ERASMUS+ MUSIC IS … LIFE LONG LEARNING
EVALUTATION REPORT
In order to evaluate the ongoing process and results of the project, the Erasmus+
Management Group elaborate this report and present it to the Steering Committee for its
approval.
1. Project Management Organs
In order to ensure efficient and effective management of the project two organs have been
formed:
The Management Group who will assume the task of managing the implementation of the
project and a Steering Committee that will oversee and monitor the following activities:
A) If the commissioning of the project work is in line with the project specifications
B) The quality of the products
C) Eligibility of project expenditure.
The project management group is formed by the Coordinators of each school and will be
chaired by the Coordinator of the coordinating institution.
The Steering Committee is composed by the Heads of the participating institutions and,
apart from what has been indicated above, will have the authority to take all necessary
measures to address the project in order to ensure the quality, effectiveness and impact of
the same. Both bodies will be meeting during the transnational meetings, where the work
of the project carried out up to that point will be estimated and the budget expenses will
be validated.

2. Sections of the report and its updates.
The present report will examine the following subjects:
 Quality of the project’s activities and results
 Risk monitoring and control
 Indicator of achievement of project objectives
 Measure of project impacts
 Budget control and assessment
 Work Break Down Structure of the Project
The report has been elaborated by the Management Group and has been submitted for its
approval to the Steering Committee on the occasion of Transnational Project Meetings
starting from the second one. During the first TPM (Kick-off Meeting) has been discussed
and approved the report format.
3. Quality of the project’s activities and results
Quality control process
The quality control process will focus on the assessment of the following aspects:
1) Quality of on-site activities carried out by participating pupils;
2) Quality of Joint Staff Training Events;
3) Quality of Short-term exchanges of group of pupils;
4) Quality of intermediate and final products (Good Practices and Guidelines Manual)
5) Quality of dissemination events.
The tools used for quality control, and analyzed in the report, are as follows:
a) analysis of the beneficiaries' satisfaction (students, teachers, families) through
questionnaires, interviews, focus groups;
b) assessment of impact the activities carried out on the competences (average results and
dispersion) and student motivation (test before starting and at the end of the activities,
observation of teachers, etc);
c) evaluation of Joint Training Events through anonymous questionnaires to the
participating teachers;
d) questionnaires to students and families on the Short Term Exchange of Pupils carried
out abroad;
e) assessment of the Manual of Good Practices and Guidelines also by external teacher at
the Erasmus+ working groups that will contribute to the verification of the quality of
intermediate and end products produced, through the evaluation of their use and
functionality. This check will be made, on the drafts realized to date, twice: at the end of
the first year of operation and immediately before the last meeting of the transnational
project;
f) questionnaire at the end of dissemination events.

After each Dissemination Event parents were invited to fill in a paper form of 4 question in order to evaluate the Event.
For instance in the initial dissemination event in Alba Adriatica we collected 87 forms out of 250 approximately
participants to the event, with an average evaluation of 3,62. The same methodology has been applied to all the other
events.

4. Risk monitoring and control
Risk management process
The identification of project risks is not an event to be held only once. As the project evolves, new
risks may manifest itself and must be addressed accordingly.
The Project Management Group analyze the possible risks, identified in a dynamic check list and
cooperatively define if the risk occurred or not.
If the risk takes place the P.M.G. evaluate the possible impact and plan the possible response.
The risk assessment is made at least on the occasion of each Transnational Project Meeting, starting
from the 2nd one.
The P.M.G. presents its conclusion and proposal to the Steering Committee that is entitled to take
any necessary decision.

5. Indicator of achievement of project objectives
In order to track the achievement of objectives and results and the measurement of their
success, it applies a simple, yet effective, monitoring and evaluation system.
Indicators of results
The following indicators divided into three categories have been identified:
1. Quantitative indicators
2. qualitative indicators
3. imperatives indicators
The indicators of the project taking into account the principle of equal opportunities for
participation in the program in terms of equality of Gender and the involvement of target
groups in disadvantaged situations.
Quantitative indicators measure the participation of target groups and the number of
activities carried out in the scope of the project.

Qualitative Indicators
The qualitative indicators have been developed in order to provide a thorough analysis of
the work done by partnership project. This information is obtained through surveys of
target groups and satisfaction of their behaviour change, through self-assessment
questionnaires recipients and focus groups and interviews with teachers, including non-
participants in the project, related to the project products. These indicators are:
a) improvement obtained on key competences of pupils;
b) improving and strengthening the inclusion of children with fewer opportunities, both in
relation to the skills and relative to their welfare;
c) improving the quality of education and early childhood care, greater focus on skills and
strengthening of vertical integration with the next cycle;
d) enhancement of the educational tools available to teachers, their effectiveness and
usability;
e) comprehensibility and usability of the Manual of Best Practices and Guidelines.
Indicators a) and e) have been already measured and analyzed in the quality control
process section.

Evaluation Strategy
The assessment of achievement of project objectives involves three steps.
I. ex-ante evaluation
II. Formative evaluation in progress
III. final evaluation
I. The ex-ante evaluation focuses on the system of the project and its development, the
objectives that have been established and the joint work plan proposed. It is realized in the
weeks immediately prior to the initial project meeting. The tools for this phase are
questionnaires that coordinators of the school has administered to the participating
teachers and to the others.

The ex-ante evaluation results are discussed during the kick-off meeting to refine, if
necessary, the project system.
II. Formative evaluation in progress.
This phase lasts for the entire life cycle of the project and focuses on the work of the project
and that the work and of intermediate and final products with those agreed in the work
plan.
The issues to be analyzed during the ongoing evaluation are: on-time delivery of the
partner institutions work; if the work continues at the time and according to common
decisions; product quality; the active participation of school communities, etc.
III. Final evaluation
The final evaluation shall focus on the end products of the project, its results and impact in
the development of key skills (average results and dispersion), the inclusion of students
with fewer opportunities and the quality of education and care of the first childhood. The
final evaluation shall assess the immediate usability of the products and the transferability
of the results to other schools.

6. Measure of project impact
The impact of the project on the participants, the participating organisations, target
groups, other relevant stakeholders and at local, regional, national and European level will
be measured through a set of indicators and instruments.
1) Competences of Students: the measurements will be performed (by test or tests) of
sample classes before the start of activities and at the end of activities. The effects will be
obtained from the project activities both in terms of the average results of both dispersion
from the average. This item is already measured in the Quality of the project’s activities
and results section.
2) Cognitive processes of students (memory, thinking, imagination): observation of
teachers. This item is already measured in the Quality of the project’s activities and results
section.
3) Motivation, learning climate, the European spirit of the students: questionnaires and
interviews.

7. Budget control and assessment
In order to ensure an appropriate budget control two instruments will be used:
 The Mobility Tool
 An excel-form
The Mobility Tool provided by the European Commission will be updated regularly with
the supervision and counselling of the Coordinating School. Support will be provided as
well by each National Agency.
The excel form has been implemented in order to track effective costs and to handle the
financial management of the project during the entire life cycle. Each school will update its
own section and budget will be validated during each Transnational Project Meeting by
the Steering Commitee.
The following table summarizes the total figures of an interim Meeting and was used to
discuss whether the resources had been used in line with the progression of the project.

  • 1. 1 ERASMUS+ MUSIC IS … LIFE LONG LEARNING EVALUTATION REPORT In order to evaluate the ongoing process and results of the project, the Erasmus+ Management Group elaborate this report and present it to the Steering Committee for its approval. 1. Project Management Organs In order to ensure efficient and effective management of the project two organs have been formed: The Management Group who will assume the task of managing the implementation of the project and a Steering Committee that will oversee and monitor the following activities: A) If the commissioning of the project work is in line with the project specifications B) The quality of the products C) Eligibility of project expenditure. The project management group is formed by the Coordinators of each school and will be chaired by the Coordinator of the coordinating institution. The Steering Committee is composed by the Heads of the participating institutions and, apart from what has been indicated above, will have the authority to take all necessary measures to address the project in order to ensure the quality, effectiveness and impact of the same. Both bodies will be meeting during the transnational meetings, where the work of the project carried out up to that point will be estimated and the budget expenses will be validated.
  • 2. 2 2. Sections of the report and its updates. The present report will examine the following subjects:  Quality of the project’s activities and results  Risk monitoring and control  Indicator of achievement of project objectives  Measure of project impacts  Budget control and assessment  Work Break Down Structure of the Project The report has been elaborated by the Management Group and has been submitted for its approval to the Steering Committee on the occasion of Transnational Project Meetings starting from the second one. During the first TPM (Kick-off Meeting) has been discussed and approved the report format. 3. Quality of the project’s activities and results Quality control process The quality control process will focus on the assessment of the following aspects: 1) Quality of on-site activities carried out by participating pupils; 2) Quality of Joint Staff Training Events; 3) Quality of Short-term exchanges of group of pupils; 4) Quality of intermediate and final products (Good Practices and Guidelines Manual) 5) Quality of dissemination events. The tools used for quality control, and analyzed in the report, are as follows: a) analysis of the beneficiaries' satisfaction (students, teachers, families) through questionnaires, interviews, focus groups; b) assessment of impact the activities carried out on the competences (average results and dispersion) and student motivation (test before starting and at the end of the activities, observation of teachers, etc); c) evaluation of Joint Training Events through anonymous questionnaires to the participating teachers; d) questionnaires to students and families on the Short Term Exchange of Pupils carried out abroad; e) assessment of the Manual of Good Practices and Guidelines also by external teacher at the Erasmus+ working groups that will contribute to the verification of the quality of intermediate and end products produced, through the evaluation of their use and functionality. This check will be made, on the drafts realized to date, twice: at the end of the first year of operation and immediately before the last meeting of the transnational project; f) questionnaire at the end of dissemination events.

  • 13. 13 4. Risk monitoring and control Risk management process The identification of project risks is not an event to be held only once. As the project evolves, new risks may manifest itself and must be addressed accordingly. The Project Management Group analyze the possible risks, identified in a dynamic check list and cooperatively define if the risk occurred or not. If the risk takes place the P.M.G. evaluate the possible impact and plan the possible response. The risk assessment is made at least on the occasion of each Transnational Project Meeting, starting from the 2nd one. The P.M.G. presents its conclusion and proposal to the Steering Committee that is entitled to take any necessary decision. Indicator of achievement of project objectives In order to track the achievement of objectives and results and the measurement of their success, it applies a simple, yet effective, monitoring and evaluation system.   • 24. 24 Qualitative Indicators The qualitative indicators have been developed in order to provide a thorough analysis of the work done by partnership project. This information is obtained through surveys of target groups and satisfaction of their behaviour change, through self-assessment questionnaires recipients and focus groups and interviews with teachers, including non- participants in the project, related to the project products. These indicators are: a) improvement obtained on key competences of pupils; b) improving and strengthening the inclusion of children with fewer opportunities, both in relation to the skills and relative to their welfare; c) improving the quality of education and early childhood care, greater focus on skills and strengthening of vertical integration with the next cycle; d) enhancement of the educational tools available to teachers, their effectiveness and usability; e) comprehensibility and usability of the Manual of Best Practices and Guidelines.   • 29. 29 Evaluation Strategy The assessment of achievement of project objectives involves three steps. I. ex-ante evaluation II. Formative evaluation in progress III. final evaluation I. The ex-ante evaluation focuses on the system of the project and its development, the objectives that have been established and the joint work plan proposed. It is realized in the weeks immediately prior to the initial project meeting. The tools for this phase are questionnaires that coordinators of the school has administered to the participating teachers and to the others.
  • 30. 30 The ex-ante evaluation results are discussed during the kick-off meeting to refine, if necessary, the project system. II. Formative evaluation in progress. This phase lasts for the entire life cycle of the project and focuses on the work of the project and that the work and of intermediate and final products with those agreed in the work plan. The issues to be analyzed during the ongoing evaluation are: on-time delivery of the partner institutions work; if the work continues at the time and according to common decisions; product quality; the active participation of school communities, etc. III. Final evaluation The final evaluation shall focus on the end products of the project, its results and impact in the development of key skills (average results and dispersion), the inclusion of students with fewer opportunities and the quality of education and care of the first childhood. The final evaluation shall assess the immediate usability of the products and the transferability of the results to other schools.

Measure of project impact The impact of the project on the participants, the participating organisations, target groups, other relevant stakeholders and at local, regional, national and European level will be measured through a set of indicators and instruments. 1) Competences of Students: the measurements will be performed (by test or tests) of sample classes before the start of activities and at the end of activities. The effects will be obtained from the project activities both in terms of the average results of both dispersion from the average. This item is already measured in the Quality of the project’s activities and results section. 2) Cognitive processes of students (memory, thinking, imagination): observation of teachers. This item is already measured in the Quality of the project’s activities and results section. 3) Motivation, learning climate, the European spirit of the students: questionnaires and interviews.
