1. Terms of Reference for
Recruitment of the UGM CaRED Programme Facilitator Team
Overview
New Zealand and UGM has signed a Partnership Agreement which will take the relationship forward built
on previous cooperation activities, including on sustainable economic and livelihood opportunity, human
crises and conflict prevention, disaster risk management, and renewable energy. This partnership
arrangement is an innovative instrument that will enable New Zealand government agencies to increase
their cooperation with UGM.
The goal of this Arrangement is to deepen engagement and cooperation between New Zealand
Government (represented by Ministry of Foreign Affair and Trade/ MFAT) and UGM in supporting the
sustainable development including its human resources and capacities to address significant development
challenges of the Eastern part of Indonesia. The Arrangement also seeks to identify and pursue
opportunities of mutual benefit that support MFAT’s and UGM’s combined strategic focus. Within the
auspices of mutual cooperation and the pursuit of the abovementioned goal, MFAT intends to provide
financial support under the scheme of Community Resilience and Economic Development (CaRED) for
UGM.
Purpose and Objectives
To support the UGM CaRED Programme, a Programme Facilitator (PF) will be contracted/ employed by
UGM according to UGM staffing regulations, to provide system advice to UGM side particularly in
designing an implementation scheme as well as monitoring and reporting framework for each project.
The PF team in general will undertake the following tasks:
a) Support the Technical Advisory Group (TAG) in undertaking their tasks, including putting in place
relevant mechanisms to monitor the progress of each project.
b) Monitor and report the progress and implementation of projects to Project Management Committee
(PMC). This will require the PF to periodically meet with UGM institutions, and may include visits to
the project sites.
c) The PF will also be involved in project promotional program, the mid-term review, and end-of-term
evaluation of the UGM CaRED Programme and Arrangement.
To support the UGM CaRED Programme, UGM opens recruitment for one (1) person as PF Supporting
Staff, a full-time post for project implementation, monitoring, and evaluation.
PF Supporting Staff will be employed under Directorate of Partnership, Alumni, and Global Initiatives
UGM and under the direct coordination of PF Executive Director. Detailed qualification and responsibility
are as below:

Project monitoring and evaluation
Duration A total of 4 (four) years with annual evaluation. The employment contract
will be on annual basis (1 year contract) with extension based on positive
evaluation results.
Qualification At least Bachelor Degree but preferably Master degree holder;
Minimum of 2 year of working experience, preferably in development
project by international donor;
Good English;
Demonstrated ability in computer programs (computer literacy),
specifically basic programs such as Word, Excel, Power Point
Presentation, etc;
Have relevant experience in project monitoring and evaluation in
previous work
Responsibilities Support the PF Executive Director in terms of managing the task and
duties of the PF Team especially in the monitoring and evaluation of
project;
Support the PF Executive Director in the preparation; including
development of UGM CaRED ADD (Activity Design Document),
Costed work plan/ budget management, and updating as required of an
integrated work plan for the UGM CaRED activities supported from all
sources of funding;
Support the PF Executive Director in monitoring day to day the
implementation of the Fund, monitoring the progress of the project as
required;
Support the PF Executive Director in Develop the Monitoring and
Evaluation mechanism of the project against UGM CaRED outcomes;
Assist the PF Executive Director in Develop all relevant mechanism to
monitor progress in each project, including guidelines and tools.
