This document provides guidelines for a 1,050- to 1,400-word reflection and synthesis paper for an MPA 573 course. Students are instructed to examine major challenges of developing and implementing policies at various government levels. They must briefly discuss at least three challenges covered in the course related to problem identification, stakeholder involvement, communicating impacts, and limited information. Students then describe an approach they would use in their current job to overcome such challenges and support it with at least five scholarly references.
