An act to provide for the establishment of the national human
resource development council of Sri lanka for the purpose of
initiating, promoting, and participating in the implementation of,
policies relating to human resources development; and for maters
connected there with or incidental thereto.
According the act of NHRDC No.18 of 1997,

programs on human resources development, in accordance with the
national policy, for submission to the government
