President’s Welcome
Hello colleagues in RISK and welcome to our first edition of OPPORTUNITY.
The RES National Committee has been working for some time to produce a sustainable
process for producing a regular RISK Newsletter. With the support of the RES WA Chap-
ter, we have been able to make a start with this first edition of a Quarterly that also
serves to replace the WA specific Newsletter. (Thank you Mike Dean and WA RES team.)
This first edition of OPPORTUNITY has been contributed to by some of the Chapter Chairs
to get it started and some news of interest shared from WA.
There is also a Wrap up report of our very successful biennial Conference: RISK 2016 held
in Sydney 18 - 20 May. We hope to have more news of interest from our wider member-
ship for publication in future quarterly editions of OPPORTUNITY. There will also be OP-
PORTUNITY to write "letters to the editor” to enhance discussion on topics of interest and
these can be further complimented by discussions on the RES LinkedIn Group. If you are

It is anticipated that RISK 2018 will
be held as part of AUSENGCON in
Sydney November 2018 and a spe-
cial International RISK 2019 will be
held in Melbourne November
2019. Watch for developments in
OPPORTUNITY and for OPPOR-
TUNITY to contribute and get in-
volved.
RISK 2016
The Risk 2016 Conference took place at the
Swissotel in Sydney on 18-20 May 2016.
The conference was attended by more
than 130 people both locally and interna-
tionally and included talks on numerous
risk related topics with several early work-
shops held before the conference.
The following two days of program was a
real success with many high profile speak-
ers on a range of interesting topics.
It was also exciting to see RES release its
first revision of RES Contingency Guideline,
a reference for different practical risk
based decision making approaches to man-
aging schedule and cost contingency re-
serves throughout the project and program
investment lifecycle.

RES membership is currently fairly stable
at around 500 consistent with overall EA
membership. RES is always interested in
growing membership and this is to be
achieved through improving RES and EA
member value through RES activities and
contribution. The NER (National Engineer-
ing Register) was released this year as an-
other step in the direction of raising the
professionalism of Engineering
and engineers.
The formation of the Leadership College
(The Engineers Australia College of Leader-
ship and Management) in 2015 is another
concrete step. The College of Leadership
and Management strengthens Engineers
Australia's strategic priority to provide a
"professional home for life" for all engi-
neers in Australia. The RES now has the
Leadership College as its home for the
REBOK and for progressing RES members
to Chartered status. https://

You can see that there is lots of OPPOR-
TUNITY being explored by the RES Nation-
al Committee for the benefit of the RISK
Profession and RES Members. We look

NASA’s Risk Management Architecture - Dr
Jeevan Perera
With only a few days' notice, RES mem-
bers were invited by the Risk Manage-
ment Institution of Australia (RMIA) to
a presentation in Perth by Dr Jeevan
Perera, Senior Risk Engineer with
NASA. This presentation was the first
keynote of a tour of six Australian
cities. The event was well attended,
including several RES WA members, at
a venue with fine views over the Swan
River.
Dr Perera started with an overview of
recent developments in and the com-
mercial arrangements for space explo-
ration activities, including support for
the International Space Station and
space launch and related services and
vehicles, such as the Dragon. These
include contract arrangements with
SpaceX and Boeing. Dr Perera is based
at the Johnson Space Centre in Hou-
ston, Texas, and is currently working
on countermeasure systems to miti-
gate human health risks for future ex-
ploration missions. He provided key
aims and aspects of NASA's risk man-
agement, including drawing from les-
sons such as difficulties from higher
levels of complexity in design require-
ments, and the importance and value
of good communications arrangements
throughout the organisation, while
recognising and protecting commer-
cially significant details. Encourage-
ment of good practice by individuals
was emphasised.
Dr Perera stressed the balance neces-
sary between three organisational
forces or influences in a NASA mission,
and the role of risk management as
mediating this balance. He represent-
ed these as the apexes of an equilat-
eral triangle. The apexes represented
the functions of:
Project controls (budget, schedule
etc).
Mission Safety/Assurance.
Technical Engineering.

Work that is well worth noting is
the release of the RES Contingency
Guidelines authored by Pedram
Daneshmand and RES Contingency
team.

This provides a reliable reference
for different practical risk based
decision making approaches to
managing schedule and cost con-
tingency reserves throughout the
project and program investment
lifecycle. This is a very credible
piece of work by SMEs in the field
of contingency management. The
Contingency Guideline also pro-
vides a valuable contribution to the
REBOK (Risk Engineering Body Of
Knowledge). Work on collabora-
tion around furthering the develop-
ment of the REBOK is well pro-
gressed and will continue as the
RES National Committee allocates
funds from our RES reserves to
continue the work. All members
will be provided OPPORTUNITY and
welcomed to contribute to the
development of our REBOK.

EA CONGRESS
Following the successful passing of
the Governance Changes to EA in the
Ballot, the Congress Membership
Committee recommended that addi-
tional places for Tech Society Dele-
gates be provided on Congress. Con-
gress has accepted that 3 positions
will be allocated for Tech Society Del-
egates in 2016 - Terry Spiro, Pauline
Howard and Geoff Hurst (RES Presi-
dent) This is a welcome improvement
so that Congress can be better ad-
vised on how EA Tech Societies can
contribute to: member value on be-
half of EA; provide avenues for Con-
gress and the EA Board to engage
with the EA membership; build on
the relationships to EA Colleges; and
grow EA as the Valued Voice of the
Profession.
