OHE Consulting was commissioned by Eli Lilly and Company’s Global Public Policy department to identify and analyse inefficiencies and bottlenecks that undermine health care system sustainability and potential policy solutions to address them. We focused on Australia, Canada, France, Germany, Italy, Spain and UK.
We found that the focus of health care policy thinking is on: removing perverse incentives; filling gaps in information to payers, health care professionals and patients; more/better chronic disease management and better coordination of care, especially between primary and secondary care; and better compliance with good practice guidelines.
Our results confirm and reinforce some of the key inefficiencies that have been discussed in the literature. Some differences across countries emerge but there is considerable consensus, with a major focus on better integrated care, especially for chronic diseases. The findings imply a clear, high level health care policy agenda for tackling health system inefficiency.
Our main findings were presented as a poster at the 9th HTAi Annual Meeting, Bilbao, 25-27 June 2012. We have reproduced that poster here as a slide presentation.
Critical Engagement with Digital Health Technologies for NHS STPs

What happens when forty researchers, patients, entrepreneurs and health and social care staff come together to discuss digital technologies and their impact on NHS sustainability and transformation?
That was the experiment at the University of Southampton' s Web Sciences Institute on 16 January, at a workshop sponsored by the Institute, the CLAHRC and Wessex AHSN.
And the result?
A highly energetic and constructive exchange of views from the diverse stakeholders in the room.
The take away messages:
1. The NHS has to embrace digital technologies to survive but precisely how it embraces these is critical;
2. successful adoption of digital technologies needs to take account of:
• the political imperative of developing a compact between public services, service providers and citizens about how their data may be used;
• the social processes involved in patient and workforce adaption to technologies and the substantial research base that already exists in this field *the technical challenges involved in ensuring that a proliferation of health data and digital devices develops in a way that supports integrated, patient-centred care rather than promoting fragmented data and digital silos;
• developing the capacity to adapt to and exploit fundamentally disruptive innovation from within the NHS and from SMEs many of which have their origins in academic research or front-line clinical practice

How might we maintain and develop the coalition of interests that met in the workshop to underpin a research-driven, innovation-friendly digital technologies implementation plan for the NHS in Hampshire and the Isle of Wight. Watch this space.

Hospitalizations and other negative health events are detrimental to seniors’ health and costly to the healthcare system. Proactive health monitoring may help seniors avoid negative health events and remain safely in their homes for longer. Many seniors do not have the skills, knowledge, or technology to regularly monitor their health at their own at home. Without regular, proactive health monitoring, we cannot identify seniors at risk of negative health outcomes (like hospitalizations) before such events occur. Having trained home support workers (caregivers) use their skills and technology to monitor seniors’ health makes proactive health monitoring more accessible to seniors receiving home care. In this project, trained caregivers use technology to proactively monitor seniors’ health for risk factors that could predict hospitalizations or other negative health outcomes. Seniors’ complete regular health assessments with their caregivers. Caregivers enter the results into a mobile app for analysis. The assessments involve physical health (like weight and blood pressure) and cognitive/mental health (like word recall and quality of life). All equipment is provided in a kit that is stored in the senior’s home. We anticipate that seniors will appreciate regularly checking on their health. Caregivers will benefit from learning new skills and having a new way to positively impact the seniors they care for. We anticipate showing that it is practical to have trained caregivers use technology (secure mobile app) to monitor the health of seniors receiving home care. We also aim to investigate if trends in seniors’ health can predict negative health events, like hospitalizations.
Home health utilization trends
This document discusses how home health care can help reduce hospital readmissions. It notes that 10-25% of inpatient discharges result in readmission, with over half of Medicare readmissions related to circulatory diseases. Home health agencies can help through nursing assessments, health teaching, and clinical interventions after hospitalization. Hospitalizations and other negative health events are detrimental to seniors’ health and costly to the healthcare system. Proactive health monitoring may help seniors avoid negative health events and remain safely in their homes for longer. Many seniors do not have the skills, knowledge, or technology to regularly monitor their health at their own at home. Without regular, proactive health monitoring, we cannot identify seniors at risk of negative health outcomes (like hospitalizations) before such events occur. Having trained home support workers (caregivers) use their skills and technology to monitor seniors’ health makes proactive health monitoring more accessible to seniors receiving home care. In this project, trained caregivers use technology to proactively monitor seniors’ health for risk factors that could predict hospitalizations or other negative health outcomes. Seniors’ complete regular health assessments with their caregivers. Caregivers enter the results into a mobile app for analysis. The assessments involve physical health (like weight and blood pressure) and cognitive/mental health (like word recall and quality of life). All equipment is provided in a kit that is stored in the senior’s home. We anticipate that seniors will appreciate regularly checking on their health. Caregivers will benefit from learning new skills and having a new way to positively impact the seniors they care for. We anticipate showing that it is practical to have trained caregivers use technology (secure mobile app) to monitor the health of seniors receiving home care. We also aim to investigate if trends in seniors’ health can predict negative health events, like hospitalizations.
Home health utilization trends
