“A case of Wholesale Stealing at A.M.C. Asansol”
Sub: Prayer for investigation of malpractice / defalcation of money at Asansol Municipal
Corporation by Central Buru Investigation.
Ref.: Misappropriation & defalcation of crores of Money of A.M.C. Asansol including the
fund / aid given by Central Government & State Government.
Madam,
We the undersigned persons beg to state as follows: -
1) That previously Asansol Municipal Corporation was being run by left front Board.
Thereafter in the Municipal Election of May 2009 T.M.C. & Congress jointly got majority
and Sri Tapas Banerjee took the oath as Mayor of Asansol Municipal Corporation on 17th
May ‘2009 but no meeting to elect/select MIC was called for by him and as such no
M.I.C. was elected/selected for about three (3) months and during this period the Mayor
issued several work orders to different contractors without any Tenders and without
getting any sanction of the board of councilors. Thereafter M.I.C. were nominated in the
month of August 2009 but unfortunately the entire work orders and bills are/ were
being issued and passed by the Mayor himself without the knowledge of concerned MIC
and also without getting any sanction of the board of councilor and there by HOAXING
the Act & Rules.
2) That the main agenda of the last Municipal Election held in May ‘2009 was high scale
corruption by the Left Front board and bills amounting to Rs. 26 crores remains unpaid
as there were some allegation of using Sub - standard materials used in the Buildings
constructed at “Chand Mari” area (Ward No. 28) under in BSUP Scheme (a Central
Government Scheme) and as such before the Municipal Election leaflets were circulated
by some candidates the then party in opposition (i.e. T.M.C.) alleging misappropriation

of Fund in the said housing project at “Chand Mari”. The Mayor Sri Tapas Banerjee even
after taking oath as Mayor declared that he will make an enquiry by the Engineer under
Ministry of Municipal affair Writers’ Building Kolkata but surprisingly thereafter for
some obvious reason the Mayor without getting any Report from Kolkata dishonestly
and clandestinely passed the Disputed bill for Rs. 26 crores without getting any
sanction/ consent for the board of councilors and even consent or signature of the
concerned M.I.C. Sri Lakhan Thakur and he had no knowledge about the passing of such
a the huge bill of 26 crores. The reason of passing such disputed bill is for obvious reason
and best known to the Mayor.
3) That Sri Tapas Banerjee is an Advocate by profession but his Practice was practically nil
and he ultimately managed to get permission / authority to act as a Notary Public from
Central Government and even after joining as Mayor he is still continuing with the
work as Notary Public.
4) That the Mayor, Sri Tapas Banerjee was an active congress leader and through out his
life he had/has good connection with CPM Party and its leaders and strongly opposed
the T.M.C. Party till January/February 2009 and on enquiry it will be found that in May
2009 Municipal Election the wining/ sitting congress councilor Rabiul Islam of Ward No.
14 sacrificed his wining/sitting seat to Sri Tapas Banerjee who by that time joined in
T.M.C. after the Singur incident in the 1st
part of 2009 and Rabiul Islam switched over to
ward no. 17 though at the relevant time there was no knowledge about the fate of the
municipal election held in the month of May 2009 and/or the expected result of said
Municipal Election in May 2009’.
5) That on through enquiry by an impartial Agency it will be revealed that Sri Tapas
Banerjee has been running the corporation in association with two (2) of his old
friends namely Rabiul Islam & Sri Amar Chatterjee, both of whom are Congress
Councilor Sri Amar Nath Chatterjee is Dept. Mayor another i.e. Rabiul Islam is a MIC and
no T.M.C. councilors have any say in the matter of administration of the corporation
excepting two T.M.C. Councilors namely Smt Uma Saraf & Lakhan Thakur who are

getting some extra benefits and concession from the Mayor. (Photography with Uma is
enclosed herewith).
Thereafter Sri Jitendra Tewari joined hands with the Mayor A.M.C. since when Mr.
Tewari captured the Union of Sweepers/casual labours/garbage cleaners. The corruption
of the Garbage cleaning Dept. is so high that it is now Talk of Town.
6) That if the records of A.M.C. are thoroughly searched / inspected by an impartial Agency
it will be found that 90% of the work orders from 17th
May 2009 to January 2013 have
been issued without any notice or seeking any Tenders from intending contractors. It
would be more surprising to note that the contractors whose Bills for 26 crores were
stopped/with held at the initial stage by the Mayor on the allegation of using of
Substandard materials in the construction of Houses / Flats at “Chand Mari” (Ward No.
28) and the Mayor himself called for a report from the Engineer under Ministry of
Municipal affair but the Mayor without getting or waiting for the report passed such
disputed huge amount of bills without the consent/sanction of Board of councilor for
the reason best known to the Mayor. Thereafter said contractor was again allotted with
further (new) Big contract / jobs after passing the disputed bills for 26 crores. Moreover
95% of the old contractors are getting work order who were/are direct supporters of
previous Party in Power and use to perform contract job during the previous board and
said old contractors are being favored by the Mayor blindly with fresh contract Jobs
without Floating any Tenders as because most of the contractors are friends of the
Mayor who are residing in Ward no. 15 i.e. adjacent Ward of Mayor i.e. Ward No. 14.
Details of allotment of jobs/work orders from June 2009’ to December 2012 were
sought for by there Application under RTI Act but no reply was given by the Mayor.
7) Corporation has purchased new generator but for months together the said new
generator was lying idle and the Mayor illegally paying hire charges for two generators
set to a contractor for obvious reason.

8) A car of the Corporation was lying unrepaired since long and the corporation hired
two cars from a person who happened to of a friend of the Mayor.
9) That there are also serious illegality about the allotment of big electrical maintenance
job for important roads like G.T. Road, Sen Relaigh Road, S.B. Gorai Road, Hutton Road,
Netaji Subhas Road, Burnpur Road, Dhadka Road, N.S. Road, etc. as work orders for
Electrical Maintenance job have been issued to two favorable contractors who were/are
active members of C.P.M. Party.
Similarly illegality will be found in the matter of allotment of Cycle Stand, Motor
Cycle Stand, Motor Car Stand and on enquiry it would be found that 4 (four) councilor
namely Uma Saraf, Rabiul Islam and Dayamoy Roy etc. got the allotments of those
stand/Parking space in the “Benami” of their relatives or Hench men in other words the
Asansol Municipal Corporation has now become a corruption cum Trading centre of
Mayor and some of his favorite councilors.
10) That after taking oath the Mayor declared that he will take legal steps against a
Promoter named Sri Sachin Roy who have constructed a shopping Complex named
Parbati Shopping Arcade and a Hotel named Parbati International covering the side land
of G.T. Road i.e. covering the Footpath of G.T. Road Opposite to old R.K. Mission
School. But Sri Sachin Roy has managed the Mayor Mr. Tapas Banerjee and his God
Father Sri Kalyan Banerjee who also filed a Writ Petition before Hon’ble High Court at
Calcutta against Sri Sachin Roy but subsequently Mr. Kalyan Banerjee abandoned the
case for some obvious reason and the reason there of is best known to both of them.
Now after good relation said Sachin Roy is supplying Foods in every occasion held in the
House of the Mayor. Be it mentioned that Sri Tapas Banerjee has also managed to give a
big space in the Parbati Shopping Arcade/Complex to one of his relative Sri Tapan
Banerjee for staring a restaurant under the name & style of “Jadu Kadai”.
11) Though Mr. Rabiul Islam by profession is an Advocate but his practice was zero but after
getting the Post of MIC and some Important portfolio he has purchased a land within his

Ward values Rs. 14,00,000/- and constructed a palecious building after spending Rs.
20,00,00/-.
12) Mr. Rabiul in association with the Mayor managed to pass Rs. 19,00,000/- (Rupees
nineteen lacks) in the name of construction of Nazrul Park on the side land of G.T. Road
and in front of Gupta College of Pharmacy Asansol (formally R.K. Mission School
Asansol). Though the actual cost should not be more then Rs. 30,000/- (Rupees thirty
thousand) under any circumstances.
Be it mentioned that prior to construction of the PARK private Buses were being
parked during the night hours as well as during repairing work after blocking the entire
frontage of Gupta College of pharmacy. And Sri Rabiul Islam has also taken Rs.
5,00,000/- (Rupees five lacks) from Gupta College of Pharmacy Asansol on the plea that
he will construct the Park over the front space of the College i.e. on the side land of G.T.
Road so that the Buses will not be Parked in front of the college. So Mr. Rabiul Islam has
minted illegally from both ways i.e. from Gupta College & from A.M.C.
13) At the initiation of Rabiul Islam the Park has been constructed illegally with full support
of Sri Tapas Banerjee the Mayor over the side land of G.T. Road and he managed to get
a bill of Rs. 19,00,000/- (Rupees nineteen lacks) passed and paid from the exchequer of
A.M.C. though for such construction hardly Rs. 3,00,000/- (Rupees three lacks) has been
spent for pillaring (three feet) around the boundary of the Park and one doom light over
each of those pillars and a statue of Kaji Nazrul has been place costing hardly about Rs.
30,000/- (Rupees thirty thousand) by the side of the Park and hardly Rs. 2,000/- (Rupees
two thousand) has been spent for planning some small plants.
14) Moreover Mr. Rabiul Islam has constructed a Congress “Party office” illegally over a
portion of the said side land of G.T. Road Mr. Islam has also managed pass a Bill of Rs.
10, 00,000/- (Rupees ten lakhs) for fixing Electric Bulb /Illumination of a Barior ground
(Kabarsthan) within his Ward though hardly Rs. 50,000/- (Rupees fifty thousand) has
been spent for such illumination/ electrification.

15) Moreover after getting some Important Portfolio like Water, Electricity & Culture/social
function Mr. Rabiul Islam in collusion with the Mayor Mr. Tapas Banerjee has passed a
pending/ disputed bill of Kalajharia water filtration/Treatment Plant for Rs. 70,00,000/-
(Rupees seventy lacks) and just before and after the payment of the said dispute bill the
Trio of A.M.C. along with the councilor Sri Lakhan Thakur participated two night Party
hosted by the contractor Mr. Bappa Acharjee @ Subhasis Acharjee the proprietor of
Acharjee Construction.
16) Now maintenance job of Kalajharia Water Treatment Plant has been allotted to one
Bidyut Das who is also doing the job of erecting high must tower and fitting of Metal
Light and he has also been allotted with the job of street light maintenance under Boro
V. There are 2 (two) other contractor name Bappi Lahiri Proprietor of M/s. S.L. Udyog
and Bappi Halder Proprietor of M/s. P.K. Enterprise who were also allotted with the
Major part of maintenance of Street Light job.
17) Moreover there are serious malpractices in the matter of water connection in
multistoried building. For example there are 20 numbers of Flat in a Multistoried
building the Promoter deposits necessary official charges for 10 Flats and getting water
connection with big diameter pipes the Promoter use to give connection us all the 20
Flats in lie of huge amount of illegal gratification.
18) Moreover for every water connection other then official charges requisite fees
deposited by the owner along with the application form but for getting Physical water
connection for residential house Mr. Rabiul Islam use to charges extra amount of Rs.
5,000/- (Rupees five thousand) similarly for a Multistoried building he use to charge Rs.
30,000/- (Rupees thirty thousand) to Rs. 50,000/- (Rupees fifty thousand) according to
the number of Flats and for any Industrial or Commercial house he charges Rs.
1,00,000/- (Rupees one lack).
19) For non payment of gratification in the water connection of Sri _____________________
a clerk of A.C.J.M. Court Asansol was with help of a Private Mistry. But after such

connection Mr. Rabiul Islam became so much annoyed that threatened clerk Sri
_______________________ but at the interruption of A.C.J.M. Asansol Mr. Rabiul Islam
could not do any harm to Mr. __________________________
20) Another partner of Mayor is Sri Amar Nath Chatterjee Deputy Mayor of A.M.C. holding
very important portfolios out of which main Dept. are Tax Department, Trade license
and Allotment Parking space etc.
21) Mr. Chatterjee after getting illegal gratification use to reduce the Municipal Tax of
residential house, business house and commercial house. For example the Tax of Parbati
Complex situated by the side of G.T. Road is only Rs. 4,500/- which should be at least Rs.
50,000/- (Rupees fifty thousand) and Tax of ground Floor at Sree Apartment, Burnpur
Road is only Rs. 4,000/- where IDBI Bank is being run the owner of the said Floor is
getting rent of Rs. 50,000/- per month. Whereas the Private owner of a Flat in the same
building has to pay at Rs. 4,500/- (Rupees four thousand five hundred) p.a.
22) Mr. Chatterjee is charging Rs. 50,000/- (Rupees fifty thousand) for big Industries, Rs.
20,000/- (Rupees twenty thousand) for big Trading House, Rs. 10,000/- (Rupees ten
thousand) for big Shop room, and Rs. 3,000/- (Rupees three thousand) for small Shop Rs.
2,000/-.
23) Within Asansol Town there are numbers of parking space previously those spaces were
allotted by depositing quotation money ranging from Rs. 10,000/- (Rupees ten
thousand) to Rs. 40,000/- (Rupees forty thousand) per year. Now Mr. Amar Nath
Chatterjee is permitting the previous allottee on paymenting gratification.
24) That during the period of Mr. Jayanta Kumar Aikat (W.B.C.S.) ADM Asansol who was also
acting as Commissioner of Asansol Municipal Corporation illegally activity were continue
at Ramped as the Mayor managed to gain over him. Three (3) R.T.I. Applications were
made during his tenure but he did not case o give any answer to the quires made by one
Sri Biren Mukherjee of Burnpur Road and supported the corruption of the Mayor.

Thereafter on his transfer from Asansol one Smt. Shilpa Gouri Saria (IAS) S.D.O. Asansol
was appointed as Commissioner of A.M.C.
25) That during the short span of Smt. Shilpa Gouri Saria Commissioner A.M.C. she detected
huge malpractice / defalcation of money in the Department of Environment and she
stopped issuing work order without any Tender and started E Tendering. Be it
mentioned that one Sri Tapas Ghosh got appointment in the year 2004 during the period
of previous board when Sri Tapas Roy of Left Front appointed as the Mayor of Asansol
Municipal Corporation.
26) That in the month of May 2009 Sri Tapas Banerjee sworn in as Mayor of Asansol
Municipal Corporation and Sri Tapas Banerjee not only extended the terms of service of
Tapas Ghosh for a further period of 5 (five) years but also appointed him as his personal
assistant and the malpractice in the matter of allotment of Petrol / Diesel in cleaning /
Safai Trucks, purchasing of various cleaning apparatus and preparing of bills against
Ghost Safaiwalla (sweeper) and such practice is being continued for last 3 (three) years
and the Mayor himself continued to pass those false/fake bills directly and ultimately
the previous Commissioner of A.M.C. cum S.D.O. Asansol Smt. Shilpa Gouri Saria (IAS)
who happened to be a Chartered Accountant, started the practice of payment of bills
and salary of Safaiwallas through respective Bank Account as a result of which the
amount of money being paid to contract labours /sweeper/garbage cleaner reduced to
half the amount and the moment the Commissioner Smt. Shilpa Gouri Saria ordered to
make payment through cheque the cat came out of the Bank and the amount to be paid
reduced to half and it is Shilpa Gouri Saria who caught a long old process malpractice
red-handed. After such detection the Mayor Sri Tapas Banerjee has no other alternative
but to admit the fact of the malpractice in the Municipal Corporation but he tactfully
shifting the burden solely upon the officer Sri Tapas Ghosh. Thereafter said Tapas
Banerjee with the help of a State Leaders / Minister managed to get the commissioner
cum S.D.O. Smt. Shilpa Gouri Saria transferred from Asansol. The amount of malpractice
and/or defalcation of Municipal Fund only in the Account of environment department
exceeds 1.5 (one and half) crores of Rupees beside the other malpractice in the

department of Water, Electricity, Tax, Trade license and Roads etc. Finding no other
alternative The Mayor A.M.C. lodge a written complaint on 23.05.2013 alleging
a) Sri Tapas Ghosh, Environment Officer of A.M.C. for embezzlement of Corporation
Fund by entering into Criminal conspiracy with the President and Secretary of
Paribesh Bandhab Sayanbhar Gosthi to the tune of rupees more than Rs. One crore
since last few years on the basis of false forged bills and attendance cum payment
sheet for payment in respect of to the Drivers/Supervisions//Labours of the garbage
lifting vehicles.
b) As per our office order Paribesh Bandhab Sayambhar Gosthi, K.S. Road, Dipu Para
Asansol – 2 was engaged for lifting garbage from Borough No. 1 – IV of Asansol M.C.
and the Drivers/Supervisions/Labours were being made by Asansol Municipal
Corporation by cheque in favour of the said Gosthi on the basis of bills submitted in
the name of President and Secretary of the said Gosthi being certified of the Sanitary
inspectors of the respective Boroughs and Sri Tapas Ghosh Environment Officer.
c) It may be mentioned here that Sri Tapas Ghosh look after said job of lifting of
garbage on behalf of Asansol Municipal Corporation as in charge. The attendance
cum payment sheets of the Drivers/Supervisions/Labours were prepared Inspector
and duly certified by the Sanitary Inspectors and environment Officer.
d) For the period from 26th
March to 25th
April 2013 for Rs. 8,31,600,00 only for
payment to the Driver/Supervisions/Labours for the said job submitted for payment
being certified for Borough No. 1 – IV by the respective Sanitary Inspectors along
with attendance cum payment sheet but without any sheet under the head
“Centrally operated Vehicles” as was previously done.
e) You are therefore requested ton Start Specific case against Sri Tapas Ghosh
Environment Officer of Asansol M.C. and office bearers of the said Gosthi for
committing Criminal misappropriated of the Corporation fund amounting to more

than Rs. 1 crore and for committing forgery and to institute investigation at your
earliest.
27) As per FIR lodge by The Mayor the irregularity was detected the Bills from March to April
2013. In the wards only after the order of Smt. Shilpa Gouri Saria that the payment will
be made through Bank and Smt. Shilpa Gouri Saria has been transferred on 13.05.2013
and Mayor lodge the FIR 23.05.2013 i.e. after 10 (ten) days of her transfer claiming that
only Tapas Ghosh and Paribesh Bandhab Sayanbhar Gosthi are responsible.
28) From the allegation made in the FIR it is clear that The Mayor has admitted that the
embezzlement of Fund is continuing for last few years but the Mayor Sri Tapas Banerjee
in the prayer portion of the FIR accuses Sri Tapas Ghosh and the President and
Secretary of the Paribesh Bandhab Sayanbhar Gosthi but tactfully did not mentioned
the names of Sanitary Inspectors of the A.M.C or made them accused in the F.I.R. It is
an admitted fact that Mayor has signed and passed all the Bills since June 2009 till the
detection by Smt. Shilpa Gouri Saria.
In the FIR the environment officer i.e. Tapas Ghosh is practically a “escape goat”
and The Mayor before sending the case to Police got a declaration in the chamber of
chamber Sri Jitendra Tewari under threat to the effect that “I am solely responsible for
the malpractice and defalcation of corporation fund” and forwarded a written
complaint making the officer solely responsible for such huge amount of defalcation of
Public money and thereby before the enquiry by Police/investigating Agency the
Mayor decided the case of defalcation and there by Fixed the line of Investigation by
exerting his Political Power and official capacity.
29) There are Five (5) Boro in the A.M.C. huge amount has been siphoned in the name of
Central Boro and the Master Brain of such Six (6) Boro is Mayor himself. In the F.I.R.
there is no mentioned about the Six (6) Boro or Central Boro and Mayor is totally silent
over the matter. Moreover formation of Six (6) Boro is totally illegal and contradictory

law as there are only Fifty (50) numbers of councilors/wards in the Asansol Municipal
Corporation and one Boro consist of Ten (10) numbers of councilors.
30) Thereafter the Police started a case being Asansol (S) P.S. case no. 240/13 dated.
23.05.2013 Section 420/409/465/467/468/471/120 B I.P.C. and the O/C entrusted the
case for Investigation to S/I. Sri Biswanath Majumdar being the 2nd
Officer of Asansol
(South) P.S. who got an order of remand from A.C.J.M. Court Asansol for 10 (ten) days
but S.I. Sri Majumdar is not enquiring the case properly and till date he has not seize
the CAG report from A.M.C. and also the papers and note sheet made by previous
commissioner cum S.D.O. Smt. Shilpa Gouri Saria and the Accounts relating to expenses
of environment since 2004 and the Audit report of A.M.C. Mr. Biswajit Majumdar is not
also investigating the case in a right path on the contrary he is regularly visiting the
office of The Mayor A.M.C. and consulting with him to find out the ways and means to
save the Mayor i.e. Sri Tapas Banerjee and making consultation with such person i.e. the
Mayor who has direct involvement in the matter of defalcation of huge corporation
fund as he happened to be the passing officer of those fake and false bills and under
no circumstances it can be said that Sri Tapas Banerjee The Mayor A.M.C. has no hand
in the crime / defalcation of fund/money. The Chief Accountant Sri Shyama Prasad
Mukherjee has also hand in the matter as he is also responsible to check & verify the
Bills. There is also a financial Committee headed by Sri Tanmoy Ganguli and assisted by
Sri Tapan Banerjee an Income Tax Practicesoners of Asansol Mr. Tapan Banerjee has
also been included as financial advisor of B.C. College, Asansol by Mayor Sri Tapas
Banerjee who is the president of B.C. College G.B. we from the action taken so far by the
investigation officer Sri Biswanath Majumdar. We have every reason to believe that I/O,
Sri Biswanath Majumdar shall not make proper investigation as a senior leader cum
M.L.A. of Ruling Party is directly involved in the matter of defalcation and as such the
proper course to find out the truth and to protect Govt. Money and Public Money is to
entrust the investigation of the case to C.B.I.
31) Along with the three Musketeers to turn/make the A.M.C. a wholesale stealing three (3)
officers namely (I)Sri Debabrata Chatterjee (Tax Department), (ii) Sri Sukumar Mukherjee
(Engineering Department), (iii) Sri Sanjiv Mukherjee (Trade license section) are directly

involved with the aforesaid Bosses of course the environment section a separate issue
where Mayor and Officer Tapas Ghosh are involved.
32) That after the death of Binoy Sarkar Councilor of Ward No. 6 and also after death of
Goutam Maji of Ward No. 47 no election has held even after the laps of two (2) years
and The Mayor did not take any steps for holding the election in the aforesaid 2 (two)
Wards and the entire money allotted to the aforesaid Wards were/are being spent by
Mayor himself and as there is no councilor there is 2nd
man to look after the genunity of
the expenditure Moreover during the past 2 (two) years no development work has been
done by the Mayor though bills were passed on several heads by the Mayor himself and
there is massive corruption in connection with the expenses shown in the aforesaid two
(2) Words.
33) Mr. Jitendra Tewari is occupying an E.C.L. quarter at ______________________ for years
together which is not expected from the Chairman of A.M.C.
34) That recently during the visit of Minister of Municipal Affairs on 13.05.2013 some
Councilors of Asansol Municipal Corporation raised some objection regarding the
allotment of job without Tender and also Tendering at high rate to some favorable
contractors and also pointed out about detection of High rate malpractice and
defalcation of Money in Environment Dept. by Smt. Shilpa Gouri Saria the
Commissioner of A.M.C. cum S.D.O. Asansol but the Minister did not make any
comments rather at the request of the Mayor Sri Tapas Banerjee and Chairman Sri
Jitendra Tewari the commissioner, Shilpa Gouri Saria was transferred from Asansol
within 3 (three) days from such visit of Minister and such quick transfer have raised eye
brows of several leaders and public of Asansol. The Mayor & Chairman raised bogus
allegation against the commissioner Smt Shilpa Gouri Saria that she is obstructing the
development work of Asansol but as she being a Chartered Accountant found
out/detected searease of malpractice and defalcation by the Money at A.M.C. and
checked the siphoning of money the Mayor and his associates.

35) Be it mentioned that Sri Jitendra Tewari Chairman is also the Union leader of Safaiwalas
of A.M.C. and he has/had hand in the matter of defalcation as payment were being
made to the Safaiwalas / sweeper the leaders of which had/has daily interaction with
the Chairman. A letter from the Dept. Secretary was also sent to the Chairman A.M.C.
when the Mayor and commissioner were not giving any answer to the queries made in
the Application under R. T. I. Act and for a which the Chairman Jitendra Tewari is
supporting the Mayor blindly and he is one of the person behind the defalcation with
the Mayor and Officer Sri Tapas Ghosh.
36) That besides the malpractice in environmental department the following queries were
made to unearth the major illegality, and defalcation or siphoning of Fund of A.M.C. but
not answered to the provision R. T.I application The information required are as follows:
(i) Details of Issuance of work orders since June 2009 to December 2012 valuing
above 50,000/- (fifty thousand only) without floating any tender and to disclose
the names of contractors and value of such work order against each work order.
(ii) Details of Passing of bills in the name of “Akhil Udyog” without performing any
repairing work, within Ward No. 13.
(iii) Reason of Non taking of any legal steps against illegal construct of “Parbati
Shopping Arcade” where a hotel named Parbati International situated covering
the side land of G.T. Road, situated Opposite to Gupta College (Formerly R.K.
Mission School) Asansol.
(iv) Whether any Trade license has been given to open any Restaurant within Parbati
Shopping Complex/ Parbati Shopping Arcade in the 2012 – 2013.
(v) What is the name of the said Restaurant and name of the owner or partner of
said Hotel?
(vi) Whether any trade license has been given to open any Restaurant within Parbati
shopping complex / Parbati shopping Arcade to the year 2012-2013
(vii) What is the name of the said restaurant and name of the owner of partner of
said Hotel?
(viii) Reason of Passing of disputed bills amounting to Rs. 26 crores in respect of
construction of houses / flats numbering about 1056 at Chandmari, Asansol

within Ward No. 30 under B.S.U.P. Scheme,(a central board scheme) without any
sanction of the Board of councilors of A.M.C. pending reports from Engineer
under Municipal Department Government of West Bengal.
(ix) Reason Passing of disputed bills of huge amount (more then 50 lacks) in respect
of Water Treatment Plant at Kalajharia, Burnpur in a hot hest without any
sanction of Board of A.M.C.
(x) Name of the contractors against Allotment of electrical maintenance job at some
main roads of Asansol such as G.T. Road, S.B. Gorai Road, Sen Relay Road Hutton
Road, Court Road, Dhadka Road, etc since August 2009 to August 2012.
(xi) Give Details of allotment of huge money in “slum areas” in the Wards of
Congress /CPM councilor who are old friends of the Mayor of A.M.C
(xii) Give details of Allotment of parking zones without any Tender with the name of
respective allotted persons and his/her address.
(xiii) Reason of Conversation of a “child health centre” into a shelter for “homeless
persons during night hours” situated in at New Ghusik under Ward No. 20 in the
“Benami” of some relatives.
(xiv) How much amount has been allotted per annum look after said night shelter to
homeless persons to the concerned N.G.O. for the said night shelter?
(xv) What is the name and address of the said N.G.O.?
(xvi) Who are the beneficiaries of the said N.G.O.?
(xvii) To give particulars details of allotment of 2 (two) auditoriums / halls i.e.
Rabindra Bhavan at Asansol & Sampriti Hall at Burnpur at a lower rate charge of
Rs. 1000/- (Rupees one thousand) below Rs. 1,500/- per day with the name and
address of allottees and the dated and number of money receipts.
(xviii) What are the actual/normal charge / rent for the aforesaid two halls per day?
(xix) How much money has been spent for construction of houses over E.C.L. Land at
Damra under Ward No. 35?
(xx) Whether the corporation has title or lease over the said land when construction
has been made within Ward No. 35?
(xxi) In how many cases the work started without any tender and also name the value
of such work orders along with the name of the contractors since August 2009 till
Dec 2012

(xxii) What is Tender value for White Washing / Colouring of Corporation Building and
what is the name of the contractor for such work. In which paper and on which
does the advertisement seeking Tender has been published.
(xxiii) How much money has been paid for “Hindi Academy” and under whose
supervision the money has been spent.
(xxiv) How much amount has been spent for “Nazrul Park constructed” in front of
Gupta College (formally old R.K. Mission School) as G.T. Road, Asansol.
(xxv) What is the name & address of the contractor? Who was allotted with the job of
NAZRUL Park please give the name the persons who are members of finance
committee of Asansol Municipal Corporation –Do- of B.C. College Asansol?
(xxvi) Whether the Mayor Sri Tapas Banerjee 15th
President of B.C. College G.B. or not?
(xxvii) On which date the commissioner Smt. Shilpa Gouri Saria ordered to pay the
salary to sweeper/ garbage cleaner through bank? Please give the name of the
Bank where the account of sweeper/ contract labour / garbage cleaner has been
opened.
(xxviii) How much bills amount was being paid in the sweeper salary or Garbage cleaning
was being paid per month since June 2009 to February 2013.
(xxix) When the bill for March to April 2013 to was submitted. When the bill for March
to April?
(xxx) When the F.I.R. has been lodged against Tapas Ghosh?
(xxxi) When the transfer order of Silpa Gouri Saria has been passed.
(xxxii) How much amount of money have been spent in Ward No. 6 and 47 for 2010-
2011, 2011-2012 and 2012 to 2013 please give the Details of Work order above
Rs 50,000/-(fifty thousand )only including the name and address of the
Contractor.
(xxxiii) Please give the name the person who supervises the work in Ward No. 6 and 47
after the death of the respective ward commissioner.
(xxxiv) Please give the name who passed the bills against the work order in the above
said two Wards.
(xxxv) Whether there is any Boro named Central Boro in the M.I.C.
(xxxvi) It any Bill has been passed of the name of such Boro please let us know the
amount disbursed in the name of Central Boro.

people of Asansol from huge corruption within Asansol Municipal Corporation and kindly
entrust the matter to C.B.I. without any further delay.

Be it mentioned that Mayor is the final authority for payment of bills. In every bills other that
the bills of environment Dept./Section it routed through the concerned councilor engineer,
Boro Chairman but surprisingly all the bills of Environment Dept. were directly placed before
the Mayor by the officer and he passed all the bills for payment to the cash section and there
by the Mayor not only has collusion with Mr. Ghosh in making payment of the false bill but

also the misused his official capacity to get the bill passed and making payment of false bills
therefore the Mayor not only deserves expulsion from the Post but also legal conviction.
Several letters/Application under R.T.I. Act were given to the Mayor and previous
commissioner cum ADM Asansol Mr. Jayanta Kumar Aikat (WBCS) but none of the queries
were answered by them And ultimately Mr. Aikat invited the Applicant vide his letter dated.
05.11.2012 to inspect the Municipal Record himself on 16.10.2012 from 3 p.m. to 4 p.m. and
thereafter vide another letter dated 18.12.2012 from 11a.m. to 3 p.m. on 26.12,2012 which
is not only contrary to RTI Act but also humanly impossible and there by both the Mayor as
well as the Commissioner avoided to give any single answer inspite of letter of Deputy
Secretary & SPIO Dept. of Municipal Affairs dated 12.11.2012 & 07.01.2013 and letter of
Finance officer & State Public Information Officer W.B. Information Commission dated
12.07.2012 to the State Public Information Officer Asansol Municipal Corporation Asansol.
In letter dated ________ the commissioner asked the Application Sri Biren Mukherjee to
give the more specific queries and accordingly vide letter dated. __________ Sri Biren
Mukherjee made his queries more specific consisting of ______ in numbers but no answer
was given to the said Applicant and such act of avoiding and deliberately violating the R.T.I.
Act further proves that Mayor is not only a felicitator but also directly involved in corruption
not only by passing false/fake bills of environment Dept. but also in the matter of passing of
old disputed bill of “Chand Mari” BUSP housing Project and Kalajharia water treatment at
Burnpur Plant and issuing high rate work orders without seeking any open Tender and
passing of fake bills to favorite parties without any work/job done by him.
In fact not a single leaf moves in the A.M.C. without the consent knowledge and consent of
Mr. Tapas Banerjee the 1st
citizen of Asansol Corporation Area and it is Silpa Gouri Saria
Chairman cum S.D.O. Asansol being a Chattered Account pore water in the fire of corruption

set by Mr. Tapas Banerjee the Mayor A.M.C. and instate of awarding her for such detection
she site has been transferred immediately after the visit of Municipal Minister Mr. Firhad
Hakim and managed to get a declaration of Mr. Tapas Ghosh after confining him in the
office of the chairman Mr. Jitendra Tewari and such confidential statement in writing before
the investigation by Police further proves the involvement of Sri Tapas Banerjee & his
associates. Moreover on the date of production in Court on 24.05.2012but Mr. Tapas Ghosh
was barricaded by S/I Biswanath Majumdar the 2nd
officer of Asansol (S) P.S. and his
associate Police men so that Mr. Tapas Ghosh Can not speak to any persons who may
advising Mr. Ghosh to make a statement U/s. 164 Cr. P.C. Now Mayor of A.M.C. to save his
skin making statement before the Prints & Electronic media that it is him the Mayor who
detected the corruption and making Tapas Ghosh the officers as escape Goat. And
pressuring the Police to charge Mr. Ghosh and any how save him by exerting his official
capacity and as such without the removal of the Mayor from the Post no imperials Enquiry
can be made the case should be transferred to C.B.I. as such.
