According to the CDC, unvaccinated U.S. residents traveling abroad are at risk of acquiring measles overseas, as 44 cases in 2019 were directly imported and 34 were in unvaccinated U.S. residents. Measles remains common in some parts of the world. During outbreaks, travel restrictions may require proof of vaccination or quarantine orders to prevent spread. The MMR vaccine is highly effective at preventing measles, but it is only available for free through federally-qualified health centers. A policy change could make vaccines freely available in all medical offices during outbreaks.

Although Measles was declared and no longer endemic in the
United States since 2020, Measles is still a very common
disease in some regions of the world such as in Africa, Asia,
Europe, and the Pacific. During the Measles outbreak, if any
U.S.resident wants to travel over the countries where there is a
measle outbreak or high risk of measles exposure, a new policy
should travel restriction requiring that U.S. resident or foreigner
display their vaccination record to prove if they are already
vaccinated before they are departure in some regions where
there is a measles outbreak. If they are unvaccinated or they are
unable to show any approved evidence for vaccination, under
section 361 of the Public Health Service Act, the U.S. Secretary
of Health and Human Services is authorized to take measures to
prevent the entry and spread of communicable diseases from
foreign countries into the United States and between
states(PHAS), A isolation or quarantine order may issue in
order to prevent the spread of measles outbreak in the United
States.
Measles can be prevented with measles-containing vaccine,
MMR vaccine is approximately 93%-97% effective at
preventing measles. (CDC 2019) In order to provide more
protection on Children, there is a policy called The Vaccine for
Children (VFC), also known as section 1928 of the Social
Security Act, the Vaccines for Children program is an
entitlement program (a right granted by law) for eligible
children, age 18 and younger. This plan was created by the 1993
Comprehensive Budget Reconciliation Act and was first
implemented in 1994. (CDC 2019) The VFC plan aims to
2. ensure that qualified children will not contract vaccine-
preventable diseases because they cannot pay for vaccines and
vaccines. These vaccines protect babies, young children, and
adolescents from 16 diseases included Measles(CDC 2019).
With the support of the VFC program, a large number of
illnesses, hospitalizations, and deaths prevented by childhood
immunization. Because of sustained high coverage, many
vaccine-preventable diseases are now uncommon in the United
States. Measles was declared no longer endemic in the United
States in 2000. (CDC 2018)
A similar policy exists in Frenc In french, From 2018, the
French Ministry of Health will expand the three types of
vaccines (diphtheria, tetanus, and polio) required for children
under the age of two to eleven, with additional additions
including hepatitis B, pertussis and measles. The cost of
vaccination is borne by social security, and those who have not
been vaccinated are not allowed to attend school. (MAOFINF,
2019)
However, Vaccines at no cost for eligible children is only
available through VFC-enrolled doctors(CDC,2016), if your
doctor is not a “VFC participating provider,” parent need to
take their child to their local health department or to their
community or rural health center clinic for these free or low -
cost vaccines. A new policy we make is to provide vaccines free
of charge in all medical offices. diting the current VFC policy
to instate a temporary mandate where all medical offices must
offer the MMR vaccinations at no cost, no questions asked, and
regardless of circumstance during the measles outbreak.
