Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

2. Introductory Remarks
This report has been prepared in accordance with section VI, paragraph 11 of the KPCS document
and the Guidelines for the preparation of annual reports contained in Annex I of the Administrative
Decision (AD) on the Implementation of Peer Review in the KPCS. It also takes into account the
requirements for the preparation of annual reports for submission in 2005 and subsequent years,
which were elaborated by the KP Working Group on Monitoring (WGM) as well as the
recommendation contained in the Brussels Declaration on Internal controls of Participants with rough
diamond trading and manufacturing.
A.Institutional Framework
The institutional framework for the implementation of the KPCS in Switzerland has not changed in the
year under review. For detailed information, please refer to the annual report submitted on 31

March
2004.

B.Legal Framework
The legal framework for the implementation of the KPCS in Switzerland has not changed in the year
under review. For detailed information, please refer to the annual report submitted on 31

The annex of the Ordinance on the International Trade in Rough Diamonds (Diamond Ordinance) lists
the participants meeting the minimum requirements of the KPCS. It has been updated in accordance
with the decision of the KPCS regarding the admission of Cambodia, Cameroun, Kazakhstan and
Panama.
C.Import and Export Regime
The import and export regime has not changed in the year under review. For detailed information,
please refer to the annual report submitted on 31
st
March 2004.
D.System of internal controls and Industry Self-Regulation
The information provided in previous reports remains valid in substance.

3. E.Statistics
The Swiss statistical data has been submitted in accordance with annex III of the KPCS document via
the statistics website (quarterly data on imports and exports, as well as certificate count per
participant). On an ongoing basis Switzerland is furthermore reconciling its data bilaterally with its
trading partners.
Following the AD on the use of Kimberley Process Certificates based data, adopted at the Jerusalem
Plenary in November 2010, Switzerland has started in 2011 to report its data based on the date of
certificate issuance.
F.Miscellaneous
Special vigilance measures
New special vigilance measures have been put in place given the circumstances in the Central African
Republic. In addition, Switzerland continues to exert special vigilance with regards to diamonds
possibly originating from Côte d'Ivoire. Suspicious shipments are specially scrutinized. They are
detained and digital photographs sent for appraisal to the Chair of the Working Group of Diamond
Experts (WGDE).
Participation in Working Groups and other Committees
As in previous years, Switzerland actively participated in the work of the WGS, the Committee on
Rules and Procedures and the Selection Committee. In addition, Switzerland has been invited as a
Guest to contribute to the work of the Ad-hoc Committee on KPCS Review and joined the Committee's
April 2012 Meeting in Brussels.
Review Visit to Switzerland
Switzerland welcomed its second Review Visit on 7-8 November 2012. The Review Visit Team was
led by the Russian Federation and further comprised representatives from China and the EU. The two
day visit included a one day session in Berne for presentation of the legal and administrative
framework of the Swiss KPCS implementation, demonstration of Switzerland's rough diamond
database and digital tools to support oversight of the rough diamond trade as well as presentation of
specific cases of infringements of the KPCS. The second day was dedicated to an on-site visit in
Geneva, the main entry and exit point of rough diamonds in Switzerland. The program comprised the
visit of the relevant customs office as well as meetings with a shipping company and several diamond
trading companies. To date the report of the Review Visit Team is still outstanding. Switzerland would
welcome a timely finalization of the report.
Technical Assistance
Switzerland continued to support projects to facilitate Civil Society's involvement in the Kimberley
Process with an annual contribution of CHF 30’000 through Partnership Africa Canada. The projects
supported are directed towards the following three areas identified as requiring priority action: Training
to combat illicit diamond trafficking in West Africa; Assessing artisanal diamond production in Guinea;
Monitoring the diamond sector in Marange.

4. G.Cases of Infringement of the KPCS
Cases of diamond smuggling
No new cases of diamond smuggling were uncovered in 2012. One case of 14 rough diamonds
estimated at approximately 4’000 USD detected in 2011 is still pending before Switzerland's Federal
Administrative Court.
Fraudulent certificate from Ghana
Switzerland has reported a case of a fraudulent certificate from Ghana to the Chair of the KPCS. The
case concerned a Swiss company intending to import a shipment of rough diamonds from Ghana.
Clarifications sought with the relevant Participant authorities had helped to establish that the
documents submitted in this case were falsifications.
