GUIDELINES FOR ACCREDITATION OF TRADITIONAL INDIAN MEDICINE
(T.I.M.) - AYURVEDA/PANCHAKARMA CENTRES in Germany

Due to the increasing interest in Ayurveda there has been a phenomenal increase in
the demand for specialized therapies of Ayurveda, particularly Panchakarma, not
only for treatment of diseases but also for preventive & promotive health care. As a
result many health centres and tourist resorts providing Panchakarma therapy have
come up in the country with or without adequate facilities.

It has been observed that many health centres being run in the name of
Ayurveda/Panchakarma        are    actually    not    providing   for    authentic
Ayurveda/Panchakarma but in a form that has deviated from original concepts and
practices. Many of these centres are manned by unqualified persons without basic
knowledge of Ayurveda, thereby subverting the real purpose of these therapies.
Many aspects of administration of Ayurvedic compounds & therapies like
constitutional considerations, selection of oils etc. are often neglected. Body
relaxation procedures such as massaging, fomentation, steam bath etc. based mainly
on western approach are practiced in deviation from the classical form. Even the
therapeutic and preventive procedures are wrongly done without observing basic
requisites for such procedures.

A need as has been felt to prevent such deviations or misuse of therapies provided
from these Ayurveda/Panchakarma Centres. It is important to ensure that
Panchakarma therapy is administered as per standard operating procedures and
there should be some minimum pre-requisites of infrastructure that must be complied
with by every Panchakarma therapy center. To reach a consistent quality the
Governing Board of T.I.M. - Ayurveda Association will authorise a control
commission. The commission is responsible for inspection and certification of the
centres. Only the control commission can decide about accreditation. The members
of the governing board have advising and monitoring function and have to secure
quality management. The following guidelines are a step to prescribe minimum
requirements of Ayurveda/Panchakarma centers to be established or being
established in private sector.

The minimum infrastructure in terms of man-power, space, equipment, indoor
facilities and other basic amenities, which should be available with
Ayurveda/Panchakarma centres seeking accreditation from the T.I.M. - Ayurveda
Association, should fulfil the following requirements.


Manpower

1.   The treatments/therapies should be done only under the supervision of a
     qualified physician with a recognized degree in Ayurveda (B.A.M.S.). As per the
     Regulatory requirement of the country, Ayurvedic doctors can work in
     collaboration with Allopathy doctors also or an allopathic physician including
     T.I.M. postgraduate degree (minimum 1000 h)/ Facharzt für Ayurveda as per the

guidelines issued by the Department of AYUSH, Govt. of India, vide Dy. No. D
     707 dated 1st May 2009.

2.   There should be Panchakarma technicians (male and female), having sufficient
     training and skill. These training units must not be less than a 1 year full time
     course at a recognized College in India or a T.I.M. accredited training centre in
     Europe.

3.   There should be a proper dress code/uniform for all the medical and
     paramedical staff conducive to local climatic conditions.

4.   All the workers of the Ayurveda/Panchakarma centre should maintain necessary
     hygiene personally and with respect to the working premises before, during and
     after the therapy.


Minimum Space

5.   The Centre should have

     I.   One Consultation Room at least of 12m² area.
     II.  Two therapy rooms each of 20m² area, additionally attached toilet &
          bathroom with facilities of shower and supply of both hot & cold water.
     III. Dispensing Room/Pharmacy of 15m² area.
     IV. Waiting space of 12m² area.
     V. Rest Room 12 m²
     VI. Staff Room 12 m²
     VII. Office 10 m²

6.   Rooms should be adequately ventilated, lighted and furnished.

7.   The entire premises of the centre should be clean and hygienically maintained.
     Hygiene will be inspected by the local health authority. There has to be a
     hygiene schedule an authorised person taking care of the schedule.


Equipment & Ayurvedic compounds

8.   Apart from general equipment & tools required in an Ayurvedic set up, the
     therapy section of the center should have

     I. Two massage tables (preferably wooden), each of 210 cm x 90 cm size.

     II. Two Panchakarma Dronis (preferably wooden, with pores closing coat),
         each of 275 cm x 75 cm size.

     III. Two Shirodhara vessels/utensils, preferably of clay.

     IV. Warming apparatus (due to security bottle warmly recommended). No open
         flame is admitted.

V. Facilities for sterilization of linen equipment. For instruments steam steriliser.
        Cleaning of linen equipment should follow regulations for hygiene.

10. The consultation room should be equipped with BP apparatus, stethoscope,
    torch, examination couch/table, weighing machine, height & weight chart,
    screen, washbasin etc.

11. Essential ayurvedic compounds as per annexure should be available with the
    centre in sufficient quantity.

12. Different medicated oils, Arishtas & Asavas, Kwatha Churnas, Ghritas,
    Avalehas, Ras-Rasayanas etc. as per needs should be available and properly
    stored in the dispensing room.


Additional requirements

13. Steam bath and Sauna bath facilities should essentially be available.

14. All treatment records should be maintained within the T.I.M. Ayurveda
    documentation standard.

15. Security & safety of patients and visitors should be ensured with suitable
    measures.

16. Ayurvedic compounds used in the centre should be of quality, produced by
    reputed and T.I.M. accredited firms. In a T.I.M.-Ayurveda-Institute at least the
    products quoted in the list “essential ayurvedic compounds” have to be
    available. The distributor has to be controlled and to be classified as a high-
    quality distributor. Only ayurvedic compounds with a T.I.M.-Ayurveda seal are
    admitted for T.I.M. accredited centres. Every charge has to be microbiologically
    controlled, especially for heavy metals.

17. All Panchakarma procedures should be done with informed consent of the
    clients. Clients should be kept fully informed of the precautions to be followed
    before, during and after the therapies.

18. Short lectures should be arranged for information of clients about Ayurveda,
    Panchakarma and wellness-therapies.


Classification of Ayurveda/Panchakarma centres

The centers will be classified into Gold Leaf and Silver Leaf categories on the basis
of standards of infrastructure & facilities. The accreditation certificate will be issued
accordingly as under

I. Criteria for acquiring Silver Leaf certificate:

Obtaining Silver Leaf Certificate of accreditation will require centers to have the
facilities prescribed in the guidelines



II. Criteria for acquiring Gold Leaf certificate:

For obtaining Gold Leaf Certificate of accreditation, following additional facilities are
essential to be available with the centres

     a) Higher quality standards of construction & architectural design of the building
        in accordance with Vastushastra,

     b) Reception cum waiting room with sofa sets

     c) Air-conditioned consultation room,

     d) Facilities to undertake all Panchakarma procedures viz Snehan, Swedana,
        Vaman, Virechana, Vasti and Nasya,

     e) Separate hall for Yoga & Meditation,

     f) Superior quality material for flooring, curtains, electrical & toilet fittings etc.,

     g) Sophisticated equipment for steam bath etc.,

     h) Adequate parking area in the premises,

     i) Garden with recreation facilities,

     j) Cafeteria/canteen serving food and snacks based on Ayurvedic recipes,

     k) Accommodation facilities with 10 beds minimum.


Accreditation Procedure

The governing board of TIM-Ayurveda Association, consisting of

1 representative of the German Federal Ministry of Health,
1 representative of the Ministry of Health of North Rhine-Westphalia,
1 representative of the Ministry of Economics of North Rhine-Westphalia,
1 representative of the Ministry of Science of North Rhine-Westphalia,
1 representative of the Ministry of Education,
1 representative of AYUSH Department,
1 representative of the State Government of Kerala,
2 representative of Kerala Ayurveda,
1 Consulate General or one person nominated from Indian Embassy,
2 representatives of TIM-Ayurveda Association,

2 Medical associations,

will authorise the control commission. The commission is responsible for inspection
and certification of the centres. Only control commission can decide about
accreditation.

For more details visit: http://www.ashwagandha.tk GUIDELINES FOR ACCREDITATION OF TRADITIONAL INDIAN MEDICINE (T.I.M.) - AYURVEDA/PANCHAKARMA CENTRES in Germany Due to the increasing interest in Ayurveda there has been a phenomenal increase in the demand for specialized therapies of Ayurveda, particularly Panchakarma, not only for treatment of diseases but also for preventive & promotive health care. As a result many health centres and tourist resorts providing Panchakarma therapy have come up in the country with or without adequate facilities. It has been observed that many health centres being run in the name of Ayurveda/Panchakarma are actually not providing for authentic Ayurveda/Panchakarma but in a form that has deviated from original concepts and practices. Many of these centres are manned by unqualified persons without basic knowledge of Ayurveda, thereby subverting the real purpose of these therapies. Many aspects of administration of Ayurvedic compounds & therapies like constitutional considerations, selection of oils etc. are often neglected. Body relaxation procedures such as massaging, fomentation, steam bath etc. based mainly on western approach are practiced in deviation from the classical form. Even the therapeutic and preventive procedures are wrongly done without observing basic requisites for such procedures. A need as has been felt to prevent such deviations or misuse of therapies provided from these Ayurveda/Panchakarma Centres. It is important to ensure that Panchakarma therapy is administered as per standard operating procedures and there should be some minimum pre-requisites of infrastructure that must be complied with by every Panchakarma therapy center. To reach a consistent quality the Governing Board of T.I.M. - Ayurveda Association will authorise a control commission. The commission is responsible for inspection and certification of the centres. Only the control commission can decide about accreditation. The members of the governing board have advising and monitoring function and have to secure quality management. The following guidelines are a step to prescribe minimum requirements of Ayurveda/Panchakarma centers to be established or being established in private sector. The minimum infrastructure in terms of man-power, space, equipment, indoor facilities and other basic amenities, which should be available with Ayurveda/Panchakarma centres seeking accreditation from the T.I.M. - Ayurveda Association, should fulfil the following requirements. Manpower 1. The treatments/therapies should be done only under the supervision of a qualified physician with a recognized degree in Ayurveda (B.A.M.S.). As per the Regulatory requirement of the country, Ayurvedic doctors can work in collaboration with Allopathy doctors also or an allopathic physician including T.I.M. postgraduate degree (minimum 1000 h)/ Facharzt für Ayurveda as per the 1
  • 2. guidelines issued by the Department of AYUSH, Govt. of India, vide Dy. No. D 707 dated 1st May 2009. 2. There should be Panchakarma technicians (male and female), having sufficient training and skill. These training units must not be less than a 1 year full time course at a recognized College in India or a T.I.M. accredited training centre in Europe. 3. There should be a proper dress code/uniform for all the medical and paramedical staff conducive to local climatic conditions. 4. All the workers of the Ayurveda/Panchakarma centre should maintain necessary hygiene personally and with respect to the working premises before, during and after the therapy. Minimum Space 5. The Centre should have I. One Consultation Room at least of 12m² area. II. Two therapy rooms each of 20m² area, additionally attached toilet & bathroom with facilities of shower and supply of both hot & cold water. III. Dispensing Room/Pharmacy of 15m² area. IV. Waiting space of 12m² area. V. Rest Room 12 m² VI. Staff Room 12 m² VII. Office 10 m² 6. Rooms should be adequately ventilated, lighted and furnished. 7. The entire premises of the centre should be clean and hygienically maintained. Hygiene will be inspected by the local health authority. There has to be a hygiene schedule an authorised person taking care of the schedule. Equipment & Ayurvedic compounds 8. Apart from general equipment & tools required in an Ayurvedic set up, the therapy section of the center should have I. Two massage tables (preferably wooden), each of 210 cm x 90 cm size. II. Two Panchakarma Dronis (preferably wooden, with pores closing coat), each of 275 cm x 75 cm size. III. Two Shirodhara vessels/utensils, preferably of clay. IV. Warming apparatus (due to security bottle warmly recommended). No open flame is admitted. 2
  • 3. V. Facilities for sterilization of linen equipment. For instruments steam steriliser. Cleaning of linen equipment should follow regulations for hygiene. 10. The consultation room should be equipped with BP apparatus, stethoscope, torch, examination couch/table, weighing machine, height & weight chart, screen, washbasin etc. 11. Essential ayurvedic compounds as per annexure should be available with the centre in sufficient quantity. 12. Different medicated oils, Arishtas & Asavas, Kwatha Churnas, Ghritas, Avalehas, Ras-Rasayanas etc. as per needs should be available and properly stored in the dispensing room. Additional requirements 13. Steam bath and Sauna bath facilities should essentially be available. 14. All treatment records should be maintained within the T.I.M. Ayurveda documentation standard. 15. Security & safety of patients and visitors should be ensured with suitable measures. 16. Ayurvedic compounds used in the centre should be of quality, produced by reputed and T.I.M. accredited firms. In a T.I.M.-Ayurveda-Institute at least the products quoted in the list “essential ayurvedic compounds” have to be available. The distributor has to be controlled and to be classified as a high- quality distributor. Only ayurvedic compounds with a T.I.M.-Ayurveda seal are admitted for T.I.M. accredited centres. Every charge has to be microbiologically controlled, especially for heavy metals. 17. All Panchakarma procedures should be done with informed consent of the clients. Clients should be kept fully informed of the precautions to be followed before, during and after the therapies. 18. Short lectures should be arranged for information of clients about Ayurveda, Panchakarma and wellness-therapies. Classification of Ayurveda/Panchakarma centres The centers will be classified into Gold Leaf and Silver Leaf categories on the basis of standards of infrastructure & facilities. The accreditation certificate will be issued accordingly as under 3
  • 4. I. Criteria for acquiring Silver Leaf certificate: Obtaining Silver Leaf Certificate of accreditation will require centers to have the facilities prescribed in the guidelines II. Criteria for acquiring Gold Leaf certificate: For obtaining Gold Leaf Certificate of accreditation, following additional facilities are essential to be available with the centres a) Higher quality standards of construction & architectural design of the building in accordance with Vastushastra, b) Reception cum waiting room with sofa sets c) Air-conditioned consultation room, d) Facilities to undertake all Panchakarma procedures viz Snehan, Swedana, Vaman, Virechana, Vasti and Nasya, e) Separate hall for Yoga & Meditation, f) Superior quality material for flooring, curtains, electrical & toilet fittings etc., g) Sophisticated equipment for steam bath etc., h) Adequate parking area in the premises, i) Garden with recreation facilities, j) Cafeteria/canteen serving food and snacks based on Ayurvedic recipes, k) Accommodation facilities with 10 beds minimum. Accreditation Procedure The governing board of TIM-Ayurveda Association, consisting of 1 representative of the German Federal Ministry of Health, 1 representative of the Ministry of Health of North Rhine-Westphalia, 1 representative of the Ministry of Economics of North Rhine-Westphalia, 1 representative of the Ministry of Science of North Rhine-Westphalia, 1 representative of the Ministry of Education, 1 representative of AYUSH Department, 1 representative of the State Government of Kerala, 2 representative of Kerala Ayurveda, 1 Consulate General or one person nominated from Indian Embassy, 2 representatives of TIM-Ayurveda Association, 4
