3. Technical Support in the Development of the
Philippines’ Country Proposal to Global Fund Round 8
Context • Initiative of more than 49 organizations (34 signed formal
collab agreement) that started in Round 7 (i.e., GFR78i)
• 34 orgs: 6 CBOs; 22 NGOs; 2 FBOs; 4 Business
• Frontline NGOs/CBOs lack resources to provide HIV services
• HIV prevention in the workplace
• PHANSuP designated as the coalition secretariat
Alliance Hub 1. Mobilization of resources to fund the project development process
Support 2. Provision of technical assistance: lead writer
Results • Country proposal endorsed by Philippine CCM to GFATM
• NGO-driven process hailed as the most inclusive, open and
participative (widest consultation ever) in the country’s GFATM
experience since 2002
Key Success 1. Holistic, strategic support (resource mob; tech writing)
Factors 2. Community engagement (inclusion of all relevant stakeholders)
3. Timeliness and quality of assistance (by balanced team of experts)
Challenges • Very limited capability of small CBOs/NGOs to pay for TS
