Your mechanical integrity program must encompass all equipment and systems used to prevent or mitigate uncontrolled releases of hydrocarbons, toxic substances, or other materials that may cause environmental or safety consequences. Your procedures must address the design, procurement, fabrication, installation, calibration, and maintenance of your equipment and systems in accordance with the manufacturer’s design and material specifications.

Inspection criteria requirements The frequency of inspections and tests must be in accordance with BSEE regulations and meet the manufacturer’s recommendations. Inspections and tests can be performed more frequently if determined to be necessary by prior operating experience. Documentation must identify the individual who performed the inspection or test; include a description of the inspection or test performed and the results of the inspection test.

Below are a few of the criteria that should be met: a) Construction and equipment are in accordance with applicable specifications. b) Safety, environmental, operating, maintenance, and emergency procedures are in place and are adequate. c) Safety and environmental information is current. d) Hazards analysis recommendations have been implemented as appropriate. e) Training of operating personnel has been completed. f) Programs to address management of change and other elements of this subpart are in place. g) Safe work practices are in place. - The assurance that maintenance materials, spare parts, and equipment are suitable for the applications for which they will be used.If you are changing like kind equipment, then the process is very straight forward as theexisting safety, environmental, operating, maintenance and emergency procedures willbe the same as what you are already using. However, if the equipment doesn’t have thesame operating parameters or is a different manufacturer, then you will have to reevaluate everything.
- § 250.1916 touches on the criteria for mechanical integrity that your SEMS program must meet?You must develop and implement written procedures that provide instructions to ensure the mechanical integrity and safe operation of equipment through inspection, testing, and quality assurance. Mechanical integrity is about business continuity and process automation issue to increase accuracy Software can help you track your evidence, ensure competency, define inspection methods and even notify you when things are overdue or simply out of operating limits. Continuous auditing of this area of operations can provide you valuable leading indicators before a dreaded lagging indicator occurs he results of these audits will help you develop the needed quality assurance, procedures, processes and management of change process that will need to be intertwined into this area of operations.
- These procedures must have some components that these procedures. As covered in our previous SEMSINAR, there has to be a structure, style guide , consistency , review, approval process and management of change……..most of the problems happen and safety is jeopardized when the policies are not understood or a way to track that the policies were read and understood.
- You can use a configurable workflow engine to automate your mechanical integrity program must encompass all equipment and systems used to prevent or mitigate uncontrolled releases of hydrocarbons, toxic substances, or other materials that may cause environmental or safety consequences…
- Continuous third party audits is highly recommended. This will provide the most bang for your buck and give your personnel the increased competency required in these areas. I was talking one of the majors and they said, we have approximately 30-50K contractor resources at our premises and every time they’ve done contractor audits, they are about 70% out of compliance …so frequency of the audits and inspection
