1. Proposal for Procurement of 10 Laptops for IRITM/LKO Office, Lucknow
The Indian Railway Institute of Transport Management (IRITM) is functioning in its
own campus since 2003 situated at Hardoi Bye Pass Road, Lucknow. The Institute is a
Central Training institute with the objective of imparting focused training to the officers of
the Traffic department of Indian Railways. About 600 Officers including in service Officers
and Probationary IRTS Officers are being trained every year in subjects such as Logistics,
Disaster Management, Marketing & Sales and Information Technology.
Requirement of laptop/Notebook for the smooth working of supervisory level staff,
who are involved in extensive training programmes of IRTS Probationary officers as well
as for special training programmes of in-service officers has been long felt. IRITM
conducts Training of Trainers course on Safety & Disaster Management at different ZRTIs,
where carrying and providing/displaying relevant data to the participants, ZRTI faculty etc
is an onerous task. During the run of any course, Course Assistant attached with the
Course Director, have to keep them connected with the class rooms for any type of help
required by faculty/ visiting faculty and do the course related work for which he has to stay
for extra hours so that course related work which is time bound in nature, is completed.
This can be facilitated with the help of a laptop/notebook with which the staff can work
from home also. During any outstation duty for training related activities with or without
faculty, carrying a laptop with all relevant data is required by staff which can be managed
with storing devices of high storing capacity. The storing device is of no use as the data
cannot be utilized without a computer/laptop/notebook which is not readily available every
time. Staff at IRITM has been doing miscellaneous works for which maintaining data is the
need of hour. This not only keeps work updated which can even be done at home on
holidays. Since IT is a part of our daily office related working activities, to manage these
activities. Requirement of laptop has been felt since long.
As per Railway Board’s letter No. 2006/C&IS/OTH/Delegation of Powers/36-Pt d
11.09.2012 head of CTIs (Director in the present case) has been empowered for
procurement of 10 laptops upto Rs.25000/- each in a financial year and All procurements
to be done preferably on DGS&D rate contract and by local Stores officer or officer
nominated to look after stores functions in accordance with the extant guidelines for
procurement procedures (copy at SN- 1 to 4). At present there are no laptops available in
DGS&D rate contract which are costing under Rs.25000/-. There are laptops with higher
specification available in open market than supplied by COS/NR. The last time the indents
were placed in COS/NDBH during 2013 and supply was made in 2015. Therefore, it is
suggested that procurement may be done locally. Director is requested to accord
administrative approval for procurement of laptops locally through procedure calling of
quotation from open market.

IRITM for getting the procurement done.
