This document discusses the Infrastructure for Multilayer Interoperability (IMI) framework created by the Japanese government to facilitate data sharing and interoperability across systems. IMI aims to enhance semantic interoperability by creating a shared reference dictionary of terms. It establishes standard vocabularies and an Information Exchange Package format to enable efficient search and exchange of structured data between government agencies and with the private sector. The government plans to fully implement the IMI framework by 2020 to create an agile, open data infrastructure and facilitate the development of citizen-centric services.
