This document provides information about the Master of Arts in International Relations program offered at Corvinus University of Budapest, including a description of the program, structure of studies, management, tuition fees, admission requirements, and list of core and professional courses offered each semester. The article presents the analysis of 2,947 projects in the area of science and education co-financed by the Structural Funds in Poland in 2004–2006. It summarizes the investments co-financed by the European Regional Development Fund, the European Social Fund and the European Agricultural Guidance and Guarantee Fund. Data on 2,947 projects, with their regional division, have been verified. Thanks to this regional leaders have been distinguished in terms of the number of projects and raised funds in 2004–2006. Most importantly, the amount of the subsidy from the EU to projects in the area of science and education in Poland in the years 2004–2006 has been estimated per capita of individual region. These data were compared with the selected human capital development indicators in 2003, 2006, 2009 and 2012 to assess the impact of European funding in the field of science and education on human capital in Poland.

Moldova unilaterally declares its EU membership aspirations and started the process of economic, legal and institutional approximation targeted at establishing free market economy, stable democratic institutions and sound legal system. In the paper the authors made an attempt to assess the competitive and institutional capacity of Moldova in the context of EU membership requirements. It presents Polish achievements in European integration process as a CEE successful way towards full membership. The paper is devoted to transfer know how on Polish experience in EU integration at first stages of the process, with the emphasis on assessment of fulfillment of Copenhagen criteria and the role of association stage in the integration process as a whole. Basing on Poland's example, it provides the recommendations for Moldova on possible ways of integration with the EU so that Moldovan economy and society would be able to benefit most from the process - in other words, to successfully conclude the transformation of economy and adjust law and state institutions to European standards.
The analysis does not cover the political aspects of Transdniestrian conflict as it is an important and broad issue that requires deep separate analysis. In the paper there is also no evaluation of cooperation within Stability Pact for South Eastern Europe since we consider Moldova as Eastern European country with clear geopolitical position neighboring Ukraine and Romania.

1. General Information
Programme Description
The basic aim of the programme is to train specialists with a wide horizon of social sciences to a
high level, so that they will be able to understand the theoretical and practical correspondences in
international relations. Students acquire high-level competence in foreign languages, negotiating
techniques and in the rules of protocol. Their professional aptitude gained through a comprehensive
training in history, international politics, international law and other fields of social sciences enables
them to analyse and synthesise complex issues, understand and make predictions about the political,
legal and economic processes of international relations. Upon completing these studies the students
will be armed with all the theoretical and practical knowledge that a Master’s programme can provide
and as an additional bonus, they would be able to locate the perspectives of the Central East European
(CEE) region amid the complexities of the international system as well as interpreting the EU’s role
and position in world politics and the world economy. Likewise, the qualified students would have an
understanding of the development tendencies in areas out of Europe. The programme offers a choice
for a future career in public administration, international institutions, NGOs or multinational companies.

Major disciplines: international politics, international law, history of international relations,
world economics, European studies, civilisational and regional studies
Specialisations: diplomatic studies, regional and civilisational studies (launch is dependent on
the number of applicants)
Degree earned: certified international relations analyst (specialisation indicated therein);
prerequisite for the acquisition of the MA degree is an advanced certificate of
another language besides English.
Duration: 4 semesters
Admission: maximum admission: 20 students, minimum admission: 15 students

Tuition Fee
The tuition fee for students enrolling in the programme is HUF 540 000/semester.
Admission Requirements
–– For the Master’s Degree programme we expect applications from students already in possession
of a Bachelor’s or Master’s degree in international relations or other social sciences (see further
conditions below) who are interested in the political, economic and cultural realities of Hungary,
CEE and the European Union.
–– Native speakers and applicants who have completed their bachelor and/or master level studies in
English will be exempt from providing proof of English language proficiency.
Non-native English applicants must have one of the language certificates listed below:
–– TOEFL iBT 83 or above, or
–– IELTS overall band 6.5 or above or
–– other international B2 level exam certificate in English
–– Applicants have to submit an essay of 4000–6000 words.
–– There is no entrance examination for this program. Nevertheless, the Admissions Board may call
any applicant for a personal interview. (For the final decision the admission materials submitted are
also taken into consideration.) Decisions will be made - and communicated to the applicants - not
later than late May. Personal interviews are expected to be held in June. (Final decision will be
announced early August.)

Conditions on Previous Degree
Applicants from countries that have not signed The Lisbon Recognition Convention are expected to
submit a written petition for the acceptance of their degree. A four-member Commission on behalf of
the Institution will assess the petition.
Requirements
Admission requires a university or college degree with the following conditions:
1. The total number of credits is taken into account:
–– undergraduate degree in International Studies
–– university-level degree in International Relations
–– college-level degree in International Relations
–– university-level degree in International Studies
(Degree programmes designated on the basis of the 1993 LXXX Act, i.e. not part of the Bologna System,
“traditional” college and university degrees)
2. Undergraduate degrees that can be considered if the credits specified below are earned:
Communication and media studies, politology, sociology, social sciences, cultural anthropology,
social worker, social pedagogy, computer engineer and librarian, applied economics, economic
analysis, public administration, business administration and management, sales and marketing,
human resources, international business, finance and accounting, tourism and hospitality, business
education, public governance, international management, security and defence, border controls and
defence manager, national security, military management, history, British Studies, German Studies,
Romance Studies, Slavic Studies, Romany Studies, Oriental Studies, BA in Humanities. Graduates of
these programmes can only apply if they have the equivalent of at least 30 ECTS credits from the fields
below:
–– social sciences: sociology: sociology, psychology, philosophy, anthropology
–– legal and managerial sciences: public law, constitutional law, public administration, public
politics, economic law
–– economic studies: economics, macro- and microeconomics, corporate management, finances
6. 3. All the other students with Bologna and non-Bologna, i.e. “traditional” college and university
degrees (according to the 1993 LXXX Act) can apply if they have earned the equivalent of at least 30
ECTS credits from the following disciplines:
–– social sciences: sociology: sociology, psychology, philosophy, anthropology,
–– legal and managerial sciences: public law, constitutional law, public administration, public
politics, economic law
–– economic studies: economics, macro- and microeconomics, corporate management, finances
–– political science: political philosophy, political history, international relations
–– historical, cultural and linguistic studies: economic, social and cultural history, linguistics,
philology
Students admitted must have 60 credits accumulated from the study areas above. At least 30 credits
must be obtained from the preceding studies as indicated earlier, and the rest is to be acquired in
parallel with the Master programme during the first two semesters after admittance in accordance
with the rules and regulations of study and examination. The Institution’s Credit Transfer Board decides
on the recognition of the previously earned credits in the framework of the so-called “preliminary
credit recognition procedure”. The documents verifying earlier studies (copy of transcript or certificate
supplement) should be sent by the application deadline the latest that is prior to the application so that
the recognition can take place before application.
