This document discusses a partnership program called Winter Wellness that aims to reduce fuel poverty and improve public health in Cornwall and the Isles of Scilly. It provides emergency assistance with heating costs but also focuses on long term solutions like home insulation and job training. Referrals to the program increased from 380 in 2011-12 to 894 in 2012-13 due to increased awareness, a full time worker, and an incentive payment for referrals. The program helped 1500 households stay warm and healthy while also helping 126 long term unemployed people find work through job training support. By linking heating assistance to health services and employment programs, the partners aim to sustainably improve well being in the community.

Introductions Winter Wellness was a joint submission led by Cornwall Council and the Isles of Scilly. Last year we were awarded £142,000 and this year, we’ve been successful again. We are awaiting final confirmation of the figures. Winter Wellness provided a comprehensive package of advice and guidance for vulnerable people. At risk of preventable excess winter deaths and morbidity due to cold, damp and mouldy living conditions, caused by fuel poverty.
Over the past few years, locally we all work together Community Energy Plus, Citizens Advice Bureaux, Cornwall Works (Cornwall’s Ready to Work Strategy), housing partners and many others. These are the partners that steered the overall project or provided a direct service. It was the integrated working of all these organisations and their knowledge to get to real people that are “hardly reached”, that contributed to last year’s successful outcome and this year’s bid
Every year, Winter is a public health emergency ! In Cornwall and Isles of Scilly - 350 people die during Winter, more than we would expect when compared to summer and spring The causes are a cold home and/or too frightened to turn on their heating because of the cost. Every year, some 5,000 people die- smoking and smoking related illnesses – most common reason. Winter Deaths is the 5 th most common reason. Last Year, for the first time the NHS produced a Cold Weather Plan to ensure we are prepared for Winter in health, care and other sectors. Re-issued last week (5 th November 2012) by the Department of Health

Last year, we proved that by working together - health, work and fuel poverty We can get people either back in work, or starting that journey. Just by (what we may consider) one small intervention People/families – instead of worrying, could focus on what they could do – school, caring, work, volunteering, enjoying retirement We pushed forward over the summer with Cornwall Together – community energy buying group – and just under 10,000 joined the first auction We are, as far as we can tell, the only partnership that joined together, heating, eating and employment, as longer term routes to better health and away from fuel poverty
Cornwall Council fully supported Winter Wellness last year and the impact it had on people’s lives I’m looking forward to more successful outcomes for many more of our communities, to improve their health and well being this Winter and beyond
