The county courts system says that the statute of limitations does not apply and that old debts are still owed. However, Steinberg claims that he did fix his headlight and pay the fine at the time. He no longer has records from 19 years ago to prove it. There are potentially thousands of other old tickets that the county is still pursuing people to pay.
