Proposal
24/7 availability:
1.) To safeguard the physical safety and emotional well-
being of youth whose lives are entrusted to the foster care
system, including group homes and residential.
2.) To ensure that foster youth are cared for and receiving
the services they need
3.) To provide a venue so that the voices of foster care youth
and teens are heard, without fear of retribution.
4.) To care about siblings/other youth in same placement
who might also be being abused.
Independent investigation of concerns related to
placement, care and services.

Parents and Caseworkers
Here in Ohio:
- Foster parents who serve teens are NOT
required to take specific classes related to: (a.)
teen development, (b.) resources available to
teens who age out of foster care, to help them in
their journey into young adulthood
- Neither are caseworkers.

Youth voices regarding what this might look like, and what

need for transitional housing for foster youth.
4. Sibling Bill: Youth voices regarding sibling connections.

10. Ohio’s future
implementation of the
Family First Prevention Act
When will Ohio do the following?
1.) Extend Chafee supports until age 23?
2.) Extend ETV funding until age 26?
3.) Require group homes to be Qualified Residential
Treatment programs in order to be eligible for Title
IV-E funds? (trauma-informed and monitored)
