Legambiente is an Italian non-profit environmental organization founded in 1980 with over 115,000 members and 1,500 local groups. It focuses on issues like environmental degradation, renewable energy, and linking the environment and economy. The document discusses Legambiente's work, including raising awareness of environmental issues and nature conservation. It then describes a case study of a participatory process in Buonconvento, Italy regarding the development of biogas plants, where concerns of citizens and the municipality were addressed through public workshops and a citizen jury.
The document summarizes the "Grenelle de l'environnement" program led by French Minister of Ecology Jean-Louis Borloo to develop an action plan for the environment through public consultation. The program included workshops and discussions between stakeholders from July to October 2007. The resulting action plan proposed policies like increasing renewable energy and recycling rates, reducing pesticide and greenhouse gas emissions, and protecting biodiversity.
This document outlines key opportunity areas for an EU research and innovation policy agenda on nature-based solutions. It identifies four main goals: 1) enhancing sustainable urbanization, 2) restoring degraded ecosystems, 3) developing climate change adaptation and mitigation, and 4) improving risk management and resilience. For each goal, nature-based solutions could address environmental, social, and economic challenges in sustainable ways. Specifically, for sustainable urbanization, nature-based solutions support green economic development, environmental protection, and social well-being in cities facing increasing urbanization.

The report finds that millions of green jobs have already been created globally across key sectors such as energy, construction, transportation, manufacturing, and forestry. Many countries have seen significant growth in renewable energy jobs in particular. However, not all current green jobs meet standards for decent, sustainable work. Barriers also remain such as a lack of needed skills. The transformative shift required for environmental sustainability could generate many more green jobs in the future if the right policies support continued growth in relevant sectors and ensure job quality.

The objective of the LIFE Environment Best Awards is to help improve the dissemination of LIFE project results by clearly identifying those projects whose results, if widely applied, could have the most positive impact on the environment.
The selection of this year’s winners followed the established procedure, whereby projects were initially technically assessed by the LIFE Unit’s external monitoring team, before a final selection undertaken by the Member States. Projects are evaluated according to a number of criteria: their contribution to immediate and long-term environmental, economic and social improvement; their degree of innovation and transferability; their relevance to EU policy; and their cost-effectiveness.

Decision making process regarding climate change regulation inPrivate
Abstract
This working paper seeks to contribute to the debate about the role of The European Environment Agency and it is argued that in order to capture a fuller picture of their functioning, we need to go beyond a legal framework (legislation from European Commission as Green and White papers), taking into account institutional features that involve both formal and informal processes. The inception of the European Environment Agency (EEA) was in 1991. Over the years the EEA has become a more loyal partner to the European Commission in the European administrative system, balancing the ability to have a credible voice on the one hand and the need for stability and a secure resource supply on the other. The Agency has also been able to meet increasing demands for information without a similar scale of increase in resources, also pointing to efficiency gains within the organisation. In the Agency we strive to give value for money across an enormous environmental agenda. This is essential in today's climate of increased financial pressure and the growing number of organisations working on environmental issues.
To contribute directly to European Union (EU) policy developments on climate change impacts by refining relevant indicators, producing assessments, combined with socio-economic factors in Europe, using past trends, now casting, spatial analysis, forward looking assessments, and policy effectiveness analysis including economic aspects.

3D printing has the potential to be more sustainable by producing better products with less resources and impact, but certain key factors must be respected. Life Cycle Assessment is a tool that can evaluate the full environmental impact of 3D printing and identify opportunities for improvement. For 3D printing to be considered sustainable, targets must be set using tools like the IPAT calculator to understand resource needs based on population and affluence increases. The impacts must also be measured across the entire life cycle from manufacturing to disposal.
This document provides an outline and overview of the concept of sustainable development. It discusses how sustainable development first emerged in international reports in the 1980s focusing on balancing environmental protection and economic development. The document then defines development and sustainable development, describing it as meeting current needs without compromising future generations' ability to meet their own needs. It outlines the evolution of sustainable development through key conferences and frameworks. Finally, it discusses the three pillars of sustainable development as environmental protection, economic development, and social development with some adding a fourth pillar of cultural diversity.
The lifestyle in Tortona, Italy does not fully reflect sustainable development principles. The town's waste management system is overburdened, with half of household waste sent unsorted to the landfill daily. To improve, Tortona plans to increase waste sorting and adopt a door-to-door collection system. Education initiatives are needed to teach residents proper waste separation, and the town will use examples like Ponte nelle Alpi, which achieved a 90% sorting rate through door-to-door collection.

The speaker welcomed participants to an ICLEI side event in Doha. As Chair of ICLEI Europe and Minister for Environment of Brussels Capital Region, she called on climate negotiators to formally engage local and subnational governments in climate efforts. She noted that front-running parties on climate action have involved local governments. The speaker also encouraged incorporating partnerships for action with local governments into the new climate regime, and asked parties to include sustainable urban development in the ADP Workplan to raise ambition. She believes this will advance actions while negotiations progress with needed technical and financial support for local climate actions.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

Championing the ecological
transformation
Territorial Ecosystems: a driving force for the
Green Transition in Europe
37. Climate change : a global challenge that
prompts us to question even the way we
deliver public service
Founded in 1853, Veolia has been a partner of local government in managing
services on behalf of public authorities in three areas :
➔ water management across the water cycle
➔ waste management from collection to waste treatment, recovery
and recycling
➔ energy services (biogas and biomethane production, smart building
management, operation and maintenance of their heating and
cooling network, electric flexibility)
As the environment and climate emergency becomes a societal emergency,
Veolia is committed to radically change patterns of production and consumption.
Circular economy solutions that our Group implements (energy recovery,
conversion of waste into resources, treatment of wastewater) can be deployed
and adjusted to the needs of communities with various needs and characteristics.
38. The potential of water reuse projects : the example
of Vendée Eau
KEY PROJECT DATA:
• 4.5 million m3 of wastewater are treated each year by the
Les Sables d'Olonne wastewater treatment plant,
equivalent to the volume of water in one of the 13 Vendée
dams.
• 150 m3/h will be treated by the refining plant during the
experimental phase (from 2023 to 2026), i.e. a quarter of
the discharges from the urban area. Then the entire
600m3/h (from 2027), i.e. a potential additional resource
of 1.5 million m3 of drinking water over the period from
May to October during dry years.
• Technologies used in the refining plant: ultrafiltration and
low-pressure reverse osmosis (Barrel Plug and Play,
designed by Veolia, containing 200 membrane elements),
ultraviolet disinfection and chlorination.
• Overall budget for the Jourdain programme: 19.5 million
euros over 10 years.
39. Valomet plant: transforming waste treatment
residue into new resources
• Small objects such as ballpointpens and chip cards,
include a number of components that end up in
household waste. Veolia produces secondary
materials and green energy from this waste.
• Bottom ash are collectedfrom fifty European energy-
from-waste plants. An ultra-finefraction is extracted,
a concentrated of Nfe particles between 0 and 20
mm
• From 100 tons of residual waste, Valomet extracts up
to 200 kg of pure aluminium, 50 kg of pure copper
and 210 g of precious metals.
• The Valomet process recovers copper and aluminium
using 80 and 95% less energy respectively than
traditionalmineral extractionprocesses, thereby also
reducing CO2 emissions.
• By recovering non ferrous metals from bottom ash as
feedstock for smelters, the process helps to protect
natural resources

41. Our approach: ecological transformation through
exemplarity and value creation for territories
1. Veolia redistributesover 80% of its spendingslocally.
We measure our own socioeconomic footprint(287,000 indirectjobs supported and €12.6 billionGDP generated
worldwide). In France, 77% of Veolia suppliers are SME/Mid-tier companies.
2. Veolia promotes open innovation programs benefitingsocial entrepreneurs
Launched in 2014, the Pop Up programmehas two aims: strengthen Veolia’s local roots by creatingshared value
locally, and open up its innovationprocesses by collaboratingwith social entrepreneurs who share Veolia’s values.
In 2019, Veolia co-founded or agreed partnerships with 11 incubators and accelerators for social entrepreneurs in
France and around the world. We are helping over 100 social entrepreneurs.
3. Veolia is strongly committed to the development of socially responsibleand sustainablepublic procurement
In our own procurement,we assess the CSR performance of our suppliers, includingtheir CO2 emissions and the
way they integrate circularapproaches to their operations.
Since 2013, our Purchasing DepartmentGroup has also adopted an approach that promotes purchasing from the
protected workers sector (provision of signed supported employment(ESAT)/protected workshop (EA) contracts
Veolia uses the Total Cost of Ownership (TCO) approach, one of the best practices for responsible purchasing, as its
compass to assess the long-term performance of different providers
