Strategy - EIS
European Interoperability Strategy
An action plan to address cross-boundary interoperability
aiming at facilitating the implementation of EU policies
and initiatives.
To define, in agreement and cooperation with Member
States, a focused set of concrete actions both at national
and EU level which will improve interoperability of public
services in Europe.
A first version of the EIS is expected to be ready in
October 2009. This will lead to a Communication of the
Commission to the Council and the European Parliament.

Principles - EIF
European Interoperability Framework
To serve as the basis for European seamless
interoperability in public services delivery, thereby
providing better public services at EU level
To support the delivery of PEGS by furthering cross-
border and cross-sector interoperability
To supplement the various National Interoperability
Frameworks in the pan-European dimension
A second version of the EIF is expected to be ready in
2009. This will lead to a Communication of the
Commission to the Council and the European Parliament.

Tactics - CAMSS
Common Assessment Method Standards and
Specifications
To initiate, support and coordinate the collaboration
between volunteer Member States.
To share the assessment study results for the
development and the interoperability of Public
Services.
To identify and describe Interoperability challenges in
European Public Service.
Negotiation on and selection of standards and
specifications is outside the scope of CAMSS.

Assets Management - SEMIC
Semantic Interoperability Centre
The collection and provision of interoperability assets are
the core purposes of SEMIC.
Syntactic assets define common data structures, e.g.
XML schema. Semantic assets, e.g. taxonomies or code
lists, on the other hand, deliver a central terminology to
ensure that data elements are interpreted in the same
way by communicating parties.
The platform provides collaboration tools while a clearing
process safeguards quality standards.
