Lucknow: Police have arrested five persons who were
involved in a burglary in a lawyer’s house in Bajrang
Bihar Colony under Gudamba police station area
here. Prachi Singh, Additional Deputy Commissioner
of Police (North), identified the arrested criminals as
Omkar Singh, Makhan Singh, Bhola Singh, Dinesh
and Ramu. The police have recovered the jewellery,
cash and other valuables that they looted from lawyer
Sanjeev Shukla’s house after keeping captive his
mother Shushma and wife Sarita.

form — e-Pension por-
tal — to ensure a trans-
parent, hassle-free dis-
bursement of pension
to the retired govern-
ment employees on the
occasion of Labour
Day on Sunday.
“Labour Day marks
the hard work and con-
tribution of each work-
er towards the growth
of the state. The e-Pen-
sion portal will end the
struggles for those re-
ceiving pensions and
will make the process
transparent, paperless,
contactless and cash-
less,” he said.
Taking note of com-
plaints and grievances
of the state government
employees who super-
annuate from services,
the portal will track the
status of their applica-
tions (PPO) and will
ease the living of lakhs
of people who will ben-
efit from it.
“Through technolo-
gy, Uttar Pradesh in last
five years has brought
revolutionary changes
in the lives of its 25
crore people. The gov-
ernment is making con-
sistent efforts to intro-
duce technology in eve-
ry field,” said the CM

Raj Bhavan on Sunday.
Addressing the work-
ers, Governor Anandi-
ben Patel said that
workers are an integral
part of society and they
are not workers but ar-
tisans.
“The skill with which
workers carry out their
work was not achieved
through education in
schools but passed from
generation to genera-
tion,” she said, adding
that such camps should
be organised frequently
for workers so that they
could get benefits of
government’s schemes.
Speaking about the
health camp organised
in the event, she said
that workers found to be
unwellinthetestshould
be kept under observa-
tion till they recover
and arrangements for
medicine should be
made for them.
In the ceremony, the
Governor gave bicycles
to 13 children who
passed classes 9th,
10th, 11th and 12th un-
der Sant Ravidas Edu-
cation Assistance
Scheme and Cycle As-
sistance Scheme. Two
children who passed
Class 12 were given a
cheque of Rs 6,000 un-
der PM’s Swanidhi Yo-
jana. Also, one sari
each, specially brought
from Gujarat, was dis-
tributed to every work-
er’s family during the
ceremony.

Working on the
guidelines provided by
the Union govern-
ment, the state Fi-
nance Department has
created the portal
which will have the op-
tion of tracking the
status of employees
who attain the age of
59.5 years, it will bene-
fit around 11.5 lakh
pensioners in the
state.
This system has been
implemented for the
state government em-
ployees and soon, other
departments will also
join the process which
will benefit lakhs of
people and no one will
have to wander for pen-
sion, said the chief
minister Yogi Aditya-
nath.
Listing the efforts of
the government to-
wards providing social
and economic security
to the labourers, Yogi
highlighted that every
worker whether mi-
grant or resident, has
been provided an in-
surance cover of Rs 2
lakh and health insur-
ance cover of Rs 5
lakh.
In addition, to pro-
vide proper education
to the children of the
labourers who keep mi-
grating for work, the
government has also
made arrangements for
‘Atal residential
schools’.

appropriate to buy ani-
mal feed now. It is ex-
pected to speed up the
process of formation of
milk committees,” CM
Yogi said.
UP government re-
cently announced that
it’s mulling setting up
“cow sanctuaries” for
abandoned cattle in 30
districts.
On the power crisis,
the chief minister said
the situation was nor-
mal at present and as-
serted that uninter-
rupted power supply
should be ensured as
per the roster. “I had a
positive conversation
with the home minis-
ter, energy minister
and the railway minis-
ter regarding power
supply during my visit
to Delhi. The ministers
assured full coopera-
tion.
“The railways is go-
ing to give us addition-
al rakes to transport
coal, additional elec-
tricity will also be re-
ceived from the Cen-
tre.” he said. He ob-
served that not a single
consumer should get
‘wrong’ electricity bill,
and everyone should
get the bill on time.

said that for the power
supply to continue, it is
necessary to receive
payments of bills. He
said it is the responsi-
bility of every consum-
er who consumes elec-
tricity to pay their dues
on time.

Dehradun: The presence of king crow butterfly, an un-
common species, has been recorded for the first time in
U’khand, officials said on Sunday. The discovery assumes
significance as it is an attractive new addition to the existing
list of 450 butterfly species found in UP, they said. The
research wing of forest department recorded its presence
at Nainital’s Bhujia Ghat area, CCF (research) Sanjeev
Chaturvedi said. The discovery also assumes importance
because it marks the western most recording of the un-
common species after Katrania Ghat Sanctuary, he said.

Barabanki: The police ar-
rested a man for allegedly
killing his elder brother
with a cleaver following
a dispute over cutting
a tree, the police said
Sunday. ASP Poornendu
Singh said, “The incident
took place at Hussainpur
village when Naimilal tried
to stop his younger broth-
er Rajendra from cutting
down a tree near their
house. “The argument
escalated and Rajendra
attacked Naimilal with a
cleaver,” the officer said.
The injured brother was
rushed to the hospital
where he succumbed to
the injuries, police said.

Lucknow: A family in
Chandauli has claimed
that one of their daugh-
ters died allegedly after
being assaulted by po-
licemen.
NDTV reported the
police as saying that
they had gone to exe-
cute a non-bailable
warrant against a trad-
er accused of illegal
sand mining and left as
the accused was not
home. The family has
alleged that the daugh-
ters of the accused
were severely assaulted
by policemen.
“Hamari badi behen
ka hatya kar diye hai
police waale (Our elder
sister has been mur-
dered by policemen),” a
man can be heard in a
video of the incident.
When asked who hit
her, the other woman in
the video is heard say-
ing “police”. Probed if
her sister too was beat-
en up by police, the
woman, who appears in
severe pain, says “haan
(Yes)”. Two policemen
were injured in the in-
cident as angry villag-
ers chased them away.
The injured policemen
are now in hospital.
“An inquiry has been
ordered. And if a po-
liceman is found guilty,
strict action will be tak-
en. Prima facie it ap-
pears that the death is
due to other reasons.
We are awaiting the
post-mortem report,”
said Ankur Agarwal,
Superintendent of Po-
lice, Chandauli.

Lucknow (PTI):
Nearly 54,000 unautho-
rised loudspeakers
were removed from re-
ligious places and the
volume of over 60,000
was set to permissible
limits across UP fol-
lowing a government
order, a senior police
official said on Sunday
.
A statewide drive
undertaken to remove
unauthorised loud-
speakers from reli-
gious places and set
the volume of others
within permissible
limits from April 25.
Under this exercise,
a total of 53,942 loud-
speakers were re-
moved and volume of
60,295 loudspeakers
was set within permis-
sible limits till Sunday
morning, ADG (Law
and Order) Prashant
Kumar said.
The drive will con-
tinue in the coming
days, confirmed a se-
nior home department
official.
The ADGP said that
the loudspeakers are
being removed from
all religious places
without any discrimi-
nation.
Explaining further
about the action, Ku-
mar said, “The loud-
speakers which are
being removed are un-
authorised.”

Loudspeakers placed without taking due per-
mission from the district administration or the
ones which are placed in excess of the permitted
numbers are categorised as unauthorised, ADG
Kumar said. He said, “Orders of the HC regarding
loudspeakers are also being considered.” As per
the said 2017 order, the HC had asked the UP
government if loudspeakers at religious and public
places were installed after taking permission in
writing from authorities referring to the Noise
Pollution (Regulation and Control) rules 2000.

the marriage nor did he
send money which an-
gered the woman. Her
in-laws were also al-
legedly stopping her to
go to her parents’ place,
they said.
On Sunday morning,
she went out of the
house along with her
children. When they did
not return after a long
time, people started
searching for them and
found their bodies on
the railway track out-
side the village, police
said.

into a local food
market in La-
gos, the Nigeri-
an commercial capital, to
buy a week’s worth of ba-
sic food items. In less than
15 minutes, you would find
that you’ve spent at least
10,000 Naira (or US$24 at
the official exchange rate
of US$1 = 416 Naira).
This may seem minus-
cule to privileged house-
holds but such expenditure
is a heavy burden on Nige-
ria’s 62 million workers.
The majority of Nigeri-
an workers have to make
do with a monthly mini-
mum wage of 30,000 Naira
(US$72). Only 17 percent of
Nigerian workers hold
jobs that pay enough to get
them out of poverty. Soar-
ing food prices are the ma-
jor cause. Nigeria’s infla-
tion rate was 15.9 percent
in March, 2022, and food
prices rose by 17.2%,
among highest in Africa.
The war in Ukraine has
added further upward pres-
sure on commodity and
fuel prices. This will cause
overall inflation and food
prices to continue to in-
crease well into 2023, a
pointer that workers are in
for a very rough ride dur-
ing next several months.
Coping strategies
To maintain a decent level
of food consumption and
avoid becoming one of the
5 million Nigerians that
face hunger, households
are reducing expenditures
on essential services like
health, electricity, and
transportation. It has be-
come customary for house-
holds to switch off electric-
ity at night to reduce en-
ergy bills. Many now post-
pone or avoid unessential
travels.
Lessons from India
Food shortages were so se-
vere in the 1950s and 1960s
that India became known
as the “begging-bowl” na-
tion. Today, India is not
only self-sufficient in food,
but food is widely afforda-
ble. It has become a net ex-
porter of food. It turned
the situation around
through Green Revolution
initiated by PM Jawaharlal
Nehru in 1960s. India’s
land reform placed a ceil-
ing of 25 acres on land
ownership per household.
Absentee landowners with
surplus land were forced to
relinquish portions of
their land for redistribu-
tion to landless farmers.
Small-scale farming
The Indian case has shown
that the key to food secu-
rity lies with small pro-
ducers, as opposed to Nige-
ria’s focus on large-scale
agricultural projects that
either produce cash crops
or turn out to be white el-
ephants.

et us start by asking our-
selves: What is govern-
ance? How is it different
from administration and
management? What is the
role of political mentors,
and what should be the
idealinterfacebetweenthe
elected and selected lead-
ers? Are there any globally
accepted benchmarks for
governance? And if there
are, does an institutional
mechanismexisttoenforce
them,oratleastnudgegov-
ernments towards it.
Traditionally the word
governance has been used
to refer to ‘the affairs of
the state, and the ecosys-
tem of political economy
which envelops the state’.
Of course, these days,
large corporates have
started talking about ‘cor-
porate governance’ to dis-
tinguish themselves from
management decisions
that are taken by individu-
alunitsorfirmsinthecon-
glomerate. It is placed on a
pedestal higher than man-
agement. Therefore in the
context of civil services
and good governance – the
theme for today- we will
examine what is it that the
state and its associated
agencies do that impact
everyone living within the
‘latitudes and longitudes’
which comprise the terri-
tory of the state. It is gen-
erally accepted that a state
exists ‘to provide external
security, internal order,
justice as per established
canon, general welfare
and freedom’. Of course,
each one of these concepts
is evolving. External secu-
rity today means and in-
cludes the exclusive eco-
nomic zone, and in many
cases – control over ship-
ping lanes that are critical
to trade and energy secu-
rity – as for example the
Straits of Malacca. In fact,
today external and inter-
nal order are clubbed to-
gether as National securi-
ty
. Even though justice is
an essential function of
the state – it is functionally
independent of the execu-
tive. With regard to gener-
al welfare and freedom, all
the countries which are
part of the UN system
have accepted SDGs and
the UDHR as ideals to be
achieved. In India, not just
the Union government,
but states and districts are
also drawing up their ac-
tion plans for SDGs.
In this context, we need
to understand that govern-
ance is about the overall
architecture in which the
state performs its func-
tions, the administration
is about plans, policies,
budgets, goals, and objec-
tives – especially in the
context of public systems
while management is
about maximising effi-
ciency in use of resources.
All three are important –
and play a complimentary
role, and in a three-decade
professional trajectory of
a civil servant, she will be
involved in all three – she
will manage programmes
and projects, administer
districts and corporations
and assist the political
leadership in laying down
the framework for govern-
ance. Political mentorship
is of prime importance,
because certain decisions
- say for example the aboli-
tion of Article 370, and the
introduction of reserva-
tionexclusivelyonincome
criterion can be done only
by the political leadership.
A CIVILIZATIONAL
PERSPECTIVE ON
THE STATE
A recent book that I re-
ceived for review from
Cornell ‘Strategies for
Governing’ by A Roberts
-lists a typology of thirty-
one kinds of states – these
include among others, Ad-
ministrative states, City-
states, Civilizational
states, Empires, Garrison
states, Deep states, Nation
states, Multinational
states, Democracies as
well as Fragile/failed
states. Within South Asia,
we have India as a civiliza-
tional state, Pakistan as a
garrisonstate,Bangladesh
as a successful nation
state, the Af- Pak region
along the Durand line and
most of Afghanistan and
Myanmar as fragile or
failed states, Sri Lanka as
a ‘flailing’ state as it can-
not meet its sovereign
commitments. Let me
mention here that the real
tragedy of state failures is
their impact on the re-
source poor, the vulnera-
ble, women and children.
Let me also make the
point that while free, fair
and transparent elections
are the necessary first con-
dition for a Democratic
state, the Rule of Law, ad-
herence to Constitutional
norms as well as a vibrant
civil society and independ-
ent media are equally im-
portant. States must exer-
cise power for the greatest
good of the largest num-
bers – retention of power
for the sake of power can-
not be an end in itself.
This is what brings us to
the civilizational perspec-
tives on state – and I will
talk about the Confucian
state in China, the Raj
Dharma discussed in the
Shanti Parv, the state of
Medina and about the Eu-
ropean city state -which
later morphed into a na-
tion state but retained
Machiavelli’s Prince as
the seminal text.
In the Confucian state,
which in many ways has
been inherited by the CPC,
the state is at the centre of
the social system – every
institution, including
those dealing with the arts
and literature - is subordi-
natetothestate.Of course,
the assumption is that
good government will
bring order, peace, pros-
perity and abundance – in
agriculture, trade as well
aspopulation.Butthestate
expected complete compli-
ance, and any deviation
from the norm, was, and is
brought down by an iron
hand. The state was sali-
ent, but it was also amoral.
The state of Medina is
often referred to as the
‘ideal political establish-
ment’ in Islam. Demagog-
ic leaders in Muslim ma-
jority states – including
Zulfikar Bhutto and Im-
ran Khan often harked
upon it. Its characteris-
tic ethos is religion –
which unites in itself
both the spiritual and
temporal aspects of life
and seeks to regulate not
only the individual’s rela-
tionship to God but hu-
man relationships in a
social setting as well.
However, the state of
Medina makes a clear dis-
tinction between ummah
(believers) and non- be-
lievers and prescribes dif-
ferent rates of taxation.

president Sonia Gandhi
has formed six commit-
tees. She and the coordi-
nators of these commit-
tees may know exactly
what these committees
are supposed to do, how-
ever, what was said in
the Congress’ press con-
ference and the news
carried out by national
media, does not shed
light on the roles of
these committees. It is
being said that these six
committeeswillprepare
a strategy for the gener-
al elections of 2024. But
the question is, what
will be the strategy for
2024 from now on? In the
matter of farmers and
agricultureorintheeco-
nomic matter, Congress
is yet to formulate a
strategy
, on the basis of
which it has to contest
the next general elec-
tion? However, electoral
strategy is a totally dif-
ferent thing, which six
committees cannot
make separately
. Sec-
ondly
, the election strat-
egy is made on the basis
of various types of data
related to elections.
Therefore, it does not
seem that these six com-
mittees will formulate a
strategy for the elec-
tion. Their work is to
prepare the agenda for
the Nav Sankalp Chin-
tan Shivir to be held in
Udaipur, Rajasthan
from May 13 to 15. In
this sense, it can be said
that this is not a new
thing. Such committees
are formed every time
before Congress’ Chin-
tan Shivir or before its
general session and re-
ports are sought from
them. That report is put
up for discussion in the
session and then it is ac-
cepted.
Such Congress com-
mittees had given their
reports even when the
last session of the Con-
gress was held at the In-
dira Gandhi Stadium in
Delhi. Interestingly,
even then Bhupinder
Singh Hooda was the
chairman of the com-
mittee on farmers and
agriculture and this
time also he has been
giventhisresponsibility
.
He prepared his report
from his personal expe-
rience and after talking
to several agricultural
experts. In this, many
suggestions were given
from increasing the
minimum support price
of crops to increasing
the scope of MSP
.
However, these com-
mittees are not entirely
useless and have some
use as well. Through
these, the Congress high
command has given a
message to the party
workers that the party
leadership is doing
something. Secondly
, by
givingplacetomanydis-
gruntled leaders of the
party, a message has
beengiventhattheparty
is working after taking
everyone’s opinion.
Keep in mind that the
leaders of the G-23 had
pointed out the need for
collective leadership.
Therefore the leaders of
that group have also
been included in these
committees. Bhupinder
Singh Hooda and Mukul
Wasnik have been made
the conveners of two
committees. Apart from
them, Ghulam Nabi
Azad, Manish Tewari,
Akhilesh Prasad Singh
etc. have been made
members. In this sense,
it can be said that this is
a political stunt, which
has no special meaning.

Uniform Civil Code
(UCC) in the country,
saying no Muslim wom-
an wants her husband
to have three wives.
Sarma in New Delhi

ister Pushkar Singh
Dhami, who recently
said his BJP govern-
ment would prepare
the draft of a UCC to be
implemented in the
northern state.
The Assam chief
minister said all Mus-
lims whom he has met
wanted the UCC.
“No Muslim woman
wants her husband to
have three wives. No
one wants this. You
can ask any Muslim
woman. No one would
tell you that her hus-
band should marry
three women. Who
wants this,” he said on
Saturday.
He said if Muslim
women and mothers
have to be given hon-
our in the society, after
the Triple Talaq (law),
the UCC has to be put
in place.
“I am a Hindu and I
have the UCC. For my
sister and daughter, I
have the UCC. If I have
UCC for my daughter,
then Muslim daughters
must have that protec-
tion,” he said.

Rampurhat (PTI): A
woman, who suffered
burn injuries in the
Rampurhat massacre
in West Bengal’s Birb-
hum district in March,
died on Sunday morn-
ing while undergoing
treatment, police said.
With this, 10 people
have died of burn inju-
ries after their houses
in Bogtui village were
allegedly firebombed
following the murder of
local TMC leader Bhadu
Sheikh.
The woman was ad-
mitted to the hospital
with 27 per cent burn
injuries, a police officer
told media.
“She was discharged
after her condition im-
proved. But, she was
again admitted to the
Rampurhat Medical
College and Hospital af-
ter her health condition
started deteriorating.
She died early Sunday
morning,” he said.
The CBI took over the
investigation of the in-
cident, which happened
on March 20, from the
state police on the direc-

Panda said the surge
has been observed at dis-
trict levels, hence it can-

“Some surges have

levels. This is a called a
blip... Blips are confined
to certain geographical

While arguing why
this is not the indication
of a fourth wave, Panda
gave four reasons in fa-

all, the surge has been
found at some local lev-

testing ratio.

verely inured. A police

Hardoi (PTI): Two minor brothers were killed and at
least 10 other people injured after an autorickshaw
collided with a speeding car here, police said. The
injured were rushed to a hospital, they said. Additional
Superintendent of Police Anil Yadav said, “The accident
took place near Kudari village on Bangarmau road on
Saturday. The autorickshaw and the car fell off the
road after the collision.” “Two brothers Arun (11) and
Varun (6), who were in the autorickshaw, were killed
while their four family members and the auto driver
sustained injuries. Five people in the car including the
driver were also injured,” he said. The condition of two
of the injured remains critical, Yadav said.

Baghpat (PTI): Two people, including a police home
guard, were killed on Sunday when a speeding truck hit
a camel cart and a motorcycle on the Delhi-Saharanpur
highway in Baghpat district of Uttar Pradesh, police said.
The deceased were identified as home guard Amit Kumar
(40) and Sajid (35). Kumar was riding the motorcycle and
Sajid was on the camel cart. The truck driver was injured
in the accident in the Badaut area and has been admitted
to a community health centre, the police said.

Ghaziabad (PTI): A
court in Ghaziabad on
Saturday sentenced a
man to six years of rig-
orous imprisonment for
kidnapping a girl eight
years ago. Special POC-
SO court judge Peeyush
Tiwari also imposed a
fine of Rs 20,000 on the
convict Ramesh, said
special public prosecu-
tor Sanjiv Bakharva. He
said that Ramesh had in
November 2014 given
the girl a drink laced
with sedatives and kid-
napped her. Ramesh
kept the girl at his place
for three days and then
left the minor at her res-
idence, the special pub-
lic prosecutor said.
Based on a complaint by
the girl’s mother an FIR
was lodged at the Sihani
Gate police station
against Ramesh under
the relevant sections of
the IPC and the POCSO
Act. During the probe,
IPC section 376 (punish-
ment for rape) was also
added. After listening to
the final arguments of
the defence counsel, the
court on Saturday
waived section 376 of
the IPC, Bakharva said.
The imprisonment has
been awarded under
section 363 of IPC (pun-
ishment for kidnap-
ping) and POCSO Act,
Bakharva said, adding
that from the fined
amount, Rs 15,000 will
be paid to the girl.

BATHING IN GANGA
Mirzapur (PTI): Two siblings drowned while bath-
ing in the Ganga river in Uttar Pradesh’s Mirzapur
district on Sunday, police said. The incident took
place at Parashuram Ghat around 9 am, they
said. Rishi Tiwari (17) and his sister Khushi (13)
drowned after they slipped into deep water while
bathing in the Ganga. Four others who jumped
into the river to save the siblings also started
drowning but were saved by people present at
the spot, Assistant Superintendent of Police
Sanjay Verma said. The victims’ family had come

After poor show in state polls and plethora of internal
resentments, party now going back to the drawing board

jwadi Party
, which has
triedtobalancethecaste
equations in its favour
by using alliances with
smaller parties, could
not get the expected re-
sults in the UP assembly
polls. With this disap-
pointing defeat, the SP is
also facing the challeng-
es of resentment and re-
bellion from within its
camp, to overcome these
adverseandcomplicated
situations, the Akh-
ilesh-led party is now
preparing to restructure
its organisation.
Notably
, in the year
2017, the SP got around
21.82 per cent votes.
Whereas in 2022 its vote
share increased by over
10 per cent. 125 seats
were won with 32 per-
centvoteshare, of which
14 seats belong to the al-
lies. Despite this, its
strategy to form the gov-
ernment failed.
The party’s troubles
are not limited to the as-
sembly
, but Akhilesh’s
party also suffered a hu-
miliating defeat in the
recently concluded elec-
tions on three dozen
seatsof thelocalauthor-
ities’ constituencies. As
a result, SP is now on the
verge of losing the post
of Leader of Opposition
in the Legislative Coun-
cil. To overcome these
situations,SPstrategists
have started implement-
ing new plans.
In compliance with
these plans, through the
district chiefs of the par-
ty a detailed report was
summoned about the
reasons for the defeat.
Information has also
been sought about the
active members who
supported the party in
the election and the SP
office bearers who bene-
fited the opposition by
negatingthepartydirec-
tives.Afteranalysingthe
region wise reports col-
lected for all 403 assem-
bly seats, the conclu-
sions drawn have been
compiled and sent to the
top office bearers.
According to a highly
placedsourceof SP
, now
district heads will not be
nominated on the old
pattern. Before giving
the responsibility of the
district, the leadership
capacity of the con-
cerned person will be
assessed.
Onlyasociallyandpo-
litically active person
will be given the com-
mandof thedistrict.The
chiefsof theparty’sfron-
tal organisations will
also be decided on the
basis of merit.
Noida(PTI): A private
university student was
killed after an uniden-
tified vehicle hit him at
a crossroad in Greater
Noida, while a man was
run over by a car fol-
lowing a fight with its
occupants in a case of
road rage, the police
said Sunday.
The student along
with his friends was at
a roundabout in Great-
er Noida’s Beta 2 police
station area when the
unidentified speeding
vehicle hit them late
Saturday night, the
officials said.
They were students
of Galgotias University
and lived in rented ac-
commodation and were
returning to their place
around 11.30 PM when
the incident took place.
One of the students,
Ayush (23), died, while
four others were hospi-
talised with injuries, a
police official said.
The families of the
students have been in-
formed and further le-
gal proceedings are un-
derway, the official
said, adding efforts are
on to trace the vehicle
and arrest the person
involved.
In the other incident,
four persons were ar-
rested Sunday after
they allegedly ran their
car over a private firm
employee near the Ma-
hamaya Flyover in Noi-
da around 1.30 AM in a
suspected case of road
rage, the police said.
ACP (Noida) Ankita
Sharma said the vic-
tim, Diwakar Motwani,
suffered severe inju-
ries and has been hos-
pitalised.
There was an argu-
ment between both the
sides after cars appar-
ently brushed against
each other. The argu-
ment escalated into a
fistfight. The other side
then hit the person
(Motwani) with their
car at a very fast speed,
Sharma said.
The person driving
the car has been identi-
fied as Navin Awana.
He and his three other
friends Surya Bhatia,
Abhinav Sehgal, and
Nitish Gupta -- have
been arrested, the of-
ficer said.
Motwani is in a seri-
ous condition in the
hospital. A video of the
incident has also sur-
faced on social media,
taking note of which

307 (murder attempt)
of the IPC in the case,
Sharma said.

continues, one man is
seen capturing the
events on his phone.
Then, there is a flash
of the camera and the
alleged staff members
corner the man with

He responds by
pushing one of them
and the first blow lands
on his head. What fol-
lows is a fight between
the two sides as others
join in.
The video shows the
alleged staff members
grabbing a man by his
clothes and pushing
him to the ground
while thrashing him. It
is, however, not clear if
the man is Brijesh as
the fight moves away
from the camera.
While eight employ-
ees of the bar have
been arrested, a repre-
sentative of the owner
has claimed that those
involved in the fight
did not work with
them. One of the ac-
cused is on the run.
Police have said
Brijesh went to the res-
to-bar with his friends
for a party. They were
billed around ₹ 7,400
and they objected to
being overcharged.
That led to the argu-
ment that escalated
into a fight, they have
said.

Ahead of the Char
Dham Yatra, which is
set to begin on May 3,
the Uttarakhand gov-
ernmenthasfixedthe
daily limit on the
number of pilgrims.
As many as 15,000
pilgrims will be al-
lowed daily at Badri-
nath, 12,000 at Kedar-
nath, 7,000 at Gan-
gotri and 4,000 at Ya-
munotri. This ar-
rangement has been
made for 45 days. It is
notmandatoryforthe
pilgrims to carry a
negative test report
or COVID-19 vaccina-
tion certificate this

case, police said on

The NSA has been

Ravindra Singh.
Police have so far ar-
rested over 52 people,
including three jour-
nalists, six school man-
agers and five school
principals, in connec-
tion with the leak of
Class 12 English ques-
tion paper on March 30.

The three journalists

ly despite low VAT rate
the state’s annual reve-
nue on petroleum prod-
ucts is the highest after
Maharashtra.
According to infor-
mationUPalsodoesnot
levy any additional tax
or cess on diesel and
petrol. The state
charges at a flat rate.
According to the UP
government’s notifica-
tion of November 2021
the rate of tax on petrol
is 19.36 per cent or ₹14.85
per litre, whichever is
greater. In case of die-
sel,thetaxratehasbeen
fixed at 17.08 per cent or
10.41 per litre, whichev-
er is more.
While other states
have refused to lower
VAT on petroleum
products the Yogi gov-
ernment lowered VAT
on fuel in November
last year, making them
cheaper by Rs₹12 per
litre in the state.
UP took the step after
the Centre slashed ex-
cisedutyonthetwopet-
ro products, urging
states to follow suit by
lowering VAT on both,
to give some relief to
consumers.
PM Modi, during a
meeting with the CM
last week said some
states had not yet re-
duced VAT on petrol
and diesel. He appealed
to them to do so in the
national interest.

of the Armed forces and
pay our regards to the fam-

national as Senior Manag-

close to 30,000 km covering
several borders and meet-
ing several families of the

z This seems to be your
first book, what got
you into writing?
Yes, indeed this is our first
book, basically always
wanted to get into the
Armed Forces however
couldn’t, in hindsight
wantedtodosomethingfor
the Armed Forces. We
were on one such ride
wherein we were meeting
families of the fallen ones,
as per our ride plan we
were meeting Capt Nay-
yar’s family
, however, we
got late due to extended
weekend traffic, we only
managed to reach his
home at about 12 in the
night and had some awe-
some dinner that night
during dinner we had a
conversation about Capt
Nayyar and what kind of
personality he possessed,
exactly after one month af-
ter the ride we called Mee-
na Nayyar Mam and said
that we want to write a
book on Capt Nayyar, her
mother agreed, at first we
read the letters of Capt
Nayyar which he wrote
from the war front. Gradu-
ally
, we had emotional
alignment with him and
his family and then this
bookcameintothepicture.
	
z Where were you dur-
ing Kargil? How far
back does your rela-
tionship with the fami-
ly (Capt Nayyar’s) go?
During Kargil War, I was
in 10th standard, as I be-
longed to an Army back-
ground and wanted to
jointheIndianArmythus
my inclination towards
Kargil War was very
strong, I was so attached
to the war that I used to
listen to all News Chan-
nels and recorded every-
thing in the tape-recorder
which I had during that
time there was this pro-
gram telecast in Doordar-
shan by the name of “50
days War-A tribute”, I
usedtorecordeverything.
	
z When did you decide
to write a book about
Capt Nayyar? Why af-
ter 23 years?
I along with Shivaditay
Modi decided to write a
book on Capt Nayyar dur-
ing one such ride dedi-
cated to fallen ones, the
exact date when we made
the decision was on No-
vember 2, 2017. As far as
23 years go, I proudly say
that I and Shivaditay
Modi are the chosen ones,
destiny has played an im-
portant role, never did we
think that we would write
anything of this stature.
Now I can proudly say
thatthebookwrittenwith
all passion has turned out
to be a Bestseller.
	
z A person born the
year Kargil happened
will turn 23 today.
What impact do you
think the story would
have on them?
The impact of the story is
very inspirational I must
say, principally the rea-
son I can vouch is that I
have been receiving com-
munication (Phone/text/
WhatsApp/email/mes-
senger) that they are in-
spired by the deeds of
Capt Nayyar. For a per-
son who is 23, might be
looking now into the pro-
fessional world, this book
will act as an inspiration.
	
z Who all have you spo-
ken to while research-
ing for the book? How
many officers/troops?
The research for the book
hasbeenextensive,wehave
interviewed all officers
(seniors/juniors/course
mates-NDA/IMA),notonly
officers we have also inter-
acted with all troops who
haveworkedalongsidehim
and those who have also
foughtalongsideCaptNay-
yar during the Kargil war.
We have reached several
people at different loca-
tions (Uri-Kashmir, Drass-
Kargil, Udaipur, Delhi
NCR). All in All more than
80-100 officers/troops were
being interviewed for the
bookmaking is extensive
research.
	
z Is anyone in your
family in defence? Did
you ever want to join?
Yes, my father, my grand-
father, my uncle, my
brother, my father-in-law
were from defence and I
always wanted to join the
Indian Army as stated
above however I couldn’t,
I have cleared written 4
times, all 4 times I was
screenedinhoweverinthe
conferenceIwasn’trecom-
mendedintheconference.
	
z How far back have
you dug into Capt Nay-
yar’s story in this
book?
I, Shivaditay Modi along
with the brother of Capt
Nayyar (Karan Nayyar)
has worked on the book
which comprises his life
since he was born and the
time till he laid down his
life. Every aspect of his
life including childhood/
schooling/training/Ops
in Kashmir to finally the
battle of Kargil is thor-
oughly covered.
	
z How did it feel coor-
dinating with the mar-
tyr’s mother?
It was an emotional out-
burst as it is very difficult
to speak to the mother of
a fallen soldier and that
toowhowasonly23years.
It isn’t easy for a mother
to narrate about her son
but the objective of writ-
ing about Capt Nayyar
and make people aware
of who exactly was Capt.
Nayyar kept us going.
	
z Did you visit the
places where the war
happened and Capt
Nayyar sacrifice him-
self? What does it look
like today? If you did,
what did you feel about
the place?
Yes, we made sure that we
visited Pimple Complex
in Drass of Kargil to un-
derstand the difficulties
our men in uniform faced
while advancing to the
peaks where Capt Nayyar
and his men fought val-
iantly and finally sacri-
ficed themselves. It was a
very emotional part of
the journey as till the
time you don’t visit the
Pimple complex or for
that matter of fact any
peak where the war was
fought, one can never feel
the complexity our men
faced while taking our
territory
, I can clearly say
that Kargil War is the
most war-mountain
fought is the modern-day
warfare.
	
z What’s your view of
the 17 Jat Regiment, if
you’ve ever visited
them? How do they re-
member Capt Nayyar?
17 JAT unit is a very
strong unit composed of
tough military people,
they have shown their
military prowess time
and again, their role in
the war was of high stat-
ure and received acco-
lades for their roles. I
have visited them sever-
al times (Uri-Kashmir,
Alwar), the visit primar-
ily included our interac-
tion with troops to un-
derstand Capt Nayyar in
detail. As far as remem-
bering Capt Nayyar, 17
JAT has Anuj hall which
is dedicated to Capt Anuj
Nayyar and his men.
The hall has Pakistani
soldiers’ diaries and am-
munition from the war-
time, in the unit there
are two busts of Capt
Anuj Nayyar, one at the
Anuj Hall and the other
one in the office area of
17 JAT. They have kept
each and everything re-
lated to Capt Nayyar
stored carefully.

It is a valuable treatise on retaining power – power is regarded as an end in itself – not a means to an end. Here in Bharat, the Shanti Parva and Chanakya’s discourse in Artha Shastra tell us that a state exist to ensure Dharma (righteousness and the rule of law ) – one in which the Ruler is subordinate to Dharma , and not above it , Artha – the creation of wealth which is the foundation of both state and society , and Kama – the fulfilment of all the finer things of life – from a celebration of the arts to erotica and ecstasy. And there is no prudery or shame in celebrating love in all its manifestations et us start by asking our- selves: What is govern- ance? How is it different from administration and management? What is the role of political mentors, and what should be the idealinterfacebetweenthe elected and selected lead- ers? Are there any globally accepted benchmarks for governance? And if there are, does an institutional mechanismexisttoenforce them,oratleastnudgegov- ernments towards it. Traditionally the word governance has been used to refer to ‘the affairs of the state, and the ecosys- tem of political economy which envelops the state’. Of course, these days, large corporates have started talking about ‘cor- porate governance’ to dis- tinguish themselves from management decisions that are taken by individu- alunitsorfirmsinthecon- glomerate. It is placed on a pedestal higher than man- agement. Therefore in the context of civil services and good governance – the theme for today- we will examine what is it that the state and its associated agencies do that impact everyone living within the ‘latitudes and longitudes’ which comprise the terri- tory of the state. It is gen- erally accepted that a state exists ‘to provide external security, internal order, justice as per established canon, general welfare and freedom’. Of course, each one of these concepts is evolving. External secu- rity today means and in- cludes the exclusive eco- nomic zone, and in many cases – control over ship- ping lanes that are critical to trade and energy secu- rity – as for example the Straits of Malacca. In fact, today external and inter- nal order are clubbed to- gether as National securi- ty . Even though justice is an essential function of the state – it is functionally independent of the execu- tive. With regard to gener- al welfare and freedom, all the countries which are part of the UN system have accepted SDGs and the UDHR as ideals to be achieved. In India, not just the Union government, but states and districts are also drawing up their ac- tion plans for SDGs. In this context, we need to understand that govern- ance is about the overall architecture in which the state performs its func- tions, the administration is about plans, policies, budgets, goals, and objec- tives – especially in the context of public systems while management is about maximising effi- ciency in use of resources. All three are important – and play a complimentary role, and in a three-decade professional trajectory of a civil servant, she will be involved in all three – she will manage programmes and projects, administer districts and corporations and assist the political leadership in laying down the framework for govern- ance. Political mentorship is of prime importance, because certain decisions - say for example the aboli- tion of Article 370, and the introduction of reserva- tionexclusivelyonincome criterion can be done only by the political leadership. A CIVILIZATIONAL PERSPECTIVE ON THE STATE A recent book that I re- ceived for review from Cornell ‘Strategies for Governing’ by A Roberts -lists a typology of thirty- one kinds of states – these include among others, Ad- ministrative states, City- states, Civilizational states, Empires, Garrison states, Deep states, Nation states, Multinational states, Democracies as well as Fragile/failed states. Within South Asia, we have India as a civiliza- tional state, Pakistan as a garrisonstate,Bangladesh as a successful nation state, the Af- Pak region along the Durand line and most of Afghanistan and Myanmar as fragile or failed states, Sri Lanka as a ‘flailing’ state as it can- not meet its sovereign commitments. Let me mention here that the real tragedy of state failures is their impact on the re- source poor, the vulnera- ble, women and children. Let me also make the point that while free, fair and transparent elections are the necessary first con- dition for a Democratic state, the Rule of Law, ad- herence to Constitutional norms as well as a vibrant civil society and independ- ent media are equally im- portant. States must exer- cise power for the greatest good of the largest num- bers – retention of power for the sake of power can- not be an end in itself. This is what brings us to the civilizational perspec- tives on state – and I will talk about the Confucian state in China, the Raj Dharma discussed in the Shanti Parv, the state of Medina and about the Eu- ropean city state -which later morphed into a na- tion state but retained Machiavelli’s Prince as the seminal text. In the Confucian state, which in many ways has been inherited by the CPC, the state is at the centre of the social system – every institution, including those dealing with the arts and literature - is subordi- natetothestate.Of course, the assumption is that good government will bring order, peace, pros- perity and abundance – in agriculture, trade as well aspopulation.Butthestate expected complete compli- ance, and any deviation from the norm, was, and is brought down by an iron hand. The state was sali- ent, but it was also amoral. The state of Medina is often referred to as the ‘ideal political establish- ment’ in Islam. Demagog- ic leaders in Muslim ma- jority states – including Zulfikar Bhutto and Im- ran Khan often harked upon it. Its characteris- tic ethos is religion – which unites in itself both the spiritual and temporal aspects of life and seeks to regulate not only the individual’s rela- tionship to God but hu- man relationships in a social setting as well. However, the state of Medina makes a clear dis- tinction between ummah (believers) and non- be- lievers and prescribes dif- ferent rates of taxation. She and the coordi- nators of these commit- tees may know exactly what these committees are supposed to do, how- ever, what was said in the Congress’ press con- ference and the news carried out by national media, does not shed light on the roles of these committees. It is being said that these six committeeswillprepare a strategy for the gener- al elections of 2024. But the question is, what will be the strategy for 2024 from now on? In the matter of farmers and agricultureorintheeco- nomic matter, Congress is yet to formulate a strategy , on the basis of which it has to contest the next general elec- tion? However, electoral strategy is a totally dif- ferent thing, which six committees cannot make separately . Sec- ondly , the election strat- egy is made on the basis of various types of data related to elections. Therefore, it does not seem that these six com- mittees will formulate a strategy for the elec- tion. Their work is to prepare the agenda for the Nav Sankalp Chin- tan Shivir to be held in Udaipur, Rajasthan from May 13 to 15. In this sense, it can be said that this is not a new thing. Such committees are formed every time before Congress’ Chin- tan Shivir or before its general session and re- ports are sought from them. That report is put up for discussion in the session and then it is ac- cepted. Such Congress com- mittees had given their reports even when the last session of the Con- gress was held at the In- dira Gandhi Stadium in Delhi. Interestingly, even then Bhupinder Singh Hooda was the chairman of the com- mittee on farmers and agriculture and this time also he has been giventhisresponsibility . He prepared his report from his personal expe- rience and after talking to several agricultural experts. In this, many suggestions were given from increasing the minimum support price of crops to increasing the scope of MSP . However, these com- mittees are not entirely useless and have some use as well. Through these, the Congress high command has given a message to the party workers that the party leadership is doing something. Secondly , by givingplacetomanydis- gruntled leaders of the party, a message has beengiventhattheparty is working after taking everyone’s opinion. Keep in mind that the leaders of the G-23 had pointed out the need for collective leadership. Therefore the leaders of that group have also been included in these committees. Bhupinder Singh Hooda and Mukul Wasnik have been made the conveners of two committees. Apart from them, Ghulam Nabi Azad, Manish Tewari, Akhilesh Prasad Singh etc. have been made members. In this sense, it can be said that this is a political stunt, which has no special meaning. No one would tell you that her hus- band should marry three women. Who wants this,” he said on Saturday. He said if Muslim women and mothers have to be given hon- our in the society, after the Triple Talaq (law), the UCC has to be put in place. “I am a Hindu and I have the UCC. For my sister and daughter, I have the UCC. If I have UCC for my daughter, then Muslim daughters must have that protec- tion,” he said. His given deadline expires on May 2 before which he has to decide whether he is go- ing into active politics or not and if is will en- ter active politics, then from which platform will he do politics. Keep in mind that he has dis- tanced himself from the work of election man- agement. He has sepa- rated from his company I-Pac and has expressed his desire to enter active politics on his own. That’s why after the doors of Congress are closed, the question is, which way will he go? Will he form a sepa- rate party with disgrun- tled Congress leaders and try to make it into a real Congress? There have been attempts in the past to this effect and several meetings have been held at Kapil Sibal’s house to form ‘Sabki Congress’ or ‘Aapki Congress’ and there have been discus- sions about forming the Indian People’s Con- gress. So, one possibility is that after the Rajya Sabha elections, dis- gruntled Congress lead- ers form a separate party and Prashant Kishor joins it. But this party will have no politi- calcapital.PKwantedto join Congress because the party has an idea, political space and close to 12 crore votes. Another option for PK is that instead of forming a single party, he forms a third front against the BJP and the Congress, involving all his client parties and us- ingtheUnitedFrontand the National Front as was used in the past. Ni- tish Kumar could be the face in this experiment. Then another option with PK is to stick with the Trinamool Congress and prepare for the elec- tions by projecting Mamata Banerjee. On this, many big satraps who have left the Con- gress or will leave the Congress in the next few days can come together. The fourth option is to continue working for different parties as be- fore. Work with Arvind Kejriwal to YS Jagan Mohan Reddy, Mamata Banerjee, MK Stalin, Uddhav Thackeray, K Chandrasekhar Rao etc. and plan Lok Sabha elections. In such a situ- ation, after the election, he can ensure a big role for himselves. There may be other options, about which Prashant Kishor will reveal some- thing in the next two- four days. CONG QUESTIONS No 4th wave, only local surges so far, says ICMR New Delhi (Agencies): The current spike in the number of daily Cov- id-19 cases in India can- not be termed as the fourth wave of the pan- demic, Samiran Panda, Additional Director General of the Indian Council of Medical Re- search (ICMR), told me- dia on Sunday . NIA conducts searches in Assam in Maoist terror case Guwahati (Agencies): The National Investiga- tion Agency (NIA) on Sunday said that it had recently carried out raids at two locations in Kamrup district of As- sam in connection with the Maoist terror case. The case pertains to arrest of Maoist leader Arun Kumar Bhattacha- rjee alias Kanchan Da, a memberof CentralCom- mittee of CPI Maoist along with his associate AkashOrangaliasKajal, a member of Assam State Organising Com- mitteeof CPI(Maoist)by Assam Police from Pati- mara Tea Garden under Udarband PS of Cachar district on March 6. “The accused, along with their other associ- ates, were involved in spreading the network of CPI(Maoist)inAssam and North-East region,” the official said. The case was initially registered at Crime Branch Police Station, Guwahati, and later, the probe was taken over by the NIA on March 16. The injured were rushed to a hospital, they said. Additional Superintendent of Police Anil Yadav said, “The accident took place near Kudari village on Bangarmau road on Saturday. The autorickshaw and the car fell off the road after the collision.” “Two brothers Arun (11) and Varun (6), who were in the autorickshaw, were killed while their four family members and the auto driver sustained injuries. Five people in the car including the driver were also injured,” he said. Baghpat (PTI): Two people, including a police home guard, were killed on Sunday when a speeding truck hit a camel cart and a motorcycle on the Delhi-Saharanpur highway in Baghpat district of Uttar Pradesh, police said. The deceased were identified as home guard Amit Kumar (40) and Sajid (35). Kumar was riding the motorcycle and Sajid was on the camel cart. Ghaziabad (PTI): A court in Ghaziabad on Saturday sentenced a man to six years of rig- orous imprisonment for kidnapping a girl eight years ago. Special POC- SO court judge Peeyush Tiwari also imposed a fine of Rs 20,000 on the convict Ramesh, said special public prosecu- tor Sanjiv Bakharva. He said that Ramesh had in November 2014 given the girl a drink laced with sedatives and kid- napped her. Ramesh kept the girl at his place for three days and then left the minor at her res- idence, the special pub- lic prosecutor said. Based on a complaint by the girl’s mother an FIR was lodged at the Sihani Gate police station against Ramesh under the relevant sections of the IPC and the POCSO Act. During the probe, IPC section 376 (punish- ment for rape) was also added. After listening to the final arguments of the defence counsel, the court on Saturday waived section 376 of the IPC, Bakharva said. The imprisonment has been awarded under section 363 of IPC (pun- ishment for kidnap- ping) and POCSO Act, Bakharva said, adding that from the fined amount, Rs 15,000 will be paid to the girl. S h a h j a h a n p u r (PTI): A 30-year-old woman was allegedly raped by five men, who also recorded the act and made the video viral, police said on Sunday. The woman, in her com- plaint, alleged that on April 22, five men dragged her into a hut outside her house and took turns to rape her. The victims’ family had come to pay obeisance at the Ma Vindhyawasini temple from Jaunpur, he said. The bodies of Rishi and Khushi were later fished out of the river with the help of locals, the police said. Notably , in the year 2017, the SP got around 21.82 per cent votes. Noida(PTI): A private university student was killed after an uniden- tified vehicle hit him at a crossroad in Greater Noida, while a man was run over by a car fol- lowing a fight with its occupants in a case of road rage, the police said Sunday. The student along with his friends was at a roundabout in Great- er Noida’s Beta 2 police station area when the unidentified speeding vehicle hit them late Saturday night, the officials said. They were students of Galgotias University and lived in rented ac- commodation and were returning to their place around 11.30 PM when the incident took place. One of the students, Ayush (23), died, while four others were hospi- talised with injuries, a police official said. The families of the students have been in- formed and further le- gal proceedings are un- derway, the official said, adding efforts are on to trace the vehicle and arrest the person involved. In the other incident, four persons were ar- rested Sunday after they allegedly ran their car over a private firm employee near the Ma- hamaya Flyover in Noi- da around 1.30 AM in a suspected case of road rage, the police said. ACP (Noida) Ankita Sharma said the vic- tim, Diwakar Motwani, suffered severe inju- ries and has been hos- pitalised. There was an argu- ment between both the sides after cars appar- ently brushed against each other. The argu- ment escalated into a fistfight. The other side then hit the person (Motwani) with their car at a very fast speed, Sharma said. The person driving the car has been identi- fied as Navin Awana. He and his three other friends Surya Bhatia, Abhinav Sehgal, and Nitish Gupta -- have been arrested, the of- ficer said. Motwani is in a seri- ous condition in the hospital. A video clip at the en- trance of the resto-bar at Noida’s Gardens Galleria mall shows some people having an argument. Some of the men are seen dressed in jackets and blazers of the same colour, in- dicating they are staff members. As the argument continues, one man is seen capturing the events on his phone. Then, there is a flash of the camera and the alleged staff members corner the man with the phone. He responds by pushing one of them and the first blow lands on his head. What fol- lows is a fight between the two sides as others join in. The video shows the alleged staff members grabbing a man by his clothes and pushing him to the ground while thrashing him. It is, however, not clear if the man is Brijesh as the fight moves away from the camera. While eight employ- ees of the bar have been arrested, a repre- sentative of the owner has claimed that those involved in the fight did not work with them. One of the ac- cused is on the run. Police have said Brijesh went to the res- to-bar with his friends for a party. They were billed around ₹ 7,400 and they objected to being overcharged. That led to the argu- ment that escalated into a fight, they have said. Dehradun (ANI): Ahead of the Char Dham Yatra, which is set to begin on May 3, the Uttarakhand gov- ernmenthasfixedthe daily limit on the number of pilgrims. As many as 15,000 pilgrims will be al- lowed daily at Badri- nath, 12,000 at Kedar- nath, 7,000 at Gan- gotri and 4,000 at Ya- munotri. This ar- rangement has been made for 45 days. While other states have refused to lower VAT on petroleum products the Yogi gov- ernment lowered VAT on fuel in November last year, making them cheaper by Rs₹12 per litre in the state. UP took the step after the Centre slashed ex- cisedutyonthetwopet- ro products, urging states to follow suit by lowering VAT on both, to give some relief to consumers. PM Modi, during a meeting with the CM last week said some states had not yet re- duced VAT on petrol and diesel. He appealed to them to do so in the national interest. City First in an exclu- sive interview with Him- mat Singh Shekhawat, who hails from Jaipur, talks about his journey and experiences so far. z Tell us about your life. You seem to be part of a bikers group that travels across the country visiting mar- tyrs’ families and dif- ferent units. Tell us about that too, please. I along with Shivaditay Modi formed this biking groupbythenameof Rash- triya Riders with the sole intention to say thank you totheservingmen/women of the Armed forces and pay our regards to the fam- iliesof thefallenones.Pro- fessionally we both are working, I am working for Make My Trip as Regional Head and Shivaditay Modi is working for Telus Inter- national as Senior Manag- er.Allinall,wehaveridden close to 30,000 km covering several borders and meet- ing several families of the fallen ones. z This seems to be your first book, what got you into writing? Yes, indeed this is our first book, basically always wanted to get into the Armed Forces however couldn’t, in hindsight wantedtodosomethingfor the Armed Forces. We were on one such ride wherein we were meeting families of the fallen ones, as per our ride plan we were meeting Capt Nay- yar’s family , however, we got late due to extended weekend traffic, we only managed to reach his home at about 12 in the night and had some awe- some dinner that night during dinner we had a conversation about Capt Nayyar and what kind of personality he possessed, exactly after one month af- ter the ride we called Mee- na Nayyar Mam and said that we want to write a book on Capt Nayyar, her mother agreed, at first we read the letters of Capt Nayyar which he wrote from the war front. Gradu- ally , we had emotional alignment with him and his family and then this bookcameintothepicture. z Where were you dur- ing Kargil? How far back does your rela- tionship with the fami- ly (Capt Nayyar’s) go? During Kargil War, I was in 10th standard, as I be- longed to an Army back- ground and wanted to jointheIndianArmythus my inclination towards Kargil War was very strong, I was so attached to the war that I used to listen to all News Chan- nels and recorded every- thing in the tape-recorder which I had during that time there was this pro- gram telecast in Doordar- shan by the name of “50 days War-A tribute”, I usedtorecordeverything. z When did you decide to write a book about Capt Nayyar? Why af- ter 23 years? I along with Shivaditay Modi decided to write a book on Capt Nayyar dur- ing one such ride dedi- cated to fallen ones, the exact date when we made the decision was on No- vember 2, 2017. As far as 23 years go, I proudly say that I and Shivaditay Modi are the chosen ones, destiny has played an im- portant role, never did we think that we would write anything of this stature. Now I can proudly say thatthebookwrittenwith all passion has turned out to be a Bestseller. z A person born the year Kargil happened will turn 23 today. What impact do you think the story would have on them? The impact of the story is very inspirational I must say, principally the rea- son I can vouch is that I have been receiving com- munication (Phone/text/ WhatsApp/email/mes- senger) that they are in- spired by the deeds of Capt Nayyar. For a per- son who is 23, might be looking now into the pro- fessional world, this book will act as an inspiration. z Who all have you spo- ken to while research- ing for the book? How many officers/troops? The research for the book hasbeenextensive,wehave interviewed all officers (seniors/juniors/course mates-NDA/IMA),notonly officers we have also inter- acted with all troops who haveworkedalongsidehim and those who have also foughtalongsideCaptNay- yar during the Kargil war. We have reached several people at different loca- tions (Uri-Kashmir, Drass- Kargil, Udaipur, Delhi NCR). All in All more than 80-100 officers/troops were being interviewed for the bookmaking is extensive research. z Is anyone in your family in defence? Did you ever want to join? Yes, my father, my grand- father, my uncle, my brother, my father-in-law were from defence and I always wanted to join the Indian Army as stated above however I couldn’t, I have cleared written 4 times, all 4 times I was screenedinhoweverinthe conferenceIwasn’trecom- mendedintheconference. z How far back have you dug into Capt Nay- yar’s story in this book? I, Shivaditay Modi along with the brother of Capt Nayyar (Karan Nayyar) has worked on the book which comprises his life since he was born and the time till he laid down his life. Every aspect of his life including childhood/ schooling/training/Ops in Kashmir to finally the battle of Kargil is thor- oughly covered. z How did it feel coor- dinating with the mar- tyr’s mother? It was an emotional out- burst as it is very difficult to speak to the mother of a fallen soldier and that toowhowasonly23years. It isn’t easy for a mother to narrate about her son but the objective of writ- ing about Capt Nayyar and make people aware of who exactly was Capt. Nayyar kept us going. z Did you visit the places where the war happened and Capt Nayyar sacrifice him- self? What does it look like today? If you did, what did you feel about the place? Yes, we made sure that we visited Pimple Complex in Drass of Kargil to un- derstand the difficulties our men in uniform faced while advancing to the peaks where Capt Nayyar and his men fought val- iantly and finally sacri- ficed themselves. It was a very emotional part of the journey as till the time you don’t visit the Pimple complex or for that matter of fact any peak where the war was fought, one can never feel the complexity our men faced while taking our territory , I can clearly say that Kargil War is the most war-mountain fought is the modern-day warfare. z What’s your view of the 17 Jat Regiment, if you’ve ever visited them? How do they re- member Capt Nayyar? 17 JAT unit is a very strong unit composed of tough military people, they have shown their military prowess time and again, their role in the war was of high stat- ure and received acco- lades for their roles. I have visited them sever- al times (Uri-Kashmir, Alwar), the visit primar- ily included our interac- tion with troops to un- derstand Capt Nayyar in detail. As far as remem- bering Capt Nayyar, 17 JAT has Anuj hall which is dedicated to Capt Anuj Nayyar and his men. The hall has Pakistani soldiers’ diaries and am- munition from the war- time, in the unit there are two busts of Capt Anuj Nayyar, one at the Anuj Hall and the other one in the office area of 17 JAT. They have kept each and everything re- lated to Capt Nayyar stored carefully.
