Background all branches of the DoD will be required to transition to the RMF framework by FY17
DoD is transforming IA policies and practices to align with Federal government risk management

Control Implementation
Under RMF, DoD agencies and components follow the NIST 800–53 Revision 4 control set to
match the controls used by the rest of the Federal Government. These control set have nearly tripled
from the old DIACAP process. Again, causing additional manpower requirements for
implemntation.
Control Assessment
The words "Certification & Accreditation" are no longer valid under the ne DoD guidance. When
security professionals evaluate a particular system, they arent certifying anything; they are
"assessing" it to provide recommendations for authorizations. Under DIACAP many though this
recommendation was incorrectly called a "certification", leaving many wondering why they still

Exchanges With Industry Before Receipt of Proposals (4–4) Part 15 of the Federal Acquisition
Regulations (FAR) "prescribes [the] policies and procedures governing competitive and
noncompetitive negotiated acquisitions." One component of negotiated acquisitions that occurs early
in the acquisition process is the solicitation of proposals. FAR 15.201, titled, "Exchanges with
Industry before Receipt of Proposals," regulates the type and manner of communications, also
sometimes referred to as exchanges, which can – and cannot – take place between the Government
and potential suppliers prior to the receipt of a potential supplier's proposal and the subsequent
award of a contract.

This fact is stated plainly and directly even in the FAR itself, where it is written, "Agencies are
encouraged to promote early exchange of information about future acquisitions." Exchanges are
beneficial to all parties involved in the acquisition process, and there are a number of reasons why
such exchanges are beneficial. As the regulations explain at FAR 15.201(b), some of these benefits
include an improved understanding of the Government's requirements for the potential suppliers,
and also an improved understanding of a potential supplier's capabilities by the Government.
Additionally, exchanges between Government and potential suppliers can help the Government firm
up or finalize their acquisition plan and source selection strategy for a particular procurement by
enabling them to determine things such as, "proposed contract type, terms and conditions, and
acquisition planning schedules," as well as, "the feasibility of the requirement, including
performance requirements, statements of work, and data requirements."

requirements apply to this scenario. All federal agencies have to make a public announcement for
any contracts awards over the $3.5 million or above threshold. The FAR mandates that all federal
agencies have to notify the public of the contract awards by 5:00p.m. eastern time zone on the day
of the award. According to Compton (2010) "The FAR does not require agencies to notify members
of Congress when contracts are awarded in their jurisdictions, but agencies typically want to involve
congresspeople in the contract award process"(Compton, p.195). According to FAR there are
contracts that are excluded from this requirement such as those placed under the Small Business
Association section 8(a) of the Small Business Act, ones with overseas firms when place of deliver

department have a different threshold from the FAR, anywhere from $250,000 to $10 million. The

Inbound logistics – Property and materials are the lifeline for the continuing operations of base
camps. Tangible assets are considered to be property. Tangible property may include vehicles, tools,
generators, sanitation, sleeping containers, coolers for food and many other items. Materials include
consumables that are used to sustain day to day activities to complete the mission. Property and
material must be accounted for throughout the materials life–cycle. Consequently, from the time a
purchase order is generated through consumption of materials, or disposition for property, each

of the tools over several agencies. Once we deployed and the agencies began using it, and cut their
incidents to almost none, I was able to partner with them to secure more funding. My cost model,
after startup cost, was cheaper to deploy and maintain than commercial off the shelf software, due to
