96. Prior to New York City’s sanitary reforms of the 1890s,
street cleaning and regular trash collection were not
widely available--only affluent residents paid for these
services. As you can see here, garbage and filth were
allowed to accumulate on the streets and alleyways in
the rest of the city’s neighborhoods, as shown in this
photo.
