‘Gandhi’ software for monitoring rural works in Karnataka
The Karnataka state Rural Development and Panchayat Raj (RDPR) Department has decided to adopt
‘Gandhi Sakshi Kayaka’ software to ensure transparency in execution of development works by the
department. It will become operational on Gandhi Jayanti.
Slum population up by 25% in 10 years
Newly released census data shows, over 65 million people lived in slums in 2011, up by 25 per cent from
52 million in 2001. The child sex ratio (0-6 years) of an average slum household is 922 girls for every
1,000 boys, compared to 905 for urban India. The literacy rate in slums is now up to 77.7% but still lags
behind the urban average. Over 11 million of its residents in slums, Maharashtra has the highest slum
population; 4.6 million of them in ‘identified’ slums. Andhra Pradesh follows with over 10 million in
slums, and West Bengal and Uttar Pradesh have over 6 million slum residents each.
Gujarat passes new Lokayukta Bill 2013 for the second time
The Gujarat State Assembly on 1st October 2013 passed for the second time the Gujarat Lokayukta
Aayog Bill, 2013, which was returned by Dr. Beniwal who had called it a travesty of the institution of the
ombudsman for reconsideration. The new Bill seeks to replace the existing Gujarat Lokayukta Act, 1986
and empowers the State government with regard to the appointment of the Lokayukta by doing away
with the role of the High Court Chief Justice. The new bill empowers a selection committee chaired by
the Chief Minister to appoint the Lokayukta. The panel comprises the Speaker of the Assembly, a
Minister, the Leader of Opposition, a High Court Judge to be nominated by the Chief Justice, and the
State Vigilance Commissioner.
German professor chosen for SASTRA Ramanujan Prize
Peter Scholze, 25-year-old professor of mathematics, University of Bonn, Germany, has been chosen for
the 2013 SASTRA Ramanujan Prize. Established in 2005, the prize is for young mathematicians for
outstanding contributions to areas influenced by Srinivasa Ramanujan.
Health Ministry launched Rashtriya Bal Swasthya karyakram in Assam
Union Ministry of Health & Family Welfare Ghulam Nabi Azad on 1st October 2013 launched several
new health initiatives worth 500 crores rupees under National Rural Health Mission (NRHM) for the
strengthening of healthcare services in Assam at Guwahati. The new initiatives are - Free Generic Drug
Service, Rashtriya Bal Swasthya karyakram (RBSK), National Iron Plus Initiative and Mother & Child
Tracking System Call Centre and Tele-Radiology Project under NRHM.

India ranks 78th on human capital index
India has been placed at a low 78th slot on a global Human Capital Index, which ranks countries on the
basis of economic potential of their labour force, while Switzerland has topped the ranking. According to
the list of total 122 countries released on 1st October 2013 by the Geneva-based World Economic Forum
(WEF), India has been ranked lower than three of its BRICS peers - China (43rd), Russia (51st) and Brazil
(57th), while South Africa is placed at 86th place.
China to be world's top gold buyer in 2013: Experts
China is set to overtake India to become the world's top gold consumer in 2013, as the driving forces in
the market shift from West to East, an industry association stated on 1 st October 2013. India and China
are twin engines for the market. They account for 60 per cent of global consumption
Ranjan Mathai Appointed as India's High Commissioner to United Kingdom
Former Foreign Secretary Ranjan Mathai was appointed as India's High Commissioner to the United
Kingdom. He will succeed noted economist and veteran diplomat Dr Jaimini Bhagwati.

Asian Development Bank to provide $500 million for renewable energy transmission system in India
The Asian Development Bank (ADB) will provide $500 million to build a power transmission system
needed to deliver clean electricity from wind and solar power projects in Rajasthan in Northwest India
to the state and national grids.

celebrated to recognise the contributions of older persons in the society and examines the issues that
affect their lives.
Vipassana pioneer S N Goenka passes away
Spiritualist and pioneer of the Vipassana meditation in India, S.N. Goenka died on 29th September 2013
due to old age. Goenka started teaching Vipassana meditation in 1969 and followed it up with a
meditation centre in Igatpuri, Nashik in 1976. Later, it blossomed into 172 such centres worldwide,
including 75 in India.
