Brian Castelli, Executive VP of Programs and Development at the Alliance to Save Energy presented at the Commonwealth of Virginia’s Energy and Sustainability Conference. In his presentation Generating Energy Through Efficiency, he discussed the many ways in which the Commonwealth of Virginia can harness the economic and environmental benefits of energy efficiency – for example, through utility programs, public benefit funds and state-administered appliance standards, to name a few areas. Looking at the big picture, Virginia’s actions today could help strengthen tomorrow’s national plan for energy efficiency.

States awaiting stimulus funds will be pleased to know that when it comes to funding energy efficiency programs, their dollars will go far. Drastically reduced energy consumption and immediate job growth are just some of the benefits that effective policies and programs can bring, particularly to the Appalachian region, which has the highest energy consumption in the country. Kateri Callahan presented these findings to the annual Charlotte Regional Partnership Investors Board in Charlotte, N.C., where already progressive energy efficiency policies and programs are taking root. Callahan also briefed the audience of investors and board members on the climate and energy bills moving through Congress.

Chris Curington Nicole Musgrave Abigail Stevens The university-community partnership is a mechanism through which a university recognizes its strategic role in shaping the health of the surrounding community. The Florida State University’s Department of Urban & Regional Planning Fall 2010 Studio examined Tallahassee conditions and national best practices to identify approaches to local redevelopment. The Ohio State University’s Campus Partners for Community Urban Redevelopment and the Chattanooga Downtown Riverfront programs will be presented as models of redevelopment processes. How local conditions influence adaptation of these examples of partnership as instruments for infill will be considered and the community benefits inherent in such organizations will be stressed.

This growth will continue to drain the cheap and easy water resources of the State. This session will provide an overview of how three local governments have completely redesigned their long range planning program to incorporate potable water issues into their comprehensive and current plans. The determination of demand, the single utility provider structure, and the costs of these infrastructure projects will be discussed. For local planners, the need and ability to implement long range plans through collaboration between the utility engineer and the planner will be stressed.

Leading experts in preservation and green building design will present case studies that show how energy efficient development and construction practices of the past can work together to increase the energy efficiency of existing homes and neighborhoods, without undermining their historic character. The session will feature a takeaway design tool for retrofitting historic areas with new green technologies.

Planning as a discipline pays inadequate attention to evaluating its success and failures. As a result, planning “successes” often get defined by others, usually as a lack of success. John Landis, Crossways Professor and Department Chair of City and Regional Planning at the University of Pennsylvania, will provide insight and case studies on planning success stories, as well as provide advice on how to institutionalize success into our efforts. Professor Landis teaches courses in urban economics, property development, land use planning, and green development, among others. His research interests span a variety of urban development topics including growth management, infill housing, and the geography of urban growth. Professor Landis is currently completing a National Science Foundation–funded project to model, forecast, and develop alternative spatial scenarios of U.S. population and employment patterns and their impacts on travel demand, habitat loss, and water use through 2050.

The panel presented their challenges, reviewed the methodology and application of their solutions and discussed lessons learned throughout the process.

Lundgren This session focused on the recent state and federal cases impacting daily activities of planners, focusing on “hot button” land uses which involve layers of local, state and federal regulations, and emphasizing the needs of local government planners in understanding the legal constraints on the treatment of certain land uses. Planners also learned best practices for addressing locally unwanted land uses (“LULUs”) such as “pain clinics”, halfway houses and rehabilitation centers and “big box” commercial uses that pose significant compatibility issues and challenges for local governments.

Yet transportation planners are increasingly concerned about the connection between parking supply/demand management and pricing strategies and congestion management outcomes (e.g., delay reduction, capacity utilization, travel time reliability, transit performance, and green-house gas emissions). With Miami and Ft. Lauderdale as case studies, this session explored the best practices in parking supply, demand, pricing, and land development regulation to understand options available to planners to manage congestion, increase parking revenues and facilitate multimodal transportation planning.

Since then, new policies at the state and local level, changes in the availability of capital both for development and conservation, and demographic and economic trends have likely altered Florida’s future outlook. Is 2060 just delayed, or have development patterns changed forever? A panel of experts will discuss likely growth scenarios, define ways to capitalize on alternative development trends and present ideas on conservation, planning, financing, and approaches to development that can be successful in these economic times and the future.

The increase in vacant, abandoned, and foreclosed properties has deteriorated neighborhoods, strained local governments, and stunted development. The first part of this session will explore the challenges facing shrinking cities and how creative planning concepts can foster regionalism and intergovernmental collaboration. The second part of this session will highlight systemic changes that can positively affect how communities plan, such as reforms to the property tax foreclosure, code enforcement, and mortgage foreclosure systems.

This shiftslow economic recovery and an anti-tax and anti-government resurgence. Planners will be facing an environment where infrastructure increasingly is provided by either private parties (think development agreements) or subsets of the jurisdiction who can afford it (think special assessments). Danny Lamb Frank Kalpakis Robert Cursey Alex Bell The Florida Department of Transportation, District Seven has developed a strategic plan for freight mobility in the Tampa Bay region to support economic development and capitalize on the new trade environment that includes the growth of the region as a distribution hub, the expansion of the Panama Canal, and the eventual opening of free trade with Cuba. The Strategic Freight Plan includes a policy framework to guide the identification of investment strategies and roadway design that support the primary corridor function and are compatible with the land uses and associated activities within travel corridors in the region.
