Concept of soft & hard side of planning
โบ Planning is a mental process and top managers generate long term plans & policies to
achieve organizational goals.
โบ Middle level managers or departmental heads in consultation with top managers create
Action Plans or functional plans which are first put on paper.
โบ Both the steps as above are the soft side of planning which decides what is to be done
and how it is to be done.
โบ However unless these action plans are implemented or executed physically by someone,
with the help of given resources in a time bound manner no results will be achieved.
โบ This is hard or physical side of planning. Operational plans are made on the basis of
functional plans and are executed by middle level of managers with the help of lower
level managers i.e. section heads or supervisors .
โบ This is just like passing the baton on or creating a chain of actions. Contd.

Concept of soft & hard side of planning
โบ Understand that lower level of management / supervisors are there in all types of
industries i.e. engineering (mechanical), electrical, chemical, construction etc. whose
action is the subject matter of the discussion of this part.
โบ They are responsible for getting work done from the workers as per the instructions
and guidelines received from the top by following certain steps or procedures.
โบ Steps will be same only the details will very from industry to industry.
โบ For example consider arrangement of the raw material. In mechanical engineering
workshop he has to arrange for, steel to process on machines or components and
hardware for assembly but in construction industry he has to arrange for construction
steel, cement, bricks and so on.
โบ However for the sake of our discussion we will limit ourselves to engineering industry or
a workshop.

โบ To assign jobs and tasks to various workers.
โบ To guide and instruct workers for day to day activities.
โบ To be responsible for the quality and quantity of production.
โบ To create and maintain safe working conditions.
โบ To act as a link and communicate between top management and workers.
โบ To solve the grievances and problems of the workers.
โบ To provide necessary training to the workers and motivate them.
โบ To arrange necessary materials, machines, tools etc for their section / department
โบ To prepare periodical reports about the performance of the workers and their section.
โบ To ensure discipline in the enterprise.

Planning at supervisor level
โบ Supervisors make short-term planning which can involve scheduling daily activities,
machine, raw material, manpower planning and completing production targets of his
section.
โบ Supervisor is a person who is in charge of, and coordinates the activities of a group of
workers engaged in related activities of his section.
โบ He is a front-line manager. He is responsible for getting the work done from workers
with respect to plans and policies set by the management.
โบ A supervisor plan, direct, motivate, and monitor the work performed by workers at
the operational level of the organization.
โบ He takes care of work flow.
โบ Supervisors plans the budget related to manpower, overhead, raw material and other
small expenses.

Contingencies or situational planning
โบ Contingency planning involves identifying alternative courses of action that can be
implemented if and when the original plan is not adequate due to changing
circumstances.
โบ Success of any work always depends upon a degree of adaptation, its flexibility, and
efficient handling of changing conditions.
โบ So, in case any deviation in implementing any plan, the supervisor needs a โkeeping all
options openโ approach at all times.

Summary of UO1 (A & B)
โบ Planning is important and foremost function of the management.
โบ The industry may be engineering, electrical, construction, chemical, textile or any
other; the principles and premises of planning remains same. The only difference is in
detailing of development & deployment of resources.
โบ Plans are not permanent but they keep on evolving according to changing situation
and contingencies.
โบ There are three major types of plan which are strategic, tactical and operational.
โบ Supervisors are mostly confined to actual implementation at production floor or at
site level or one can say at operational level.
โบ Diploma students join organisations at supervisory level and so it is important for you
to understand planning and execution at that level.
