7. RELIS- REvenue Land Information
System
MIS developed as part of N.L.R.M.P (National Land Records
Modernization Programme) towards linking Registration and Revenue
Departments to achieve online / real-time mutation (Transfer of Registry /
Pokkuvaravu) through more Common Service Centres like Akshaya and to
issue digitally signed Bhoorekha [RoR] “Any Time Any Where”
8. 1. This ensures transparency in all land transactions.
2. This ensures “anytime and anywhere” transaction of lands at
Revenue offices
3. This will check transaction of Government lands.
4. The land holder can get Bhoorekha [RoR] from any of the
Akshaya Common Service centres in Kerala.
5. It curbs the entire corruption associated with land transactions.
6. Government will get more income as it will be linked to fair value
of land.
7. The suspicious land transactions in the sensitive areas would be
curbed.
8. The Land Reforms Act can be implemented in a more
meaningful manner.
9. The transfer of registry is assured promptly and swiftly on FIFO
[First In First Out] principles.
10. It is a great leap towards assured Citizen Services

9. HOW A PERSON DERIVES LAND TITLE NOW ?
THROUGH A REGISTERED DEED ? NO
Section 21 & 22 of Registration Act,1908:Registering Officer can register all documents
on land provided sufficient stamp is affixed and execution of deeds with or without
transfer of registry afterwards.
THROUGH TRANSFER OF REGISTRY ? NO
Transfer of Registry Rules,1966: Even though Transfer of Registry [ Pokkuvaravu] is
effected it does not confer absolute indefeasible title to a person
THROUGH LAND ASSIGNMENT ? NO
Kerala Land Assignment Act,1960: All the Rules framed under this assign only conditional
pattayams
