3. INTRODUCTION
Canada like many countries needs immigrants as part of supporting an
economy
Canada needs better alignment of immigration with skills gaps -
https://www.slideshare.net/paulyoungcga/2019-election-human-capital-
and-skills-management-june-2019
Integrating new immigrants into Canada is very costly.
Trudeau’s inability to stop the illegal border crossing has put a strain on the
immigration system - https://irb-cisr.gc.ca/en/statistics/Pages/Irregular-
border-crosser-statistics.aspx
2015 Election promise - https://www.liberal.ca/liberals-unveil-new-plan-for-
immigration-focused-on-family-reunification-middle-class-growth/.
Liberals never fixed the immigration system. One could argue the
immigration system has a large backlog -

Liberals have left a mess with immigration including lack of resources and
funding.

7. REFUGEE'S COST
Canada is forecasted to receiving 40,000 refugees through the illegal border crossing into Canada. The cost
of to house, feed, cloth, medical, etc. will be between $600M to $1B.
https://openparliament.ca/debates/2017/9/26/michelle-rempel-2/. The response from the government has
been at best lukewarm. Here is what the immigration minister said “The member opposite must know that
asylum claims fluctuate on a yearly basis and sometimes even monthly. The fact of the matter is that our
agencies were nimble enough. We were able to put full capacity within IRCC to process claims.
Yet the government thinks closing the borders is not priority, but taxing small business is in terms of policies
is top priority, right? https://ipolitics.ca/2017/09/28/morneaus-tax-plan-should-have-been-political-gold-

12. EMPLOYMENT
ISSUE
Why? We have youth unemployment as well as the economy is sluggish in terms of
growth. Job creation is only 200K for 2016, but the bulk of new jobs are part-time.

There are already issue with job settlement programs in terms of both funding and

15. CANADA IMMIGRATION PROCESS
The Canadian federal and provincial governments
constantly updating their programs to ensure that
Canadian immigration is successful, both for
newcomers and for Canada. There are currently
than 60 programs available for immigration to
Canada. For that reason, everyone's path to
immigration will be unique.
For example, there are many different categories
professionals and workers under which you might
qualify for your Canada Immigration permanent
resident visa, including the Federal and Quebec
Skilled Worker programs, the Provincial Nominee
Programs, the Canadian Experience Class, the
Quebec Experience Class, and the Federal Self-
Employed program. Canada also offers a number
Family Class Sponsorship programs, whereby
Canadian citizens and permanent residents may
sponsor family members and loved ones for
Canadian immigration.

16. REFUGEE PROCESS / CANADA
Some people are not eligible to claim refugee
protection in Canada.
Officers receiving your refugee claim will decide
whether it is eligible for referral to the
Immigration and Refugee Board of Canada
(IRB), an independent administrative tribunal
that makes decisions on immigration and
refugee matters. The IRB decides who is a
Convention refugee or a person in need of
protection.
•Your refugee claim may not be eligible for referral to the
IRB if:
•You have been recognized as a Convention refugee by
another country to which you can return;
•You have already been granted protected person status
in Canada;
•You arrived via the Canada-United States border;
•You are not admissible to Canada on security grounds, or
because of criminal activity or human rights violations;
•You made a previous refugee claim that was found to be
ineligible for referral to the IRB;
•You made a previous refugee claim that was rejected by

17. IMMIGRATION TRENDS – CANADA
Source: http://www.statcan.gc.ca/pub/11-630-x/11-630-x2016006-eng.htm
The annual number of landed immigrants in Canada has fluctuated
considerably over the last 150 years. Some of these fluctuations can be
linked to immigration policy changes, others to Canada's economic situation
or world events connected with the movement of migrants and refugees.
For example, in the late 1800s, the number of immigrants admitted annually
to Canada varied between 6,300 and 133,000. Record numbers of
immigrants were admitted in the early 1900s when Canada was promoting
the settlement of Western Canada. The highest number ever recorded was
in 1913, when more than 400,000 immigrants arrived in the country.
However, the number of people entering the country dropped dramatically
during World War I, to fewer than 34,000 landed immigrants in 1915. The
lowest numbers of landed immigrants were recorded during the
Great Depression in the 1930s and during World War II. The return of peace
fostered economic recovery and an immigration boom in Canada.
Other record levels of immigration have been registered during political and
humanitarian crises, including in 1956 and 1957, when 37,500 Hungarian
refugees arrived in the country, and in the 1970s and 1980s, when a large
number of Ugandan, Chilean, Vietnamese, Cambodian and Laotian refugees
came to Canada.
Since the early 1990s, the number of landed immigrants has remained
relatively high, with an average of approximately 235,000 new immigrants
per year.

21. SYRIA / REFUGEE
More than 30,000 Syrians have arrived since November
(excluding Quebec, which has its own settlement
program), and almost half of those are being privately
sponsored to some extent.
While government-assisted refugees are usually settled
in cities and large towns, families who are privately
sponsored can end up anywhere. In more than 300
communities across the country, locals have banded
together to provide housing, English classes, driving
lessons, a crash course in Canadian customs (pot luck
dinners, poutine) and, most important of all, friendship.

22. COST TO
RESETTLED
IMMIGRATIONS
There is allot of things being said about the refugees. Yet the Liberals
have not been clear with either with the true costs or ethnic makeup of
the refugees, why?

There is also a cost to refugees - https://www.slideshare.net/paulyoungcga/refugee-crisis-canada-june-2017
I am also very surprised that many people do not read beyond the headlines, especially in terms of what ISIS is doing
as part their next action. http://www.nationalreview.com/article/450288/angela-merkel-refugee-policy-threatens-
german-security “It is not news that ISIS has used the Syrian refugee crisis to infiltrate Europe. In January 2015, ISIS
told Buzzfeed that it was doing precisely that. And in November 2015, Iraqis posing as Syrian refugees helped
slaughter 130 people on the streets of Paris.

temporary housing, $3 million for the Red Cross, $12-million for the city
of Ottawa, $90 million shelled out in Ontario Works assistance and $20
million for elementary and secondary school spaces.”
Liberals found money for PQ, but not Ontario -

seekers/ “The Canadian government has announced it will provide $250
million to Quebec for costs related to help with resettle and provide
support to refugees and asylum seekers. The federal funding, which was
announced on Thursday, comes months after Quebec Premier François
Legault said Ottawa owed $300 million in compensation to cover the
costs of asylum seekers arriving in Quebec.”
Ontario and re-settling - https://globalnews.ca/news/5747601/ontario-
federal-government-funding-asylum-seekers/ “Ontario is continuing to
call on the federal government to foot the bill for asylum seekers who
are living in the province as their refugee claims make their way through
a backlogged system.”

“Prime Minister Justin Trudeau has committed to a one-time legal aid
top-up of nearly $26 million for refugee and immigration cases to
compensate for cuts delivered by Ontario Premier Doug Ford in this
year's budget.” Trudeau continues to pander for votes without ever

“Austria is set to follow the United States and Hungary by backing out of a
United Nations migration pact. The right-wing Austrian government, which
took office last December, has said it will not sign the Global Compact for
Safe, Orderly and Regular Migration which looks to make migration safer.
Austrian Chancellor Sebastian Kurz stood on an anti-immigration platform
and since taking office in December has implemented a number of policies
that include restricting benefits for new immigrants. Austria will not join the
UN migration pact," Mr Kurz said in a statement.” Source -

32. MAX BERNIER / IMMIGRATION
“A People's Party of Canada government would lower the number of immigrants Canada accepts to
between 100,000 and 150,000 per year — a level not seen since 1986 — party leader Maxime Bernier
pledged in a policy speech Wednesday evening. That's a number significantly lower than the 250,000 cap
Bernier pitched while running for the leadership of the Conservative Party of Canada two years ago. In a
speech in Mississauga, Ont. Wednesday night, the MP for Beauce took aim at what he called a policy of
"extreme multiculturalism" and accused the Liberals of "putting Canada on a road to destruction"
through Prime Minister Justin Trudeau's "globalist vision.“ Support for immigration will continue to
diminish and social tensions are likely to rise," Bernier told the crowd in a speech delivered entirely in
English. "We need to slow down." Bernier, who struggled at times with his delivery, said his party would
prioritize economic immigrants, accept fewer refugees, "considerably limit" those accepted under the
family reunification program and scrap the option to sponsor parents and grandparents.”

closing the loophole in the Safe Third Country Agreement.”
