• Maintain existing road network in good condition with available resources to ensure mobility
and accessibility and acceptable level
• As an Engineer during design stage of a road construction project according to the vision of
the institute I can apply the sustainable design aspects.
• Ensure the application of internationally recognized standard safety levels to our road
network during planning, design and construction stages
• Promote environmental friendly construction methods, minimum usage of scare materials,
and reuse of existing road materials.
• Using highway design to realize energy savings especially through the mitigation of
congestion (with traffic signals or by widening the shoulders in case of an emergency):
lessening road congestion reduces the energy consumed and emissions released by vehicles.
• Identifying and prioritize the roads to be improved which help to develop the socio –
economic level of the nation in a scientific manner.
Where are your personally excelling in the meeting the vision and mission for your employees, and
what are the opportunities for improvement?
• I always appear with my position in RDA to promote the sustainable development of the
road network of the county integrated with environmental and socio - economical
considerations. I think that is the personal excel which meet the vision and mission of the
organization.
• Presently Road Development Authority critically think about the sustainable and integrated
development of road network with socio- economical aspects in Sri Lanka because it has
considering as a compulsory requirement by the donor agencies. So I have good opportunity
to apply and improve those aspects in practically through the donor funded development
projects
3. What are you doing that help the organization achieve its vision and mission, and where could you
improve in your efforts?
• Working to complete the projects on time as general public can use, experience the
comfort and safety of improved road network
• Supervising and consulting for the construction works to be complying with
engineering standards and sustainable aspects.
In projects which I worked previously and presently working, I could apply and improve the
sustainable aspects with integrated to social and economical aspects during the planning and
construction works
How are you living the core values personally?
Personally as a professional Engineer I always abide to maintain code of ethics of IESL during
my carrier. Therefore I always try to hold paramount the health, safety and welfare of the public and
proper utilization o f the funds and other resources in the performance of my professional duties.
Further according to that I have committed and I always try to maintain the need for
sustainable management of the planet's resources and seek to minimize adverse environmental
impacts of my engineering works or applications of technology so as to protect both present and
future generations.
Therefore most of professional carrier ethics which are I following aligned with the core
values of the Road Development Authority, the institute which I presently employed.
How you ensuring employees, managers and leaders are behaving in a way that aligns with the
core values? What programs are in place?
• Road Development Authority direct the all newly recruit employees to an orientation
program which learn/ introduce the organizational behaviors, core values etc…
• Further there is an internal audit section to audit whether the behavior of employees are
align with the core value of the organization. They are auditing time to time or in a present
of complaint whether employees, mangers and leaders are behaving in a way that aligns
with the core values.
Where could you be stepping in to drive the organization toward its goals?
During my carrier in RDA I could able to organize the working team and resources to maintaining the
existing road network in divisions I worked in an acceptable level
• Achieve an acceptable level of mobility in the national highway network through;
maintaining the roads at an acceptable condition;
By actively participating with consulting, monitoring and design process of road
improvement project and with timely delivering the improved roads as an outcome I could
co operate my organization to achieve following goals
• take measures to reduce road user cost
• Improve road safety in the National Highway Network.
• Ensure protection of the environment in all its activities.
• Ensure efficient utilization of assets and investments.
• Promote organizational development to enhance overall performance of RDA

Project: Thalgodapitiya – Yatawatta Dombawla road improvement Project
Funds: Local Banks funds (BOC)
My position: Engineers Representative
Case: during the construction of above road there was a road embankment to cut to get required
space for the road corridor and due to the embankment cutting there was a house on top of the
cutting to be protected. Initially it was proposed to protect the house with 12 m height and 25 m
length reinforced concrete retaining wall. With the BOQ rates of the project the cost of retaining
wall is about 6 million. But with that solution also the house owner had to experience the difficulties
to accesses their home as they have to climb steep slope. So I discuss for alternative solutions with
them and other relative authorities such as grama niladhari, AGA of the area. In there the house
owner agreed to relocate their habitat to another house in same area which we could purchase for
him to a cost of 1.5 Million with more facilities and easy to access than the existing house. And I
arranged to take necessary action to acquire the old house and land to the RDA without providing a
retaining wall to the location.

Learning objectives for training program
• Optimal Road pavement designs using minimum quantity of materials suite to conditions of
rural roads
• Maintaining sustainable aspects regarding rural eco system and socio economic system
during the design and construction stage of the Project

In the evening session of the training there was a group discussion between learners and
trainers to share their experiences, Knowledge and get clear the ambiguity. In that session learners
clearly mentioned that they got to know how to apply context sensual design aspects through their
part of this project and how to maintain social and environmental aspects in their role of the project.
Further they shared their knowledge and experiences to improve the objectives. Also they made
some arguments based on their experience and knowledge to clear and improve some gray areas of
the discussed subject matters,
Level 3: Behavior
Are these Conditions present and available around the training initiative?
1. The desire to change
At the end of the training session all participated groups came to a single point, that they
have to abide to maintain context sensual design aspects and socio ecological aspects during
the design and construction process to make the project is sustainable. For that they have to
make changes of their conventional design and construction patterns. And they were ready
to change.
2. The knowledge of what to change and how to change it
The targeted group clearly understood what to change and how to change it. As a result of
that they adopted to change from standard design theories applied to National highways to
simplified optimal designs of rural roads, change from using materials with higher
engineering properties to improve the properties of available materials by mixing them
together, change from taking engineering decision in a case of construction, social or
environmental issue to make a sustainable decision comply to all parties including socio
economical system and ecological system.
3. Rewards for changing
14. There was no direct rewarding scheme to appreciate their changes. But with those changes
they could easily get through the annual and semi- annual missions conducted by the donor
agency’s (ADB) social and environmental division. That was an indirect reward to the Project
team.
15. 4. A work climate that is encouraging for change, and that even requires change
After the training as all team members concern and pay more attention regarding context
sensual designs and socio – environmental friendly construction works they encourage their
subordinates to change and therefore we found that work climate encourage for change.
If not how can you create these conditions?
If they are not willing to change their behavior as a result of training, it has to imply rules,
regulations and conditions to change their behaviors, further we can apply de-merit system which
can use to evaluate the employees performance in their next recruitment in our organization.
How you measured behavior change as a result of your training?
• After the training the design team revised some of their designs to make them optimal,
ecological and socio-economical friendly designs.
• The design team created common rules of thumb and came to common agreement to apply
them commonly throughout the project to make their designs more sustainable.
• They looked for and introduced alternative sustainable construction methods. For an
example instead of removing damaged concrete pavement, they adopted to crush them in
the position and use it with the ABC materials together, which could minimize the use of
fresh ABC materials.
• In public grievances solving process they promote to make integrated decision including all
affected parties instead to looking for only an technical solution as much as possible

As a semi government organization Road Development Authority has not strategically

organization. But those are not support to take the organization in to the path of success.
