CZU LIGHTNING COMPLEX
FIRE
Over a 72-hour period, California was hit by nearly
11,000 lightning strikes resulting in hundreds of
fires and thousands of evacuations. One of the
major complex fires, the CZU Lightning Complex
Fire, spans from the southern part of San Mateo
County to the northern part of Santa Cruz County
in Anna’s Congressional District. These
unprecedented wildfires have overwhelmed
California and local fire departments.

— Congresswoman
Anna Eshoo,
August 21, 2020
With the highly contagious coronavirus still raging
across the country, the ability to safely vote by mail
in the November 3rd general election is
paramount. The administration and Postmaster
DeJoy know this and have purposefully sought to
sabotage the U.S. Postal Service. Under
Postmaster DeJoy’s authority overtime has been
cut, sorting machines retired and mail boxes have
been removed. All of these actions have resulted
in widespread delays of mail service and legitimate
alarm that electoral mail and ballots will not be
processed in a timely manner.
Anna is a national leader in the effort to protect
the Postal Service and safeguard the upcoming
election.
Anna has:
• Called on the administration to end its
dismantling of the Postal Service;
• Urged California Attorney General Becerra
to investigate whether recent actions taken
by the Postmaster General constitute illegal
interference in our state’s election and thus
are in violation of California law;

• Voted to restore postal service to pre-
pandemic levels, prevent further degradation
of service and provide $25 billion in funding
to help the agency operate through the
pandemic and the electoral season; and
• Earlier this year, voted for multiple bills that
would provide funding or financial relief to
the agency.
CORONAVIRUS
The  COVID-19 crisis has exposed deeply troubling issues
for Americans - from our inability to mount an effective
national response to the virus, to inadequate supplies of
basic personal protective equipment in our national
stockpile, to over reliance on foreign manufacturers for
critical drug components, drugs and medical equipment,
and, not least, unacceptable  health inequities.
As Chair of the Subcommittee on Health, Anna sounded
the alarm on these issues and held hearings to call the
administration to account for its abdication of
responsibility, prompt action and better understand what
can be done to prevent such failings in the future.

foreign drug manufacturing and report findings and

○ Eliminate qualified immunity for police officers;
○ Require allegations of police misconduct to be

○ Provide grants to states that mandate cultural

In ways big and small, Anna stands with those intent on
dismantling systems that perpetuate inequality, from

seeking to diversify their workforce. As Chair of the House

maternal healthcare and the health care system. And,
locally, Anna was a signatory to a letter urging the Palo
Alto City Council to repeal the ban on non-residents use
of Foothills Park, a policy that many view as discriminatory
and unwelcoming to less affluent neighbors.
CAMPAIGN FINANCE
To protect the integrity of our elections, Anna has
consistently offered and supported legislation that gives
voters access to information. She earned an “A” rating
from EndCitizensUnitedActionFundand supports:

HEALTH CARE - UNIVERSAL

Since her days serving in San Mateo County government
and throughout her tenure in Congress, Anna has been a
health policy leader with a clear, overarching goal: to
achieve universal health care in our country.
Anna will continue to fight to protect and strengthen the
Affordable Care Act and to achieve universal healthcare
coverage for all. She’s working to:

• Pass bills to lower the price of prescription drugs;
and

In addition, Anna backed the passage of a package of bills
that will:
• Protect patients from surprise medical billing -
unexpected and often expensive bills that patients
receive after getting care from a doctor or hospital
not in their insurance network;
• Invest in Community Health Centers, safety net
hospitals, and Medicare and Medicaid; and

HEALTH CARE - REDUCING
PRESCRIPTION DRUG COSTS
1/25/22, 3:47 PM Issues — Anna Eshoo for Congress
https://annaeshoo4congress.com/issues 10/23
One of Anna’s top priorities is to lower health care costs
and especially prescription drug costs in our country. As
Chairwoman of the Health Subcommittee of the Energy
and Commerce Committee, Anna is uniquely positioned
and qualified to tackle this challenge and supports:
• The Lower Drug Costs Now Act which originated in
Anna’s Subcommittee and was recently passed by
the House.  It constitutes the single biggest reform of
Medicare since its creation and enables the federal
government to negotiate prescription drug prices. It
also caps out-of-pocket costs on seniors'
prescription drugs and rolls back some drug price
increases;
• Increasing transparency of the drug supply chain and
drug patents;
• Eliminating ‘gag clauses’ which limit patients’ access
to price information;
• Ending abuses and closing loopholes in the drug
pricing system; and
• Reducing barriers to generic drug development, such
as ending brand manufacturers’ use of payoffs to
delay generic drugs.

PROTECT A WOMAN’S RIGHT TO
CHOOSE
Anna supports RoevWade and throughout her entire
public life -  10 years on the San Mateo County Board of
Supervisors and 27 years in the U.S. House of
Representatives - has opposed attempts to undermine it.
She:
• Believes in a woman’s right to choose;
• Supports access to safe, legal abortion;
• Promotes women’s reproductive health;
• Works to expand access to birth control; and
• Cosponsored the Protect Access to Birth Control
Act which would reinstate the requirement under the
Affordable Care Act that employer sponsored
insurance plans cover birth control and other
contraceptives without cost-sharing.
HOUSING
1/25/22, 3:47 PM Issues — Anna Eshoo for Congress
https://annaeshoo4congress.com/issues 12/23
The affordable housing crisis has reached epic proportions
in the Bay Area.
Anna calls for creative, collaborative solutions to address
the housing shortage and additional federal funding,
including:
• Working with cities to satisfy their Regional Housing
Need Allocation goals for construction of housing,
including affordable housing;
• Encouraging local public agencies to assess the value
of the land they own to see if any of it can be
developed for affordable housing. For example, land
owned by school districts might be used to build
teacher housing;
• Supporting the creation of public-private
partnerships to develop affordable housing; and
• Increased funding for programs such as the
Community Development Block Grant, Veterans
Affairs Supportive Housing, and Section 8 Vouchers
and for programs to end homelessness.

GUN VIOLENCE
Senate Majority Leader Mitch McConnell won’t  allow the
U.S. Senate to vote on the gun reform bills passed by the
House in February of 2019. There’s a solution for that: let’s
all work to elect a Democratic majority in the Senate.
Anna supports common sense gun control legislation that:
• Establishes universal background checks for all gun
sales, including online and at gun shows, and
extends the time period during which a background
check can be completed before being automatically
approved from 3 days to 10;
• Reinstates the Assault Weapons Ban; and
• Encourages states to pass “red flag” laws to
temporarily remove firearms from a person who may
present a danger to themselves or others.

Anna believes in working across the aisle to bring the best
solutions forward for our country. Anna:
• Always seeks Republican sponsors for her bills;
• Is proud to have authored 45 bills that have been
signed into law by four presidents - two Democrats
and two Republicans; and
• Served as the past Co-Chair of the Congressional
Bipartisan Retreat.

agricultural workers;
• Enhanced border security; and
• Employer accountability for employing
undocumented workers.
CLIMATE CHANGE
Anna believes that the science on climate change is
indisputable and that we must act now to protect future
generations from the devastating impacts of climate
change.
Anna is an original cosponsor of the Green New Deal

WAR POWERS
The Constitution, in what is often referred to as the “War
Powers Clause,” explicitly gives Congress the power “to
declare war…” not the President. Anna believes that  the
balance of power among the branches of government is
bedrock to our democracy. She supports:
• Reining in the President’s authority to engage in
hostile actions without consulting Congress;
• Limiting the expansion of the U.S. military presence
in the Middle East
• Prohibiting the use of funds for military operations
against Iran without Congressional approval; and

• She voted to adopt  a war powers resolution that
would limit the President's ability to engage in further
military actions against Iran without Congressional
authorization on January 9, 2020.
TRANSPORTATION AND TRAFFIC
Bay Area traffic has become increasingly congested
resulting in diminished quality of life and productivity for
constituents. Anna has a long history of supporting the
modernization of public transportation and innovation in
modes of transit.
Anna supports the following efforts to alleviate traffic and
improve our transportation system:
• Obtained federal funding to upgrade the public
transit system:
○ $2.4 million grant to the Santa Clara Valley
Transport Authority for electric, emission-free
buses;
○ $6.3 million grant for a rail trail along Highway 1
in Santa Cruz County; and
“The primary

NET NEUTRALITY
Anna believes that an open, free and accessible

She earned an “A” rating from EndCitizensUnitedActionFundand supports: • Overturning CitizensUnited - every contribution to every candidate and political committee should be public. • Increasing transparency by requiring more disclosure - ○ A company’s political expenditures should be disclosed as a condition of doing business with the government; “No dark money. 1/25/22, 3:47 PMIssues — Anna Eshoo for Congress https://annaeshoo4congress.com/issues 10/23 One of Anna’s top priorities is to lower health care costs and especially prescription drug costs in our country. As Chairwoman of the Health Subcommittee of the Energy and Commerce Committee, Anna is uniquely positioned and qualified to tackle this challenge and supports: • The Lower Drug Costs Now Act which originated in Anna’s Subcommittee and was recently passed by the House.  It constitutes the single biggest reform of Medicare since its creation and enables the federal government to negotiate prescription drug prices. It also caps out-of-pocket costs on seniors' prescription drugs and rolls back some drug price increases; • Increasing transparency of the drug supply chain and drug patents; • Eliminating ‘gag clauses’ which limit patients’ access to price information;  • Ending abuses and closing loopholes in the drug pricing system; and • Reducing barriers to generic drug development, such as ending brand manufacturers’ use of payoffs to delay generic drugs.  “Drug policy should always support safety, affordability, and innovation, and our current system is failing on several fronts.” — House Floor Speech Addressing Drug Pricing, May 2019
