The document provides guidelines for film classifications in three categories:
1) 15 and above films can feature strong violence, frequent strong language, sexual content such as nudity and references to drugs. Discrimination may be depicted but not endorsed, and sexual or violent content cannot be graphic.
2) 18 and above films can feature very strong violence, language, sexual activity, discrimination, horror and gore without limits. Strong depictions of sex are allowed up to full nudity but not beyond what provides educational benefits.
3) Films above an 18 rating contain content that exceeds even an 18 rating, such as real depictions of harmful illegal acts.

These films can feature; strong violence, frequent strong language,
sexual content such as nudity and verbal references and drug taking.
There isn’t a limit to what language is used in a 15, but how
consistently it is used decides the classification. The more it being
used, the less likely it will be a 15.
Discrimination may be a topic but it can’t endorse such behaviour.
Sexual content is not allowed to be strong or graphic.
Violence may be strong, but the strongest gory images are unlikely to
be acceptable. This is the same for strongly sadistic or sexual
violence. Accessible weaponry is also not glamorised.
Drugs will be accepted as a subject but must not promote the misuse
of drugs.
15 and above films

Films with this classification can feature very strong violence,
frequent strong language, strong sexual activity or violence,
discriminatory language or behaviour, strong horror and strong
blood and gore.
There are no specific limits to what language is used and how much
it is used.
Discrimination can be used or be the theme of the story, but must not
be in breach of any relevant legalisation.
Strong detailed portrayals of sex are allowable at this point, as far as
full nudity and very strong and crude references. There is a limit
which passes the content to an R18 rated film, only being permitted
in this classification for education benefits.
Violence and Horror can go as far as the most gory images.
Drugs are to be features no differently than in a 15.
