ED completes argument, Raut’s custody extended

Mumbai: The Enforce-
ment Directorate (ED)
on Monday completed
its arguments on the
bail plea of Sanjay Raut
in the money launder-
ing case pertaining to
the Patra Chawl rede-
velopment in Mumbai.

custody was extended
till Tuesday, when his
bail application will be
further heard.
The ED probe per-
tains to alleged finan-
cial irregularities in
the redevelopment of
Goreggaon’s Patra
Chawl spread over 47
acres with 672 tenant
families.
Raut, who was ar-
rested in July for his al-
leged role in a money
laundering case per-
taining to irregularities
in the redevelopment of
Patra Chawl, had
sought bail from the
special Prevention of
Money Laundering Act
(PMLA) court last
month.
Opposing his bail, Ad-
ditional Solicitor Gen-
eral Anil Singh said
Sanjay Raut and his
aide Pravin Raut, a co-
accused in the case,
might have received
more proceeds of crime.
Singh also reiterated
ED’s claim Sanjay Raut
was working behind
the scenes through his
proxy Pravin Raut. The
ED told court the Sena
MP has not only misled
the probe agency, but
has also passed the
blame on to others.
Citingthestatement
of a witness, the ASG
said Sanjay Ruat took
active interest in
the entire pro-
ject.

RAJ THACKERAY THANKS DY CM FADNAVIS
Maharashtra Navnirman Sena chief Raj Thackeray
on Monday thanked Deputy CM Devendra Fadnavis
for the BJP’s decision to withdraw its candidate from
the bypoll to Andheri East Assembly seat in Mumbai.
In a letter written to Fadnavis, Thackeray referred to
the senior BJP leader as his “dear friend” and said
it is essential to have a positive political culture, the
proliferation of which MNS favoured. “I am thank-
ful that you responded to this (appeal),”
Thackeray said. Thackeray had on Sunday
written another letter to Fadnavis, asking
the ruling BJP to pull out of the bypoll
race to show reverence to late Shiv
Sena MLA Ramesh Latke, whose
death of cardiac arrest in May this
year necessitated the by-election.

Mumbai (PTI): A total
of 771 of 797 dele-
gates belonging to
Maharashtra and
Mumbai units of Con-
gress on Monday cast
their votes to elect the
next president of All
India Congress Com-
mittee (AICC). The
contest is between
senior party leaders
Mallikarjun Kharge
and Shashi Tharoor.
The Maharashtra
Congress unit recorded
96% voting and the
Mumbai unit saw 97%
voting, said Congress
functionaries.
A total of 797 dele-
gates of Congress from
Maharashtra are eligi-
bletocasttheirvotes.Of
them, 561 belong to the
party’s Maharashtra
Pradesh unit and 236 are
from the Mumbai unit.
A total of 542 of the
561 delegates belonging
to the state Congress

hijit Bangar has ap-
pealed to city resi-
dents to vote in the
Citizen Perception
Survey-2022, which
will begin from No-
vember 01.
Bangar made the ap-
peal on Saturday while
reviewing the Smart
City Scheme with sen-
ior officials of the
Thane Municipal Cor-
poration (TMC), an of-
ficial said, adding that
the votes can be regis-
tered online, said a
TMC release.
The Citizen Percep-
tion Survey is a part of
a Central government
initiative to create a
guide system by in-
creasing the participa-
tion of citizens while
deciding the city plan-
ning policy in the Smart
City scheme.
Under this scheme,
collection of various
forms of information
related to the city
starts from different
departments.

pulled out Murji Pa-
tel, its nominee from
the Andheri (East)
Assembly bypoll race,
as they realized that
he would lose against
the candidate of the
Uddhav Thackeray-
led Shiv Sena, said
party MP Sanjay Raut
on Monday.
Raut, an accused in
the Patra Chawl rede-
velopment case being
investigated by the En-
forcement Directorate,
was produced before
Special Judge MG Desh-
pande on the expiry of
his judicial custody
which was extended till
Tuesday
.
After attending his
bail hearing, Raut met
with his supporters and
family members on the
court premises.
While initially reti-
cent, he later told report-
ers: “The BJP had con-
ducted a survey which
predicted that their can-
didate (Murji Patel)
would lose the bypoll by
at least 45,000 votes. This
is the reason they decid-
ed to withdraw.”

The ECI had recently
ruled that neither of the
two groups of Shiv Sena

however, criticized Save
for his choice of vehi-

was on his way to “some
celebration or festival”.

staged an agitation
on a national high-
way on Monday to de-
mand construction of
a tunnel in Autram
Ghat that would con-
nect Aurangabad
with Dhule district.
The agitation, led by
MLC Ambadas Danve,
was held on National
Highway 52 at Andhan-
er in Kannad tehsil of
Aurangabad.
Speaking to the me-
dia, Danve said, “The
Dhule-Solapur road was
sanctioned in 2014. The
road till Kannad has
beencompletedandafter
Autram Ghat, the work
is underway from Chal-
isgaon to Dhule. The
DPR for tunnel connect-
ing these two sections
has been sanctioned.
The fund needed for this
is nearly Rs5,500 crore.”
The Sena leader also
accused the Central
government of making
false promises about
the tunnel project.

Mumbai: The Bom-
bay High Court has
granted bail to a
26-year-old man ar-
rested in a rape case.
It set a condition that
he would have to mar-
ry the victim, who is
currently untracea-
ble, if she is found
within a year.
The man, however,
would not be bound by
this condition beyond
one year, said a single
bench of Justice Bhara-
ti Dangre in the order
passed on October 12.
The court said the ac-
cused and the 22-year-
old woman were in a
consensual relation-
ship, but a rape and
cheating case was regis-
tered when the man
started avoiding her af-
ter learning that she
was pregnant.
The woman lodged a
complaint with the
Mumbai police against
the man in February
2020 after which he was
arrested.
In her complaint, the
woman claimed they
were in a relationship
since 2018 and that their
families were aware of
the same and had not
objected to it.
The woman left her
house as she did not
want to reveal her preg-
nancy to her family
members. On January
27, 2020, she delivered a
baby at a city hospital.
On January 30, the
woman abandoned the
baby in front of a build-
ing. A separate FIR was
then lodged against her
forabandoningthechild.
In her order, Justice
Dangre said that her ac-
tions “may be a possible
reason why she is flee-
ing from the course of
justice”.
The accused assured
the HC that he was will-
ing to marry the woman
and accept paternity of
the child.
However, the police
informed the court that
the woman was not
traceable and the baby,
has already been given
in adoption.
“In such circum-
stances when the inci-
dent was reported, the
victim was not a minor
and she has already
stated that the relation-
ship was consensual,”
said the HC.
“I deem it appropriate
to release the applicant
on bail subject to com-
pliance that if the vic-
tim is traced within a
short while and say in a
period of one year, he
shall solemnize mar-
riage with her, but he
shall not be bound by
the statement beyond
one year,” said the order.
The court granted
bail to the man on a
bond of Rs25,000.

Mumbai: There’s an
old proverb, one
man’s trash is anoth-
er man’s treasure.
The discarded items,
which people usually
throw away during
Diwali cleaning,
could bring a smile on
somebody’s face.
With this motto, the
Brihanmumbai Mu-
nicipal Corporation
(BMC) has initiated a
‘Swachhtha Rath’
campaign in th city’s
A ward.
The campaign was
launched on October 10,
andwillcontinuetillOc-
tober 20, with tempos
moving around the A
wardfrom10amto6pm.
The rath in this case
are two tempos, which
go around Colaba,
Churchgate and Cuffe
Parade and collect such
discarded items. After
the collection drive,
civic body employees
segregate these goods
and usable items are
handed over to non-gov-
ernmental organiza-
tions (NGOs).
According to a BMC
official, people usually
throw old stuff such as
shoes, clothes, and so on
in nullahs (drains),
which gets clogged.
“Lifting of old stuff
will reduce garbage on
public places. We are in
touch with some NGOs,
which will distribute
the items to needy peo-
ple from remote areas,”
he said.

27-year-old man ac-
cused of raping a
teenage girl, while
giving him the benefit
of doubt.

against the accused, a
labourer from Dahanu
taluka of the district.
The October 07 order
was made available on
Saturday
The prosecutor told
the court that both the
accused and the victim
were neighbours. The
man raped her on mul-
tiple occasions till April
2018, following which,
she became pregnant, it
added.
When her mother
came to know about the
pregnancy, she filed a
policecomplaintagainst
the man, who was later
booked on rape charges
and under provisions of
the Protection of Chil-
dren from Sexual Of-
fences (POCSO) Act.
The judge in the order
observed that the vic-
tim’s testimony showed
twhe accused was her
neighbour and they had
a love affair. “According
to her, she was aged
around 18 years at the
timeof theincident.The
prosecution has not ex-
amined any witness in
order to bring on record
the victim’s true age and
the date of birth. There-
fore, the birth certificate
copy filed along with the
charge ­
sheet is not
proved by the prosecu-
tion,” said the court.
During cross-exami-
nation, the victim’s
mother admitted that
her daughter and the
accused were residing
together and they had a
son. The case was filed
at the instance of an an-
ganwadi worker, the
court noted.

Mumbai: The India
Meteorological De-
partment (IMD) has
issued a yellow alert
for Mumbai, Thane
and Palghar on Tues-
day.
In its bulletin on Octo-
ber 16, the IMD has
forecast thunderstorms
accompanied by light-
ning and light to mod-
erate rains and gusty
winds (30 to 40kmph)
likely at isolated places.

been issued for Raigad,
Ratnagiri, Sindhudurg,
Pune, Kolhapur, Satara,
Beed, Nanded, Latur, Os-
manabad districts of
Maharashtra, with pre-
dictions of heavy rains

cloudy skies with light

The IMD Mumbai, in
its weather forecast,
stated that the maxi-
mum temperature in
Santacruz area will hov-
er around 34.4°C, while
the minimum tempera-
ture will be 25.6°C.
On the other hand,
the maximum tempera-
ture in Colaba area will
be 34.2°C, while the
minimum temperature
will be 26.8°C.
Meanwhile, a high
tide of 2.81m is likely to
occur at 3.57 pm today
in Mumbai. Also low
tide of 1.88m will be
witnessed at 9.46 pm.

THE CASE
In her complaint, the woman claimed the accused
and her were in a relationship since 2018. After
she told him about her pregnancy in 2019, he
began avoiding her. The woman left her house as
she did not want to reveal her pregnancy to her
family members. On January 27, 2020, she deliv-
ered a baby at a city hospital. On January 30, the
woman abandoned the baby in front of a building.
A separate FIR was then lodged against her for
abandoning the child.

Navi Mumbai: Tomato prices have increased significantly
in October as a result of prolonged monsoons in Maha-
rashtra. Tomatoes are now being sold for Rs60 per kg.
Currently, Nashik supplies about 80% of the tomatoes in
the APMC market, with the remaining 20% coming from
other locations. The rains have significantly impacted
production of tomato. “Earlier, 30 to 40 trucks carrying
tomatoes would arrive at the market every day. But since
the last week and a half, only 20 to 25 trucks are com-
ing to the market, which is not sufficient to cater to the
demand. As a result, prices have increased due to lower
inflow of tomatoes and higher demand”, said a trader.

had attained the age of maturity and en-
tered into a consensual sexual relationship with

recently announced his decision
to step down as president of the
Board of Control for Cricket in
India. No sooner than his deci-
sion was known that politics
erupted. It was said that Gan-
guly was upset at being denied a
second term as BCCI president,
while Jay Shah, the secretary,
has been allowed. It was also
said that he was miffed for not
being allowed to contest for the

tional Cricket Committee (ICC).
From here on politics between
the BJP and TMC took over.

denied the second term because
he did not join the BJP due to his
proximity with Bengal Chief
Minister Mamata Banerjee.

nounced 45 billion pounds in
tax cuts. The highest salary
earners were given low in-
come-tax cuts. The hastily
prepared budget led to tur-
moil in the market and in-
stead of bouquets, bricks
started being hurled at the
prime minister. A cornered
Truss tried to wriggle out of
the situation by hastily roll-
ing back the tax cuts for the
rich, sacking Kwarteng and
appointing Jeremy Hunt the
new finance minister. Despite
that, analysts at Goldman
Sachs bank have downgraded
the UK’s growth outlook.
These steps have not been
found satisfactory by a group
of Tory MPs who are keen to
have her replaced by either
Rishi Sunak, who lost the
PM’s race to Truss, or Penny
Mordaunt who came third.

lakh Ayushman cards
have been printed in
Gujarat and will be de-
livered soon to families.
The health scheme was
launched by PM Modi
on September 4, 2012,
for BPL families. Under
the scheme, the govern-
ment met hospitalisa-
tion and surgical proce-
dures up to Rs 2 lakh.
According to the gov-
ernment, around 46
lakh poor and lower-
middle-class people
have been given treat-
ment worth more than
Rs 8,000 crore till date,
more than 600 trans-
plantations are done of
different organs,
around 50,000 people
have been benefited
with joint replace-
ments/orthopaedic
treatments, more than
7 lakh have taken treat-
ment for cancer,
around 3.50 lakh have
availed care for heart
diseases, more than 30
lakh have undergone
various surgeries.
Special camps for
generating awareness
and enrolment in the
PMJAY-MA scheme
were carried out at
around 2,500 places
and around 5 lakh
Ayushman cards were
issued in 50 days dur-
ing this campaign.

The General Assembly
is INTERPOL’s supreme
governing body and
meets once a year to

related to its functioning.
According to PMO, the

place in India after a gap
of about 25 years — it
was last held in 1997.

terrorist hideout in Jammu

district, and seized arms

officials said. The hideout

district, they said. The offi-

dismissed the petitions filed by the State of Kerala and
certain employees union challenging the decision of the
Airport Authority of India(AAI) to lease out the manage-
ment of Thiruvananthapuram International Airport to Adani
Enterprises Limited(AEL). A bench comprising Chief Jus-
tice of India UU Lalit and Justice Bela M Trivedi dismissed
the special leave petitions filed by the Kerala Government
and certain unions of the employees of the airport against
the judgment of the Kerala High Court which upheld the

trial court here against him in a criminal defamation case.
A bench comprising Justices S Abdul Nazeer and V Ra-
masubramaniam, however, allowed the plea of BJP leader
Vijender Gupta challenging the high court order. “We have
dismissed the appeal by Manoj Tiwari and allowed the
appeal by Vijender Gupta on grounds that the history of
the law commission report was not properly traced,” the
Supreme Court bench observed.

said the gap between
internal and external
security is reducing
sharply in the last two
decades.
He also said the inde-
pendent media, judici-
ary, NGOs and dynamic
democracy can be mis-
used to destroy the se-
curity of a nation.
Addressing the sec-
ond convocation of the
Rashtriya Raksha Uni-
versity (RRU) at Lavad
village in Gujarat’s
Gandhinagar district,
Singh said “the lines
between the internal
and external security
almost disappear in a
hybrid war”.
He stressed the need
for state agencies to
work in an integrated
manner as security
challenges like terror-
ism, cyber warfare, hu-
man trafficking, mon-
ey laundering, drug
abuse etc are internal-
ly connected though
they appear separate.
With the changing
times, there has been a
tremendous change in
security dimensions,
he said.
“We generally see se-
curity from two aspects
– internal and external.
But in the last two dec-
ades, it has been seen
that the gap between
internal and external
security is reducing,”
Singh said.
The defence minister
said social media,
NGOs, the judiciary
and the democracy of a
country can be mis-
used by forces
working to destroy its
security.
“An independent so-
cial media can be used
to carry out systematic
propaganda. Freedom
of social media is not
bad, media should be
free, but if media is
free it can be misused…
Attempts are made to
establish and propa-
gate dangerous and
controversial things in
the name of freedom of
expression,” he said.
“If NGOs have free-
dom, efforts are made
to use NGOs in such a
way that the entire sys-
tem of the country is
paralysed. If the judici-
ary has freedom, ef-
forts are made to use it
to stop or slow down
the works of develop-
ment using the legal
system,” Singh said.

SBI has revised the
MCLR for the benchmark
one-year tenor to 7.95%, up
by 25 basis points from pre-
vious rate. SBI said the new
MCLR is effective from Oc-
tober 15, 2022. The one-year
tenor MCLR is the rate
against which most con-
sumer loans are tied to.
Kotak Mahindra Bank
said the MCLR for various
tenors has been set in the
range of 7.70-8.95% with ef-
fect from October 16, 2022.

New Delhi (PTI): The country’s sugar production is projected
to be 36.5 million tonnes in the 2022-23 marketing season, an
increase of 2% compared to the year-
ago period, industry body ISMA said on
Monday. The marketing season will be
starting this month. The production in
India, the world’s major producer of the
sweetener, stood at 35.8 million tonnes
during the 2021-22 marketing season.
The season is from Oct-Sept. With an
estimated increase in production despite higher diversion for etha-
nol, ISMA expects export to be around 9 mn tonnes this season.

price in Delhi fell `40 to
`50,833/10 gm on Mon-
day amid a fall in the pre-
cious metal prices in the
overseas market, accord-
ing to HDFC Securities. In
the previous trade, the
yellow metal had touched
`50,873 per 10 grams.
Silver also declined by
`594 to `56,255/kg from
`56,849 per kg. In the in-
ternational market, gold
was quoting lower at

New Delhi (FIB): Cement
maker ACC on Monday
reported a consolidated
net loss of `87.32 crore
for September quarter on
account of a steep rise in
fuel cost. The company
had posted a profit of
`450.21 crore for the
same quarter a year ago.
However, total revenue
from operations was up
6.42% to `4,057.08 crore
in July-Sept as against
`3,812.31 crore. Accord-
ing to ACC, its EBITDA in
the quarter “stood at `16
crore largely due to steep
rise in fuel cost” as
against `712 crore earlier.

New Delhi: The Reserve
Bank of India in its Octo-
ber Bulletin noted that
India’s fight against ‘stub-
born’ retail inflation will
be dogged and prolonged,
given the long and varia-
ble lags with which mon-
etary policy operates and
that it is fraught with un-
certainties.
Retail inflation, which is
measured by YoY changes
in the all-India consumer
price index (CPI), rose to
7.4% in September, up from
7% in August. The headline
inflation saw a rise owing
to the sharp increase in
CPI food inflation to 8.4%
in September from 7.6% a
month ago.
However, going forward
RBI expects the headline
inflation to ease from its
September high, albeit
stubbornly, on the back of
easing momentum and fa-
vourable base effects.
“While the persistence
of headline CPI inflation
above the tolerance band
for three consecutive quar-
ters (up to September) will
trigger mandated account-
ability processes, mone-
tary policy remains fo-
cussed on realigning infla-
tion with the target,” RBI
said.
Input cost pressures in-
creased in September 2022
across manufacturing and
services, albeit at a slower
pace, as reflected in the
PMIs.
Selling prices also edged
up across manufacturing
and services, with the ser-
vices sector registering
price increases higher than
the long-term average, the
central bank noted in its
bulletin.
RBI expects the momen-
tum of real GDP growth to
shed the drag embedded in
the NSO’s estimates for
Q1FY23 and move into pos-
itive territory in the re-
maining quarters.
“Although this may not
be evident in year-on-year
growth rates due to unfa-
vourable base effects, q-o-q
annualised rates will re-
flect the underlying recov-
ery,” the bulletin reads.

Sensex jumped 491.01
points or 0.85% to settle at
58,410.98. The index opened

Inflation will not show rate
hike impact now: Varma
New Delhi (PTI): RBI
Monetary Policy Commit-
tee (MPC) member Jayanth
R Varma on Monday said
that the impact of mone-
tary policy tightening on
inflation will be felt after
five to six quarters.
The central bank is man-
dated to keep inflation at
4% with 2% of upside and
downside margins.
In order to control rising
inflation, the RBI on Sep-
tember 30, has raised short-
term lending rate for the
third consecutive time by
50 bps to take the repo rate
to 5.9%.
Since May it has cumula-
tively increased the key
interest rate by 190 basis
points.
“No doubt it (inflation)
will come down. Because
we have done monetary
policy tightening. “That
tightening will have its im-
pact. The monetary policy
takes, you know, five to six
quarters to have its impact
and cool prices,” he said.
“We started only in
April. We will start seeing
the effect of that tightening
later in the year.
Air passenger traffic volume to
recover to pre-pandemic level
Mumbai (PTI): Air pas-
senger traffic volume is
expected to recover to the
pre-pandemic level, imply-
ing a robust 75% year-on-
year growth this fiscal, a
report said on Monday
.
The pick-up in traffic
volume is expected to be led
by domestic traffic as slots
and routes on the interna-
tional front are still open-
ing up, domestic credit rat-
ing agency Crisil said in its
report.
It also said that the air-
port operators are expected
to see their traffic volume
recover to the pre-pandem-
ic (fiscal 2020) level this fis-
cal, spurring a recovery in
revenue, supported by an
increase in tariffs.
In FY23, with the pan-
demic impact seemingly
behind us, air traffic vol-
ume is expected to in-
crease to the fiscal 2020
level of around 340 million
passengers.
New Delhi (PTI): The gov-
ernment on Monday said
the price rise in wheat and
rice has been “normal” and
it will intervene in the mar-
ket to offload the grains if
there is any abnormal in-
crease in the rates.
Food Secretary Sudhan-
shu Pandey also said the
government has surplus
stocks of both wheat and
rice in its godowns which
will be used for making
market intervention.
“Price rise is not abnor-
malas it has beenperceived
and projected...,” he said.
Citing the example of
wheat, he said the “price
rise is normal” as the last
year’s wholesale price was
depressed as the govern-
ment sold huge quantities
under its OMSS to bulk
consumers, he said.
The whole price of wheat
was ruling at `2,331 per
quintal on October 14, 2021,
as against `2,474 per quin-
tal on the same day in 2020.
“Therefore, it is not ad-
visable to compare the cur-
rent year’s increase in
wheat with last year’s. It
should be compared with
prices that prevailed in
2020,” Pandey explained.

depreciated by 11 paise to close
at 82.30 (provisional) against the
US dollar on Monday as risk-off
sentiment among investors and
sustained foreign capital out-
flows weighed on the local unit.
However, a rally in the domestic
equities and a weak greenback
overseas restricted the rupee’s
fall, traders said. At the
interbank foreign exchange
market, the local currency
opened lower at 82.33 and
later fell to a low of 82.42. The
unit finally settled at 82.30
against the American cur-
rency, registering a decline of
11 paise over its previous
close.

Mumbai: Shiv Sena
MP Sanjay Raut took
“active interest” in
the Patra Chawl rede-
velopment project
and there was mate-
rial on record to show
his involvement in
the money launder-
ing case, the Enforce-
ment Directorate
(ED) told a special
court on Monday.
Raut was produced
before Special Judge
MG Deshpande at the
end of his judicial cus-
tody on Monday and
his jail custody was ex-
tended till Tuesday,
when his bail plea will
be further heard.
The Shiv Sena lead-
er, who was arrested in
July for his alleged role
in the money launder-
ing case, had sought
bail from the special
Prevention of Money
Laundering Act
(PMLA) court last
month.
Opposing the plea,
Additional Solicitor
General (ASG) Anil
Singh submitted that
the probe agency has
records right from 2011,
which show that Raut
was involved in the
Patra Chawl project.
Raut was present in
the meeting (pertain-
ing to the redevelop-
ment project) and took
active interest in the
entire project, the ASG
told the court. Singh
claimed that there was
material on record to
show Raut’s involve-
ment in the money
laundering case.
The ED probe per-
tains to alleged finan-
cial irregularities in
the redevelopment of
Patra Chawl, a tene-
ment, and related fi-
nancial transactions
involving his wife and
associates.
The probe agency
further argued that not
just the tenants, but
even the MHADA and
some financial institu-
tions have suffered due
to the scam.
“We are concerned
about the larger inter-
est of the public. The
structure was demol-
ished and the tenants
have been out of their
homes for several
years. The building of
the MHADA is not con-
structed. There were
huge loans obtained
from financial institu-
tions, money has not
been paid, it is public
money, so financial in-
stitutions have also
suffered,” submitted
the ASG.
The ED informed the
court that as of today,
the Sena MP had re-
ceived Rs3.27 crore of
the total proceeds of
crime.
Refuting Raut’s
claim about contradic-
tion in the statement
of witnesses, Singh
said, “At this stage,
we cannot conclude
what the witness said
is wrong. At this stage
we cannot conduct a
mini trial.”
The probe agency
argued that the eco-
nomic offence is a
serious offence and the
investigation was
open, and there was a
question of tampering
evidence and witness-
es, as Raut was an in-
fluential person.
Advocate Ashok
Mundargi is likely to
make his submission
for Raut on Tuesday.

teenager’s family and relatives
approached the police and
filed a missing person’s report. “Meanwhile, after arriving in
Chandrapur, the girl went to the Ram Nagar police station
and informed the cops that she had been kidnapped by two
women from Nagpur in a car and taken to Chandrapur. She
also told the police that she somehow managed to save
herself from their clutches,” the official said.

police station said. The racket
had been going on for a long
time, he added. An assistant

Latur: A 56-year-old Zilla
Parishad schoolteacher was
allegedly duped of Rs2.71
lakh by an online fraudster,
an official said on Monday.
According to the complaint,
the victim received a call
on October 10 from an
unidentified man claiming
to be a bank official. On the
pretext of “activating (the
victim’s) credit card”, the man
sought details such as bank
account number and OTP and
then siphoned Rs2.71 lakh.
A case has been registered
under Section 420 (cheating)
and other relevant provisions
of the Indian Penal Code and
Information Technology Act,
the official said.

‘Agreement for Sale’

ances, Old Customs
House, Mumbai.

saying the National

was “prima facie
true”.
The NIA had alleged
that Jagtap was spread-
ing activities of the
banned outfit CPI (Mao-
ist) in urban areas and
that she made efforts to
mobilize Dalits at the
Elgar Parishad con-
clave held in Pune on
December 31, 2017. She
had done so to protest
against the government
and to create hatred
against it.

ED completes argument, Raut’s custody extended First India Bureau Mumbai: The Enforce- ment Directorate (ED) on Monday completed its arguments on the bail plea of Sanjay Raut in the money launder- ing case pertaining to the Patra Chawl rede- velopment in Mumbai. The Shiv Sena Rajya SabhaMPwasproduced before special judge MG Deshpande at the end of his judicial custody pe- riod on Monday . His jail custody was extended till Tuesday, when his bail application will be further heard. The ED probe per- tains to alleged finan- cial irregularities in the redevelopment of Goreggaon’s Patra Chawl spread over 47 acres with 672 tenant families. Raut, who was ar- rested in July for his al- leged role in a money laundering case per- taining to irregularities in the redevelopment of Patra Chawl, had sought bail from the special Prevention of Money Laundering Act (PMLA) court last month. Opposing his bail, Ad- ditional Solicitor Gen- eral Anil Singh said Sanjay Raut and his aide Pravin Raut, a co- accused in the case, might have received more proceeds of crime. Singh also reiterated ED’s claim Sanjay Raut was working behind the scenes through his proxy Pravin Raut. The ED told court the Sena MP has not only misled the probe agency, but has also passed the blame on to others. NCP chief Sharad Pa- war had also appealed to all parties to ensure that Rutuja Latke was elected unopposed. Rutuja Latke, the widow of incumbent MLA Ramesh Latke, had filed her nomina- tion papers on behalf for the Shiv Sena - Ud- dhav Balasaheb Thack- eray on Friday . Reacting to the BJP’s announcement, she said she was indebted to everyone who worked to make this election an uncontested battle.   • 3. First India Bureau Mumbai: The Bom- bay High Court has granted bail to a 26-year-old man ar- rested in a rape case. It set a condition that he would have to mar- ry the victim, who is currently untracea- ble, if she is found within a year. The man, however, would not be bound by this condition beyond one year, said a single bench of Justice Bhara- ti Dangre in the order passed on October 12. The court said the ac- cused and the 22-year- old woman were in a consensual relation- ship, but a rape and cheating case was regis- tered when the man started avoiding her af- ter learning that she was pregnant. The woman lodged a complaint with the Mumbai police against the man in February 2020 after which he was arrested. In her complaint, the woman claimed they were in a relationship since 2018 and that their families were aware of the same and had not objected to it. The woman left her house as she did not want to reveal her preg- nancy to her family members. On January 27, 2020, she delivered a baby at a city hospital. On January 30, the woman abandoned the baby in front of a build- ing. A separate FIR was then lodged against her forabandoningthechild. In her order, Justice Dangre said that her ac- tions “may be a possible reason why she is flee- ing from the course of justice”. The accused assured the HC that he was will- ing to marry the woman and accept paternity of the child. However, the police informed the court that the woman was not traceable and the baby, has already been given in adoption. “In such circum- stances when the inci- dent was reported, the victim was not a minor and she has already stated that the relation- ship was consensual,” said the HC. “I deem it appropriate to release the applicant on bail subject to com- pliance that if the vic- tim is traced within a short while and say in a period of one year, he shall solemnize mar- riage with her, but he shall not be bound by the statement beyond one year,” said the order. The rath in this case are two tempos, which go around Colaba, Churchgate and Cuffe Parade and collect such discarded items. After the collection drive, civic body employees segregate these goods and usable items are handed over to non-gov- ernmental organiza- tions (NGOs). According to a BMC official, people usually throw old stuff such as shoes, clothes, and so on in nullahs (drains), which gets clogged. “Lifting of old stuff will reduce garbage on public places. We are in touch with some NGOs, which will distribute the items to needy peo- ple from remote areas,” he said. First India Bureau Palghar: A court in state’s Palghar dis- trict has acquitted a 27-year-old man ac- cused of raping a teenage girl, while giving him the benefit of doubt. Special (POCSO) court judge Dr MS Deshpande said the prosecution failed to prove the charges against the accused, a labourer from Dahanu taluka of the district. The October 07 order was made available on Saturday The prosecutor told the court that both the accused and the victim were neighbours. The man raped her on mul- tiple occasions till April 2018, following which, she became pregnant, it added. When her mother came to know about the pregnancy, she filed a policecomplaintagainst the man, who was later booked on rape charges and under provisions of the Protection of Chil- dren from Sexual Of- fences (POCSO) Act. The judge in the order observed that the vic- tim’s testimony showed twhe accused was her neighbour and they had a love affair. “According to her, she was aged around 18 years at the timeof theincident.The prosecution has not ex- amined any witness in order to bring on record the victim’s true age and the date of birth. There- fore, the birth certificate copy filed along with the charge ­ sheet is not proved by the prosecu- tion,” said the court. During cross-exami- nation, the victim’s mother admitted that her daughter and the accused were residing together and they had a son. The case was filed at the instance of an an- ganwadi worker, the court noted. Modi also interacted with the beneficiaries virtually . As many as 50 lakh Ayushman cards have been printed in Gujarat and will be de- livered soon to families. The health scheme was launched by PM Modi on September 4, 2012, for BPL families. Under the scheme, the govern- ment met hospitalisa- tion and surgical proce- dures up to Rs 2 lakh. According to the gov- ernment, around 46 lakh poor and lower- middle-class people have been given treat- ment worth more than Rs 8,000 crore till date, more than 600 trans- plantations are done of different organs, around 50,000 people have been benefited with joint replace- ments/orthopaedic treatments, more than 7 lakh have taken treat- ment for cancer, around 3.50 lakh have availed care for heart diseases, more than 30 lakh have undergone various surgeries. Special camps for generating awareness and enrolment in the PMJAY-MA scheme were carried out at around 2,500 places and around 5 lakh Ayushman cards were issued in 50 days dur- ing this campaign. SBI has revised the MCLR for the benchmark one-year tenor to 7.95%, up by 25 basis points from pre- vious rate. SBI said the new MCLR is effective from Oc- tober 15, 2022. The one-year tenor MCLR is the rate against which most con- sumer loans are tied to. Kotak Mahindra Bank said the MCLR for various tenors has been set in the range of 7.70-8.95% with ef- fect from October 16, 2022. Federal Bank said its one-year MCLR on loans and advances has been re- vised to 8.70%. GOLD PRICE FALLS RUPEES 40; SILVER DECLINES `594 New Delhi (FIB): Cement maker ACC on Monday reported a consolidated net loss of `87.32 crore for September quarter on account of a steep rise in fuel cost. The company had posted a profit of `450.21 crore for the same quarter a year ago. However, total revenue from operations was up 6.42% to `4,057.08 crore in July-Sept as against `3,812.31 crore. Accord- ing to ACC, its EBITDA in the quarter “stood at `16 crore largely due to steep rise in fuel cost” as against `712 crore earlier. FIGHT AGAINST INFLATION TO BE PROLONGED: RBI ARTICLE First India Bureau New Delhi: The Reserve Bank of India in its Octo- ber Bulletin noted that India’s fight against ‘stub- born’ retail inflation will be dogged and prolonged, given the long and varia- ble lags with which mon- etary policy operates and that it is fraught with un- certainties. Retail inflation, which is measured by YoY changes in the all-India consumer price index (CPI), rose to 7.4% in September, up from 7% in August. The headline inflation saw a rise owing to the sharp increase in CPI food inflation to 8.4% in September from 7.6% a month ago. However, going forward RBI expects the headline inflation to ease from its September high, albeit stubbornly, on the back of easing momentum and fa- vourable base effects. “While the persistence of headline CPI inflation above the tolerance band for three consecutive quar- ters (up to September) will trigger mandated account- ability processes, mone- tary policy remains fo- cussed on realigning infla- tion with the target,” RBI said. Input cost pressures in- creased in September 2022 across manufacturing and services, albeit at a slower pace, as reflected in the PMIs. Selling prices also edged up across manufacturing and services, with the ser- vices sector registering price increases higher than the long-term average, the central bank noted in its bulletin. RBI expects the momen- tum of real GDP growth to shed the drag embedded in the NSO’s estimates for Q1FY23 and move into pos- itive territory in the re- maining quarters. “Although this may not be evident in year-on-year growth rates due to unfa- vourable base effects, q-o-q annualised rates will re- flect the underlying recov- ery,” the bulletin reads. Inflation will not show rate hike impact now: Varma New Delhi (PTI): RBI Monetary Policy Commit- tee (MPC) member Jayanth R Varma on Monday said that the impact of mone- tary policy tightening on inflation will be felt after five to six quarters. The central bank is man- dated to keep inflation at 4% with 2% of upside and downside margins. In order to control rising inflation, the RBI on Sep- tember 30, has raised short- term lending rate for the third consecutive time by 50 bps to take the repo rate to 5.9%. Since May it has cumula- tively increased the key interest rate by 190 basis points. “No doubt it (inflation) will come down. Because we have done monetary policy tightening. “That tightening will have its im- pact. The monetary policy takes, you know, five to six quarters to have its impact and cool prices,” he said. “We started only in April. We will start seeing the effect of that tightening later in the year. Air passenger traffic volume to recover to pre-pandemic level Mumbai (PTI): Air pas- senger traffic volume is expected to recover to the pre-pandemic level, imply- ing a robust 75% year-on- year growth this fiscal, a report said on Monday . The pick-up in traffic volume is expected to be led by domestic traffic as slots and routes on the interna- tional front are still open- ing up, domestic credit rat- ing agency Crisil said in its report. It also said that the air- port operators are expected to see their traffic volume recover to the pre-pandem- ic (fiscal 2020) level this fis- cal, spurring a recovery in revenue, supported by an increase in tariffs. In FY23, with the pan- demic impact seemingly behind us, air traffic vol- ume is expected to in- crease to the fiscal 2020 level of around 340 million passengers. New Delhi (PTI): The gov- ernment on Monday said the price rise in wheat and rice has been “normal” and it will intervene in the mar- ket to offload the grains if there is any abnormal in- crease in the rates. Food Secretary Sudhan- shu Pandey also said the government has surplus stocks of both wheat and rice in its godowns which will be used for making market intervention. “Price rise is not abnor- malas it has beenperceived and projected...,” he said. Citing the example of wheat, he said the “price rise is normal” as the last year’s wholesale price was depressed as the govern- ment sold huge quantities under its OMSS to bulk consumers, he said. The whole price of wheat was ruling at `2,331 per quintal on October 14, 2021, as against `2,474 per quin- tal on the same day in 2020. “Therefore, it is not ad- visable to compare the cur- rent year’s increase in wheat with last year’s. However, a rally in the domestic equities and a weak greenback overseas restricted the rupee’s fall, traders said. At the interbank foreign exchange market, the local currency opened lower at 82.33 and later fell to a low of 82.42. The unit finally settled at 82.30 against the American cur- rency, registering a decline of 11 paise over its previous close. First India Bureau Mumbai: Shiv Sena MP Sanjay Raut took “active interest” in the Patra Chawl rede- velopment project and there was mate- rial on record to show his involvement in the money launder- ing case, the Enforce- ment Directorate (ED) told a special court on Monday. Raut was produced before Special Judge MG Deshpande at the end of his judicial cus- tody on Monday and his jail custody was ex- tended till Tuesday, when his bail plea will be further heard. The Shiv Sena lead- er, who was arrested in July for his alleged role in the money launder- ing case, had sought bail from the special Prevention of Money Laundering Act (PMLA) court last month. Opposing the plea, Additional Solicitor General (ASG) Anil Singh submitted that the probe agency has records right from 2011, which show that Raut was involved in the Patra Chawl project. Raut was present in the meeting (pertain- ing to the redevelop- ment project) and took active interest in the entire project, the ASG told the court. Singh claimed that there was material on record to show Raut’s involve- ment in the money laundering case. The ED probe per- tains to alleged finan- cial irregularities in the redevelopment of Patra Chawl, a tene- ment, and related fi- nancial transactions involving his wife and associates. The probe agency further argued that not just the tenants, but even the MHADA and some financial institu- tions have suffered due to the scam. “We are concerned about the larger inter- est of the public. The structure was demol- ished and the tenants have been out of their homes for several years. The building of the MHADA is not con- structed. There were huge loans obtained from financial institu- tions, money has not been paid, it is public money, so financial in- stitutions have also suffered,” submitted the ASG. The ED informed the court that as of today, the Sena MP had re- ceived Rs3.27 crore of the total proceeds of crime. Refuting Raut’s claim about contradic- tion in the statement of witnesses, Singh said, “At this stage, we cannot conclude what the witness said is wrong. At this stage we cannot conduct a mini trial.” The probe agency argued that the eco- nomic offence is a serious offence and the investigation was open, and there was a question of tampering evidence and witness- es, as Raut was an in- fluential person. Advocate Ashok Mundargi is likely to make his submission for Raut on Tuesday. Unable to contact her, the teenager’s family and relatives approached the police and filed a missing person’s report. “Meanwhile, after arriving in Chandrapur, the girl went to the Ram Nagar police station and informed the cops that she had been kidnapped by two women from Nagpur in a car and taken to Chandrapur. She also told the police that she somehow managed to save herself from their clutches,” the official said. The racket had been going on for a long time, he added. An assistant police commissioner who investigated the fraud filed the complaint on Saturday. Latur: A 56-year-old Zilla Parishad schoolteacher was allegedly duped of Rs2.71 lakh by an online fraudster, an official said on Monday. According to the complaint, the victim received a call on October 10 from an unidentified man claiming to be a bank official. On the pretext of “activating (the victim’s) credit card”, the man sought details such as bank account number and OTP and then siphoned Rs2.71 lakh. A case has been registered under Section 420 (cheating) and other relevant provisions of the Indian Penal Code and Information Technology Act, the official said. The blaze erupted at 8.15 am in the shop located on Fergusson Road in Deccan Gymkhana area, a fire brigade official said. “Five water tankers were rushed to the spot and the blaze was doused in about an hour. There was no report of any casualty,” the official said. Mumbai: Two persons were booked for storing banned Gutkha at an apartment in Koparkhairane. The Koparkhairane police station registered a case against them and also seized the contraband worth Rs90,000. Deputy Commissioner of Police of Zone 1 Vivek Pansare received information about the banned Gutkha at a house in Koparkhairane. A special team was formed and carried out a raid at Touhid Khan’s house. Later his associate, identified as Riyaz Khan, was found involved in the illegal trade. A case has been registered under the relevant sections of IPC. However, the sub- registrar of assur- ances, which now comes under the ju- risdiction of the In- spector General of Registration (IGR) Pune, till date has not returned the Agree- ment for Sale, said Mehul Shah, her son. He further said that despite persis- tent efforts by the family, and now even through the Citizens Vigilance Forum (CVF), the IGP or the sub-registrar of as- surance officials have not given any reply or are willing to part with the documents. “Even the society where our bungalow is situated is asking us for the registra- tion documents to complete other for- malities but every- thing is stuck for 28 years because of the officialdom,” he added. According to CVF President Kashyap M Vyas, in the absence of these documents, the distraught Shah family is unable to sell, gift, bequeath, or even apply for a bank loan. “Their intentions are quite apparent. The NIA had alleged that Jagtap was spread- ing activities of the banned outfit CPI (Mao- ist) in urban areas and that she made efforts to mobilize Dalits at the Elgar Parishad con- clave held in Pune on December 31, 2017. She had done so to protest against the government and to create hatred against it. Adivisionbenchcom- prising Justice AS Gad- kari and Justice MN Jadhav dismissed the appeal filed by 34-year- old Jagtap, challenging a February 2022 order of a special court refusing to grant her bail. “We are of the opin- ion that the NIA case is prima facie true. Hence the appeal stands dis- missed,” said the court. The project will be op- erated from a secluded site called Ajanta View Point, which gives a 270-degree view of the Ajanta Caves hill, said Chandrashekhar Jaisw- al, General Manager, Maharashtra Tourism Development Corpora- tion (MTDC). The site is situated where the caves were ac- cidentally discovered, as per local officials, on April28,1819,byMadras Presidency Officer John Smith while hunting a tiger. Currently , the site already has amenities forvisitors,Jaiswalsaid, adding that the project will be a community- based tourism project withlocalsbeingtrained to use telescopes and to give basic knowledge of stars seen in the sky . “It is a season-based projectastheskyisclear in the winters, and the dark periphery of the site means stars are clearly visible.
