Fuel poverty, inequalities and cold related harm 4 Improving the energy efficiency of the existing stock is the only long-term sustainable way of ensuring a number of multiple gains: environmental gains, health gains, the mitigation of climate change and social gains through a reduction in health and environmental inequalities. It is also a good lever to stimulate the economy and the labour market in relation to the green economy, as well as providing opportunities for the up-skilling of the workforce in building construction and related sectors.
