Role of priva sector in making value addition to housing JIT KUMAR GUPTA
Despite distinct advantages private sector offers in creating large stock of housing, involvement of private sector has to be done with care and caution. Since the operation of the private sector is largely driven by the motive of making large profit, with little concern of promoting public welfare, accordingly, appropriate checks and balances need to be put in place so that beneficiaries seeking houses are not fleeced, manipulated and exploited by the private sector. This would call for putting in place an appropriate policy/operational framework besides creating an independent regulatory mechanism so as to ensure that private sector behaves and operates in a professional manner and delivers all the promises made while launching any housing related scheme. Looking at the performance of private sector, with few builders cheating thousands of applicants without providing the promise apartments in Noida and other cities, even after receiving full payments for the promised houses, calls for appropriate mechanism to regulate their operations so that such incidents do not get repeated. Government must put in place an effective, efficient and dedicated framework for registering of only reputed builders /colonisers , who have appropriate knowledge, expertise, skill, resource, reputation and manpower to undertake the construction and deliver the promised houses. All fly-by-night developers must not be permitted to be involved in creating housing/ real estate sector. In addition, no private builder should be allowed to launch any scheme and receive money from the public for any house, unless the project is approved by the competent authority. Details of all the applicants registered with the developers for buying houses/flats must be displayed. All the approvals/ names of the applicants should be put on the specially created website/ through any other system, so as to bring into the knowledge domain of the people/community at large. Further, the progress of the project should be appropriately monitored periodically. Role of RERA ( Real estate Regulatory Authority), needs to be made more effective and efficient. Government should also undertake and launch dedicated programs, focusing on empowering and building capacity of the private developers on sustained basis by handholding., to make the sector more effective, efficient and productive

Ther is adequate literature to show that "for an economy competing at the global frontier, an innovation-based growth strategy requires a well-developed technological infrastructure, a set of capabilities-focused technology policies, as well as an institutional environment that stimulates innovation and entrepreneurship." (Koh, Winston T.H. and Wong, Poh Kam) We must across Africa, and in particular its pivots of Nigeria, Egypt and South Africa (Morroco, Kenya and Cote d'voire also) anchor innovation-led growth on human capital primarily.

One of the primary indicators of any country’s level of development is the volume of
decent housing stock provided for her citizenry. This could be done by government agencies and the
private investors as noticed in many developing countries. Interest of governments of developing
countries in this respect is high to attract support from both the public and other development
partners. Events of the past show that, housing delivery is pioneered by host governments and their
agencies alone in most. The situation is not different in Nigeria, with over 80million in search of
decent accommodation. The direct interventionist policy of the Nigerian government have been
restricted to the initiation of policy guidelines, leaving the on-site assembly of project resources and
its attendant challenges to the direct initiative of developers. Available data shows that a total of
NGN4.5billion was spent between the first and fourth development plans with forest of uncompleted
projects. The existence of numerous slums in our cities and overcrowding in many homes tells the
story that decent accommodation is expensive to provide and beyond the reach of the low-income
group. The singular focus of government in initiating policy guidelines and the inability of those who
manages the production process of housing units to establish the optimum resource requirement and
utilization in the construction process have added more injury to the high cost of housing production.

Inadequate Urban Housing continues to plague Nigeria. Various efforts in the past has been concentrated around government control or entirely private sector provision, the prevailing result has been inadequate delivery where government directly contracts out housing schemes, and expensive housing where intervention by private enterprise.
Our proposal to the government in the article submitted, is to create conducive climate for private investment in housing provision. If government makes it cheaper for private business to develop housing, their deliveries will be cheap and withing reach of the lower income earners.

We live in a world where realities push us to
continuously innovate and develop new
strategies and concepts towards improving
our proficiencies. In the housing sector, we
cannot ignore, however, the current realities
staring us in the face –housing deficit and its
attendantimpacts.
In 2005, the United Nations estimated
Nigeria's population at about 141 million, and
predicted that it would reach 289 million by
2050 (Encarta, 2007). Ten years down the
line, Nigeria has witnessed tremendous
urbanization and population growth thereby
creating demand pressure towards shelter
and efficient supply of infrastructures. In
most Nigeria urban centers housing
problems is not only restricted to quantity
but to the quality of the available housing
units. Consequently, there exists extreme
supply-demandimbalanceofhousing.
Whereas, the housing sector has been
identified as a strong alternative to
stimulating economic growth and capable of
solving the challenges of unemployment in
Nigeria. But sadly, these enormous potential
shave not been fully harnessed as evident in
the current housing deficit in the country.
Given rapid urbanization and the rate of
population growth, availability of land in
relation to the increasing population, cost of
conventional block and brick method means
there is urgent need for a paradigm shift in
the approach to solving the inadequacy of
housing provision in Nigeria with new
technologies.
Introduction to Alternative Building
Technology
Alternative Building Technology has been
adopted and efficiently utilized to solve the
inadequacy of housing supply in most part of
the world and Africa, however, its poor
implementation in the Nigerian building
sphere has been blamed on lack of a good
business case. Discussions with expert in the
industry revealed that there is a significant
amount of misinformation or lack of
information regarding its efficiency and
durability. Apart from poor access to funding
real estate development, cost of
construction is another kettle of fish in the
effective delivery of affordable housing. This
is why Alternative Building Technology, if
well appreciated and strategically deployed
can of course serve as a petri dish for radical
growth and development in the Nigeria real
estate.
