AP is moving towards decarbonising its vehicular emissions in 4 wheeler and 2 wheeler segment. this is a proposition for 3 wheeler E-rickshaw which is quite popular in Delhi and could be replicated in AP as is used by common people as low-cost alternative and mass transit for Road.
1. DECARBONISING AP
With a visionary and futuristic leadership AP post
Bifurcation is transforming in to a model modern state.
2. URBAN TRANSPORT
As AP has not developed mass transit systems in the 13
districts the transport relies on private and public
vehicles with maximum tailpipe emissions that pollute
air.
3. PARTICULATE EMISSIONS
With growing construction, industrialisation and
vehicular population, emission levels have been
increasing and clean air is dependant on tree
population and other climatic conditions.
4. FUTURISTIC SOLUTIONS
With Honourable CM driving AP towards Nextgen options in
urban transport and propagating e-vehicles in private transport,
we propose similar strategy for mass transport in three wheeler
using E-Rickshaw for shared services which are most preferred
and cheap way of transit for major populace.
5. SMART CITIES AND SMART VILLAGES
With already few AP metros like Visakhapatnam,
Kakinada, Tirupathi being selected for smart city
project development and also Villages also being
driven towards urbanisation and their aspirations for
better living catching up with internet driven
Millenials, providing them an alternate transport
solution which is also an employment generator
and also a clean transport solution is one path way
to decarbonising transport.
6. THE MOBILITY COMPONENT OF AREA BASED
DEVELOPMENT UNDER SMART CITY PROPOSAL
INCLUDES
Development of Non-Motorised Transport
Infrastructure
Improving the road connectivity within and outside
the city
Improving the on-street and off-street parking in the
major locations by developing Multilevel Car
Parking
Improving the last mile connectivity in the city by
introducing e-Rickshaw as the new green mode of
transport
7. E RICKSHAW OPERATIONAL & DEPLOYMENT
STRATEGY
Organised system with
defined routes and fixed
fares
Availability of subsidy
through various schemes
for (State & National
Level Schemes
promoting E-Rickshaws)
Financial flow
Roles and responsibilities
of all the stake holders
involved
Faster Adoption and
Manufacturing of (Hybrid
&) Electric Vehicles in
India encourages hybrid
and electric vehicles for
better air quality in India
by providing subsidy on
purchase of hybrid and
electric vehicles.
Subsidy for SC, ST for
self employment.
8. POLICY GUIDELINES AND DEPLOYMENT CRITERIA
FOR OPERATION OF E-RICKSHAW
Procedural guidelines for licensing registration, fitness criteria,
and syllabus for imparting instructions in driving E-rickshaw.
The licensing registration involves a detailed procedure of fitness
criteria and eligibility criteria of the driver and list of forms and
formats for License / Renewal / Duplicate License and their
procedures are mentioned.
A list of certificates such as ownership of the vehicle and
forms of duplicate certificate for vehicle ownership, forms of
application for transfer of ownership of E-rickshaw, fitness
certificate and form for trade certificate for E-carts are mentioned.
Amendment provided by Motor Vehicle Act on E rickshaws and
follows all the details of registration of a vehicle under the Road
Transport Authority (Refer Annexure-4).
9. E-RICKSHAW INFRASTRUCTURE
Charging stations are a critical infrastructure of the
E-Rickshaw system.
The Municipal Corporation is responsible for
allotting the locations for charging-cum-parking
areas in subsidised rates.
The role of Policy will be to appoint members for its
daily supervision during charging of the E-
Rickshaw.
10. E-RICKSHAW SUPPLY
The supplier was needed to meet the following
conditions for participating in the procurement program:
Cost of the E-Rickshaw (in the range of Rs 1-1.5 Lakh)
Certified by Automotive Research Association of India
(ARAI) with minimum warranty of 6 months on
the spare parts and batteries
Battery to be self-manufactured or procured from
reputed companies such as Amaron, HBL, Enersys or
any AP manufacturer etc.
All the spare parts and batteries to be of Indian make.
The specifications of e-rickshaw should meet the
standard of Motor Vehicle Act’s Amendment Act 2015
11. CHALLENGES AND OUR SOLUTION
Although all the models available in the market meet the specifications
as per the Motor Vehicle Act 2015 (the Amendment Act 2015), most of
them do not opt for high-quality lead acid batteries. Most of the
manufacturers use batteries of low quality standard which get discharged
fast and are not able to achieve the mileage as per the amendment act.
We use a very unique technology that brings great benefits to all sorts of
lead acid batteries in the market. This technology allows the recovery of
the lost potential of any lead acid battery of any brand, make, application,
state-of-charge, level of sulfation, age, size, and price. Our technology
for battery improvement can do this in a very quick, safe, and effective
manner following scientific method and procedures regarding the
maintenance, handling, recharging, and electro-chemistry of lead acid
batteries. We warranty one year for rejuvenation and also could act as a
charging station and we are marking our presence in each district of AP.
We also provide Automatic fire safety.
12. AP MODELING E-RICKSHAW
Many Indian cities have adopted e-rickshaws as the
last mile connectivity and feeder services but there
have been no efforts made by the state authorities
to provide complete infrastructural support to this
service. In almost all Indian cities, the E-rickshaw
runs parallel to auto rickshaws and other public
transport services as there is no route
rationalisation carried out to run this service in an
organised way.
AP can comprehensively utilise our Services of E-
rickshaw supply and battery recharging stations to
decarbonise its Urban and Rural transport.
