 309 of the MFMA.
He was also involved in many PPP projects signed to date, and had input into various
policy frameworks regarding infrastructure financing and maintenance produced by
the National Treasury. He has travelled extensively learning and teaching the South
African experience of PPPs. He also has significant experience in Project Finance from an
academic and practical perspective.
From May 2005 until March 2006 he was seconded to the Western Cape Transport and
Public Works department as Head of Public Transport, managing 133 personnel, running
2 satellite offices and where he was responsible for the Provincial Operating Licencing
Board, authorising the payment of the bus subsidies and public transport street
infrastructure for the Western Cape to 28 municipalities in the province. He also led the
planning of the Bus Rapid Transit project for Klipfontein Road which was later amended
to the Atlantis BRT route. In March 2006 he returned to the National Treasury and under
instruction, from the Minister of Finance, set up the R10bn, 10 year Neighbourhood
Development Partnership Grant (NDPG), almost single handed, and simultaneously ran
the Public Entities Governance Unit which was responsible for the reporting of the PFMA
obligations of 286 public entities.
In August 2006 he joined KPMG as an Associate Partner and then became a partner
from September 2007 until September 2010, where he was the country partner
responsible for PPPs and large project advisory. He completed many projects for various
government clients, locally and internationally from feasibility to RFP and contract
signature stage. He resigned in September 2010 to pursue his own business interests
and is, relevantly, advised the following clients currently; the Western Cape Department
of Economic Development on their infrastructure Cape Catalyst programme; the
Department of Human Settlements Turnaround Strategy and the National Planning
Commission in terms of the Road and Rail; North South Corridor spanning 8 countries;
EoH on their outsourcing contract for 14 hospitals in the Eastern Cape and currently,
Durban municipality on their Broadband PPP project, and since May 2013 to November
2014 advising Lagos State on their PPP programme.

Africa is growing through its cities. And every day, as people flock to urban
centres in search of opportunity and change, the demand for housing grows.
With an annual urbanisation rate of 3.5% over the past two decades, Africa’s
cities are the fastest growing in the developing world.  Currently, about 40% of
the continent’s one billion people live in cities and towns; and it is estimated that
in the next few years, some African cities will be home to as much as 85% of their
country’s population. Difficult to contemplate in the abstract, these numbers have
a very local feel. Africa’s cities are crowded and vibrant spaces. The residential
opportunity is obvious.
Investors, financiers and developers understand that the market is ripe for
innovation that will respond to the needs and capacities of the majority.
Governments are also ready for this change, and are clearly open to proposals that
will address what seem like intractable problems when tackled alone. As innovation
in other markets has demonstrated, it is the disruptive business model that will alter
the terrain and create new opportunities for growth. In the housing sector, this is
about engaging with the reality of affordability and delivering to the market.
More concerted efforts are needed to establish affordable housing and slum
upgrading at the scales needed. 3rd Annual Affordable Housing Africa comes at an
opportune moment providing a platform for all key stakeholders to engage at a
global level, mobilise partners to redefine the role of housing in today’s  new urban

19th July 2016 to Langa CRU
The Langa CRU (Community Residential Units) is a project that was built on the Old
Depot Site in Langa and forms part of the first phase of a project which will ultimately
see the construction of more than 1 300 CRU units in the next five years within Langa.
The first phase comprised the relocation of 463 households who resided in the
New Flats and Special Quarters hostels and in the Siyahlala informal settlement
in Langa. The vacated blocks and informal structures on the three sites were
demolished immediately after they were vacated and the land was cleared to make
way for the construction of Phase 2 of the project. The purpose of this approach is
ensure that further land is unlocked for future phases of the development. The last
remaining blocks will then be demolished, making way for the implementation of
the remainder of Phase 2.
Each unit within the CRU is 40m2 in floor area, has 2 bedrooms, 1 common room
(Kitchenette) and 1 bathroom. There are electrical points and light fittings in
each room and the bathroom and common room has a washing machine point
and stove point respectively. The unit is also provided with a solar geyser and an
electrical “Ready Board” for which the tenant can purchase electricity his/her unit.
The allocation process has been driven by the practical consideration that without
the required land, the project cannot go ahead. The allocations have also been
done in accordance with the applicable policy criteria and in consultation with the
legitimate Project Steering Committee.
Construction of Phase 1 has been completed and all units were fully occupied in
December 2015. It is anticipated that construction of Phase 2 will begin by mid-2017.

P A G E 4large scale events INTERACTIVE WORKSHOP - DAY THREE wednesday 20th July 2016 CAPACITY BUILDING With the public sector being expected to shoulder the bulk of infrastructure financing, the private sector needs to fill the gaps that cannot be met by the public sector. The private sector has come to recognise the shared costs and benefits of infrastructure development, a variety of constraints such as lack of commercial appeal in terms of an attractive ROI, uncertainties in legal and regulatory environments for private investors to commit significant amounts of capital over the long life cycle of the project continue to hinder their full participation. This workshop aims to augment the public and private sectors’ capabilities to address these constraints and to help unlock the next frontier of private capital support for housing development. This workshop will focus on the commercial viability dimension of infrastructure project development design and proposal. In particular, the workshop will examine the process of attracting private funds by developing bankable project proposals, and ensuring appropriate policies, laws, regulations, and institutions, including risk transfer and / or guarantee instruments are in place to support such investments. He was Head of the legal desk at the National Treasury PPP Unit and then Head of the PPP Unit January 2004 until May 2005. He led and was heavily involved in the drafting of the Standardised of PPP provisions and Regulation 16 of the PFMA and Regulation 309 of the MFMA. He was also involved in many PPP projects signed to date, and had input into various policy frameworks regarding infrastructure financing and maintenance produced by the National Treasury. He has travelled extensively learning and teaching the South African experience of PPPs. He also has significant experience in Project Finance from an academic and practical perspective. From May 2005 until March 2006 he was seconded to the Western Cape Transport and Public Works department as Head of Public Transport, managing 133 personnel, running 2 satellite offices and where he was responsible for the Provincial Operating Licencing Board, authorising the payment of the bus subsidies and public transport street infrastructure for the Western Cape to 28 municipalities in the province. He also led the planning of the Bus Rapid Transit project for Klipfontein Road which was later amended to the Atlantis BRT route. In March 2006 he returned to the National Treasury and under instruction, from the Minister of Finance, set up the R10bn, 10 year Neighbourhood Development Partnership Grant (NDPG), almost single handed, and simultaneously ran the Public Entities Governance Unit which was responsible for the reporting of the PFMA obligations of 286 public entities. In August 2006 he joined KPMG as an Associate Partner and then became a partner from September 2007 until September 2010, where he was the country partner responsible for PPPs and large project advisory. He completed many projects for various government clients, locally and internationally from feasibility to RFP and contract signature stage. The first phase comprised the relocation of 463 households who resided in the New Flats and Special Quarters hostels and in the Siyahlala informal settlement in Langa. The vacated blocks and informal structures on the three sites were demolished immediately after they were vacated and the land was cleared to make way for the construction of Phase 2 of the project. The purpose of this approach is ensure that further land is unlocked for future phases of the development. The last remaining blocks will then be demolished, making way for the implementation of the remainder of Phase 2. Each unit within the CRU is 40m2 in floor area, has 2 bedrooms, 1 common room (Kitchenette) and 1 bathroom. There are electrical points and light fittings in each room and the bathroom and common room has a washing machine point and stove point respectively. The unit is also provided with a solar geyser and an electrical “Ready Board” for which the tenant can purchase electricity his/her unit. The allocation process has been driven by the practical consideration that without the required land, the project cannot go ahead. The allocations have also been done in accordance with the applicable policy criteria and in consultation with the legitimate Project Steering Committee. Construction of Phase 1 has been completed and all units were fully occupied in December 2015. It is anticipated that construction of Phase 2 will begin by mid-2017.
