9. Overview
 National movement toward Police Worn Body
Cameras
 December 2015, Santa Clara County Board of
Supervisors tasks the Sheriff’s Office with creating
and implementing a program
 June 2016, completed a four month long Field Test
 January 2017, county enters into contract with Taser-
Axon for 1200 BWC’s
 April 2017, training and deployment begins and is
scheduled to have full deployment by January 2018

10. Training
 In the mandatory 4-hour training, the deputy will
learn about the policy, procedures, become
familiar with the device and the evidence
management system.
 Only after receiving the training will a deputy be
issued their own personnel BWC.
 Through an aggressive training plan and
accommodating staff, the West Valley Patrol
Division will have full deployment in less than two
weeks after rollout.

The policy focusses on all aspects surrounding the
activation of the BWC, as well as the storage and release
of the data collected in the camera.

13. When can you record?
Whenever we are performing a law enforcement action
or believe a situation may turn into one and:
 In a public place
 When dealing with a suspect/in-custody
 Interviewing non-suspects in regards to law
enforcement issues (with exceptions)
Notify of the recording when feasible

14. Storage and Management
 Data will be uploaded periodically through the shift
and at the end of the shift (rate of 4:1)
 Unlimited data plan stored in a CJIS compliant cloud
based server
 To access the data, an authorized user, using an
authorized computer will have limited access to
perform certain functions

15. Release of Data
 Data can be released to network users either with
permission or as a supervisor
 Audit Trail is embedded in the original file
 Data can be released to other preapproved non
network users
 Data can be released to the public via a Public Records
Request

(1968) California Government passed California Public
Records Request Act; requiring the inspection and
disclosure of governmental records to public upon
request, unless exempted by law

 Government Code 6254 (f), deals with the exemptions
to Public Records Request in regards to investigations
and evidence
 Response to an official request in 10 calendar days
 Exemptions to BWC footage might be due, but not
limited to, status of an investigation, unrelated
personal information, confidential informant….
