Pursuant to the Law on Standards and Technical Regulations June 29, 2006;
Pursuant to the Law on Product Quality, merchandise November 21, 2007;
Pursuant to Decree No. 98/2017 / ND-CP of August 18, 2017 of the Government regulating the functions, tasks, powers
and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 127/2007 / ND-CP of August 1, 2007 of the Government detailing the implementation of some
articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 1 32/2008 / ND-CP of December 31, 2008 of the Government detailing the implementation of
some articles of the Law on Product Quality and goods;
According to the proposal of the Department of Science and Technology,
Minister of Industry and Trade issued the National Technical Regulation on limits of formaldehyde content and the
aromatic amino Chuy To n h óa from azo dyes in textile products.
Article 1. To promulgate together with this Circular National Technical Regulation on limits of formaldehyde content and
metabolism of aromatic amines from azo dyes in textile products (NTR: 01/2017 / BCT)
Article 2. This Circular takes effect from the date of 01/5/2018.
Article 3. Organizations and individuals shall implement this Circular. /.

1. GENERAL PROVISIONS

2. 1.1. Scope
1.1.1. This regulation provides for limits formaldehyde content and th amino Matt m transformation from azo dyes in
textile products put on the market before Vietnam. Categories of textile products subject to the Regulations are specified
in Annex I to this regulation.
1.1.2. Is not governed by this regulation include:
a) Baggage of entry; movable assets of organizations and individuals tr ong duty-free allowance;
b) Goods of organizations and individuals to diplomats, international organizations in the duty-free allowance;
c) Samples to advertise no use value; for scientific research, research for production;
d) Goods temporarily imported for display and introduction at fairs, trade shows; goods temporarily imported for re -
export; goods in transit, transition, transit; goods brought into bonded warehouses (not applicable to goods from bonded
warehouses into the inland for consumption);
e) Gifts and donations in the duty-free allowance;
e) Goods exchange of border residents in duty-free allowance;
g) fabrics and textile products have not been bleached or not colored.
1.2. Subjects of application
This regulation applies to organizations and individuals that produce, import and trading of textile products before making
Vietnam market, bodies of state management and organizations other individuals associated concerned.
1.3. Definitions
1.3.1 Giving Vietnam market: means the organization or individual producing, importing and trading of textile products
perform acts of sale, exchange, marketing organizations and individuals.
1.3.2. Textile materials: the fibers, natural or artificial fibers.
1.3.3. Textile products: the products derived from textile materials through stages of processing (yarn, woven fabric,
knitted fabric, nonwoven fabric, cloth covering, leatherette synthetic products product produced from the above depending
on the intended use) or the textile products have the same ingredients, weave, complete treatment process and are
manufactured in the same facility.

1.3.5. Grouping of textile products: Textile products divided into 03 categories:
a) Nh ó m 01: Textile products for children under 36 months of age; ≤100 cm in length or on the mainland.
b) Group's abominable 02: Textile products in direct contact with the skin: the product when used with the product surface
in direct contact with the user's skin.
c) Group 03: Textile products not in direct contact with the skin: the product when used with the product surface is not in
direct contact with the user's skin.
2. TECHNICAL REGULATIONS
2.1. Concentration limits
2.1.1. Limit of formaldehyde content
Formaldehyde content in textile products shall not exceed the values specified in the table following provisions:

2.1.2. Limits on the concentration of aromatic amines from azo dyes metabolism
Aromatic amine content of each should not exceed 30 mg / kg. The list of aromatic amines from azo dyes metabolized
specified in Annex II attached to this regulation.
2.2. Test Method
2.2.1. Formaldehyde content in textile products is determined by one of the following standard test methods:
a) ISO 7421-1: 2013 , Textiles - Determination of formaldehyde - Part 1: Formaldehyde free and hydrolysis (water
extraction method);
b) ISO 14184-1: 2011 , Textiles - Determination of formaldehyde - Part 1: Free and hydrolized formaldehyde (water
extraction method).
2.2.2. Concentration of aromatic amines derived from azo dyes in textile products is determined by one of the following
standard test methods:
a) ISO 24362-1: 2014 , Textiles - Methods for determination of aromatic amines derived from azo colorants - Part 1:
Detection of the use of azo pigments by extracting and without extracting the fibers (Textiles - methods for determination
of aromatic amines derived from azo Certain Colorants - Part 1: Detection of the use of Certain azo Colorants with and
without extracting the accessible Fibers and ISO 24362-3: 2014 , textiles - methods for determination of aromatic amines
transformed from pigments azo - Part 3: Detection of the use of certain substances azo dyes can release 4-
aminoazobenzen (Textiles - Methods for determination of certain aromatic amines derived from azo colorants - Part 3:
Detection of the use of Certain azo Colorants, release 4-aminoazobenzene mà garment) or;

3. b) EN 14362-1: 2012 , Textiles - Methods for determination of aromatic amines derived from azo colorants - Part 1:
Detection of the use of azo pigments by extracting and without extracting the fibers (Textiles - methods for determination
of aromatic amines derived from azo Certain Colorants - Part 1: Detection of the use of Certain azo Colorants with and
without extracting the accessible Fibers) and EN 14362-3: 2012 , textiles - methods for determination of amines aromatic
transformed from pigments azo - part 3: Detection of the use of certain substances azo dyes can release 4-
aminoazobenzen (Textiles - Methods for determination of certain aromatic amines derived from azo colorants - part 3:
Detection of Certain azo Colorants dùng, release 4-aminoazobenzene mà sewing).
2.3. Sampling methods - Serving assess the suitability
2.3.1. Classification Model: M á u 02 categories
a) M à u random: the random samples taken from a batch of merchandise goods in conformity announcement registration.

a) For fabric: Length sample of 0.5 (zero point five) meters; width is the width and top sheet from at least the
circumference of the roll of fabric.
b) For products as carpets, curtains, bedding, sofa cushions, chairs and special products c ó surface made of textile
materials, synthetic leather:Sampling products from shipment, or;

c) textile products are ecological certificates not conduct sampling and testing formaldehyde content of aromatic amines:
Certificate must be sufficient ecological information: Name and address of the manufacturer; Product's name; ingredients
appropriate to the product;name and signature of the representative of the organization certificate. Certificates are used to
announce h burp p provided. Ecolabel category specified in Annex IV attached to this regulation.
2.3.3. Preservation
Samples were packed in bags or polyethylene film and stored in appropriate conditions in order to not affect the original
nature of the sample and sealed in accordance with the law.
2.3.4. Sampling time
Samples were taken at the right time and ensure the principle of goods before making consumption in the market of
Vietnam must be published conformity.
3. PROVISIONS ON MANAGEMENT
3.1. For products and goods
Products and goods before making consumption in the market of Vietnam must be announced canonical matching
provisions of this regulation;Regulation conformity marks (marks CR) under the provisions of Circular No. 28/2012 / TT-
BKHCN December 12, 2012 of the Ministry of Science and Technology of the provisions on disclosure h burp p
standards, conformity announcement and method of assessment of conformity with standards and technical regulations
(hereinafter referred to as Circular 28), Circular No. 02/2017 / TT-BKHCN March 31, 2017 of the Ministry of Science and
technology amending and supplementing some articles of Circular No. 28/2012 / TT-BKHCN December 12, 2012 of the
Ministry of Science and technology (hereinafter referred to as Circular 02).
3.1.1. The canonical forms of publication
3.1.1.1. Self published the results of conformity based on self-assessment of the organization, individual (party)
a) Method of assessment conformity announcement serves as method 7 stipulated in Circular 28 and Circular 02.
b) The test service announcement shall be made in testing organizations have been granted a certificate of registration
testing activities as stipulated in Decree No. 107/2016 / ND-CP of July 1 year 2016 regulations on business conditions for
service conformity assessment (hereinafter referred to as Decree 107).
3.1.1.2. Publication based on the results of conformity certification / assessment of certification bodies / assessor has
been appointed (a third party)
a) Method of assessment served announced canonical method or methods 5 7 stipulated in Circular 28 and Circular 02;
b) The test serves announcement made in testing organizations have been granted a certificate of registration testing
activities as stipulated in Decree 107.
3.1.2. Dossiers, order and procedures for conformity announcement
3.1.2.1. Profile conformity announcement
Organizations and individuals announced canonical establishment 02 (two) dossier published conformity, in which 01 (a)
dossier submitted directly or sent by mail or portal a door of the Department of Trade the provinces and cities directly
under the Central Government (hereinafter referred to as the Department of Trade and Industry) and 01 (a) the records
kept at the organizations and individuals conformity announcement. Component profiles are defined as follows:
1. Where announced the results of conformity based on self-assessment of the organization, individual (party), announced

a) Declaration of conformity (Form 01 specified in Annex V accompanied by this regulation);
b) self-assessment report includes the following information:
- Names of organizations and individuals; address; Telephone: Fax;
- Product and goods;

4. - Number of technical regulations;
- Conclusion of products, goods consistent with technical regulations;
- Commitment to quality of products and goods in conformity with the technical standards and fully responsible before law
for the quality of products, goods and self-assessment results.
- For imported goods, adding the following information: brand and types; specifications; origin, manufacturer; volume,
number; enter gate; entry time; the contract (Contract) ; the list of goods (packing list) ; invoice (Invoice) ; lading (Bill of
Lading) or equivalent transport documents (in case no bill of lading);declaration of imported goods.
2. Case published based on the results of conformity certification / assessment of certification bodies / assessor has been
appointed (a third party), announced canonical records include:
a) Declaration of conformity (Form 01 specified in Annex V accompanied by this regulation);
b) A copy of the certificate of conformity of technical regulation is accompanied by a conformity mark held by the
certification / inspection has been designated for organizations and individuals.
3.1.2.2. The order of b abominable conformity
a) Where the publication of conformity based on self-assessment results
- Organizations and individuals sent conformity announcement documents prescribed in 3.1.2.1 this regulation for the
Department of Industry and Trade;
- After submitting the dossier published conformity to the Department of Trade, organizations and individuals permitted to
market Vietnam.
- The announcement of conformity (of the Declaration of conformity)
Number conformity announcement later denoted as X / Y, where:
X is the number of enterprises;
Y is the number of the bill of lading or equivalent transport documents (in case no bill of lading) for imported products or
shipment management code of business for domestic production.
b) In case of notification of conformity assessment based on the results of the organizing certification / inspection
specified (hereinafter referred to as the certification body / inspection)
- Organizations and individuals sent conformity announcement documents prescribed in 3.1.2.1 this regulation for the
Department of Industry and Trade;
- After submitting the dossier published conformity to the Department of Trade, organizations and individuals permitted to
market Vietnam.
- The announcement of conformity (of the Declaration of conformity)
Number conformity announcement later denoted as X / Y / Z, in which:
X is the number of enterprises;
Y is the number of the bill of lading for imported products or shipment management code of business for domestic
production;
Z is the number of organizational assessment.
3.2. For Organizations assess the suitability
3.2.1. For organizations of conformity assessment activities in the territory of Vietnam
3.2.1.1. For organizations Certification / Inspection
- Organization of official recognition / assessment must have registration under the provisions of Decree 107 and MOIT
specified;
- The designation of certification bodies / inspection is made under the provisions of Article 15 of Circular No. 48/2011 /
TT-BCT dated December 30, 2011 regulations governing the quality of products, goods group 2 under the jurisdiction of
the Ministry of Industry and Trade.
3.2.2. For testing organizations
Organizations must be registered testing activities as stipulated in Decree 107.
3.2.2. For organizations evaluate the suitability of foreign inactive on the territory of Vietnam
The designation of organizations evaluate the suitability foreign activity on the territory of Vietnam shall comply with the
provisions of Circular No. 26/2013 / TT-BKHCN November 15, 2013 of the Ministry of Science and Technology on
request, order and procedures specified organizations assess the suitability of foreign perform the conformity assessment
of products and goods in accordance with national technical standards.
4. RESPONSIBILITIES AND IMPLEMENTATION
4.1. Responsibilities of the units under the Ministry of Trade
4.1.1. Department of Science and Technology are responsible for reviewing and evaluating registration dossiers
operation of certification bodies, inspection and testing; Ministry leaders recommended approval certificate, inspection,
testing and decision designating certification bodies, inspection; in collaboration with the authorities concerned to guide
and organize the implementation of this regulation;
4.1.2. T drive ng Department of Market Management are responsible for organizing and directing the Department of
Management market of provinces and cities directly under the central test, control and handle violations of regulations on
product quality, customers h ó a stipulated in this regulation;
4.1.3. Department of Trade of the provinces and cities directly under the Central Government:
- Receipt of conformity announcement and posted on the portal of the Department;

5. - Report of Industry and Trade Ministry announced number of product conformity on the last week of the second quarter
and fourth quarter of each year.(Form No. 02 report specified in Annex IV to this regulation).
4.2. Responsibilities of organizations and individuals producing and trading of textile products
- To publicize the prescribed canonical in this regulation;
- Responsible for the legality of the information provided in accordance with law;
- Follow the provisions of Article 16 of Circular 28 and Circular 02.
4.3. Responsibilities of organizations evaluate the suitability
- Implementation of conformity assessment for textile products;
- Level of conformity announcement for products and goods are evaluated by the method of conformity 7. Disclosure
announcement of regulations on electronic communications of their units.
- Quarterly reports to the Ministry of Trade and Industry results assessing the conformity of the quality of products and
goods under the provisions of this regulation on the 15th of the first month of the next quarter (according to the reporting
form number 03 provisions in Annex IV to this regulation). In extraordinary cases, reported the Ministry of Trade upon
request.
- Follow the provisions of Decree 107.
4.4. In the case of legal documents, standards are cited in this regulation change, supplemented or replaced, comply with
the provisions in the new text. /.
