B. Legal Framework
The KPCS was implemented by Regulation of 24 February 2004 No. 470 (“the Regulation”)
by introducing a system for certification and control of the import and export of rough
diamonds.
The Regulation was laid down by the Ministry of Foreign Affairs on 24 February 2004
pursuant to sections 1 and 3 of Act of 6 June 1997 No. 32 relating to the regulation of imports
and exports, cf. Royal Decree of 17 July 1998 No. 618.
There have not been any legislative amendments in 2016.
C. Import and Export Regime
The import and export regime for rough diamonds is set out in Regulations of 24 February
2004 No. 470. The procedures for outgoing and incoming shipments were thoroughly
described in our Annual Report for 2005. Please cf. this report for an in-depth description of
our system.
There have not been any changes in the export and import regime in 2016.
D. Statistics
For the year 2016, Norway had no rough diamond trade or production and no Kimberley
Certificates were issued or received.
