This document provides an overview of BHUNAKSHA, a tool developed by the National Informatics Centre (NIC) to facilitate the digitization and management of cadastral maps. BHUNAKSHA allows for the importation of individual map sheets and mosaic sheets from villages into a PostgreSQL database for map mutation and public viewing. The document outlines the role of registration officers in land record updates, the various methods for splitting plots in BHUNAKSHA, and reports that can be generated on imported villages, plot comparisons, and individual plot details. • BHU-NAKSHA is a tool developed in-house by NIC using Open
source JAVA to facilitate management of Digitized Parcel maps.
• BHU-NAKSHA is suitable for the states like Odisha where Cadastral
maps are still in use.
• With customization, BHU-NAKSHA can be integrated with existing
Land Records application of any such State.

3. Methodologies
Individual map sheets of all villages have been digitised.
Individual Sheet (.SHP) files have been imported to
PostgreSQL using Bhunaksha for map mutation.
Mosaic Sheet have been imported to PostgreSQL using
Bhunaksha for public viewing in Bhulekh Website.

5. Sec. 17 of Registration Act,1908 (Part-III)
Documents of which registration is compulsory:
Sub Sec.(1):
The following documents shall be registered if the property to which they relate is situate in a district in which, and if
they
have been executed on or after the date on which , Act no. XVI of 1864, or the Indian Registration Act, 1866, or the Indian
Registration Act,1871,or the Indian registration Act,1877 or this Act came or comes into force, namely:-
Clause (a): instruments of gift of immovable property;
Clause (b): other non-testamentary instruments which purport or operate to create, declare, assign, limit or extinguish,
whether in present or in future, any right, title or interest ,whether vested or contingent, of the value of one hundred
rupees and upwards, to or in immovable property;
Clause (c): non-testamentary instruments which acknowledge the receipt or payment of any consideration on account of
the creation, declaration, assignment, limitation or extinction of any such right , title or interest; and
Clause (d): leases of immovable property from year to year, or for any term exceeding one year, or reserving a yearly rent;
Clause (e): non-testamentary instruments transferring or assigning any decree or order of a court or any award when such
decree or order or award purports or operates to create, declare, assign, limit or extinguish, whether in present or in future,
any right, title or interest, whether vested or contigent, of the value of one hundred rupees and upwards, to or in
immovable property. (or, any provision of the Sec.54 of Transfer of Property Act,1882)

6. Sec. 21 (Sub Sec. 1 to 4 ) Registration Act,1908
Description of property and maps or plans
Sub Sec. (1):
No Non-testamentary document relating to immovable property shall be accepted for
registration unless it contains a description of such property sufficient to identify the
same.
Sub Sec. (2):
Houses in towns shall be described as situate on the north or other side of the street or road
(which should be specified ) to which they front, and by their existing and former occupancies, and
by their numbers if the houses in such street or road are numbered.
Sub Sec. (3):
Other houses and land shall be described by their name , if any, and as being the territorial division
in which they are situate , and by their superficial contents, the roads and other properties on
which they abut, and their existing occupancies, and also whenever it is practicable , by reference
to a government map or survey.
Sub Sec. (4) :
No non-testamentary document containing a map or plan of any property comprised
therein shall be accepted for registration unless it is accompanied by a true copy of map or
plan ,or, in case such property is situate in several districts, by such number of true copies of the
map or plans as are equal to the number of such districts.

MUTATION
•Section 16 of Odisha Survey and Settlement Act,1958 , to keep the RoR and map up to
date and shall be maintained in accordance with such rules prescribed.
• The disposal of Mutation cases and maintenance of RoR and map are derived in Chapter-
IV of OSS Rules ,1962 /Mutation Manual,1962 (Para 17,75 & 83 A) and Manual of
Tahasil Accounts (Para 100) .
• Under Rule 33 of OSS Rules,1962 lays down that when an order is made under Sec
11,18 and 36 of OSS Act,1958 w.r.t. any area , all proceedings for maintenance of RoR
and map in respect of the said area shall abate (reduce).
• Under Rule 32 of OSS Rules,1962 the Tahasildar is to initiate mutation proceeding for
maintenance of RoR and it enjoins Rule 2(d) by the Board of Revenue, Odisha that the
Tahasildar/Addl. Tahasildar or any other officer to discharge any of the functions of the
Tahasildar under Chapter-IV of OSS Rules,1962
• Under Rule31 (2)(a) of the OSS Act,1958 and Para 13 of Mutation Manual, the
Collector of a District is empowered to distribute any business under the Act among the
officers subordinate to him and submit the recommendations to Director of Land Record

Initiation and Disposal of Mutation Proceedings
A mutation proceeding can be initiated:
(i)On application by an interested person;
(ii)On receipt of a report from his subordinates;
(iii)On receipt of a notice (Form-III) from Registrar or Sub-Registrar;
(iv)On receipt of a notice from court; or
(v)On his own motion
The Mutation manual adds a 6th
source, on receipt of intimation on acquisition of land byGovernment.
The grounds on which correction of RoR and map are to be made are discussed in Rule 34 of the OSS
Rules,1962. They are:
(a)Consent of all parties to change any entry;
(b)A Civil Court decree declaring any entry erroneous;
(c)Any entry which is not in accordance with the decree or order of a Civil Court or the order of any
Competent Authority;
(d)Any decree or order has subsequently been changed on appeal ,revision or review;
(e)Any entry having no relationship with the existing facts;
(f)Any change necessary due to preparation of a fresh record;
(g)Lands are/were allotted /distributed by various authorities under different Acts i.e. O.E.A. Act,
O.L.R. Act[ (Sec.22A,Sec.19 (5), Sec.29,Sec. 9 (1-A),Sec. 9(3) Rule 13 D,Sec.44], Regulation 2/1956
Sec.5,OGLS Act, OPLE Act and Rules15(8) and Bhoodan and Gramdan Act, Odisha Irrigation Act,
Sec.28 and 28-A(CBWR), GA Dept under Govt Grants Act, Rourkela NAC, Sunabeda area with
Home Dept., etc.

Types of Mutation Proceedings
Mutation proceedings are fiscal enquiries and do not decide title. It facilitates collection of
revenue and helps the Rayat in availing loans and assistance for development of land.
Odisha Survey and Settlement Act,1962 in Section 35 provides that changes in any entry of
RoR arising out of an order of a Revenue Court or Civil Court and correction of RoRs on
the basis of settlement made under various land laws can be carried out by the Tahasildar
straightway.
Register No.III-A (Changes affecting demand), Register No.III-B ( Changes not affecting
demand) and Register No. I (Continuous Khatian) are maintained by the Revenue Inspector
and corrections are affected after Mutation.

BHUNAKSHA
Bhunaksha has a module for generating and cadastral mapping of a
village or sheet in printable form. The report can be generated in best
fit scale or to a specified scale. It is possible to overlay plot number and
other layers on the village map (Verification of Cadastral Map with
Bhunaksha Map to ensure 100% error free). Any, variation should be
noted down and bring to the noticed of the Government for correction
of the same. The report can be generated and can be printed using
plotter and printer.
14. Bhunaksha has a report for displaying all the imported villages in the Bhunaksha database. In the
report all the details of imported sheet numbers and total no of plots in the village is displayed.

GEO-REFERENCING OF VILLAGE MAPS
It is possible to geo-reference a village map with the help of village boundary layers from NIC Maps (http://nicmaps.rsgis.nic.in/) and
other online services offered by Bing, Google, Bhuvan etc. Onscreen geo-referencing is possible my correlating some known coordinates
of digitized map with the coordinates of geo-referenced maps. Identifying a minimum of four such points will facilitate transforming the
coordinate system to world coordinate system. Accuracy will depend on the accuracy and number of the known coordinates.

20. Plot Report is a printable report which will have map of an area containing the plot. It will
have location and owner information along with the map.

21. Bhunaksha has reports for comparing plot numbers present in map and ROR (Textual) data. It is possible to generate
report of plots present in map and missing in ROR, present in ROR and missing in map and duplicate plots in map.

27. This method can be used for creating division line at a corner of a plot. Two end points of the line can be
identified by specifying distance from the corner point. This method will also allow us to specify a third
point on the line as intersection of two arcs of specific radius from the end points.

can be identified by specifying distance from two known points. This method will also allow us to specify a
third point on the line as intersection of two arcs of specific radius from the end points.

29. This method can be used for creating complex division lines accurately. Each point of the division line can be identified
by measuring it from two known points. This is a more complex version of the arc method where more than one points
can be created by intersecting arcs.

Bhunaksha mobile app is available for android mobiles. It supports viewing village map and plot details online,
viewing plot report online, saving village map and plot report for offline operation, updating comments of any
selected plot.
